  一、項(xiàng)目背景P rojec t

  為深入貫徹《中共中央關(guān)于制定國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃和二〇三五年遠(yuǎn)景目標(biāo)的建議》以及長(zhǎng)江經(jīng)濟(jì)帶發(fā)展系列座談會(huì)精神，全面落實(shí)習(xí)近平總書記對(duì)重慶提出的“兩點(diǎn)”定位、“兩地”“兩高”目標(biāo)、發(fā)揮“三個(gè)作用”和營(yíng)造良好政治生態(tài)的重要指示要求，推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)，我市組織編制了《兩江四岸核心區(qū)整體提升規(guī)劃方案》，明確以“兩江四岸”核心區(qū)為重點(diǎn)，建設(shè)長(zhǎng)嘉匯大景區(qū)。

  In order to thoroughly implement the"Proposals of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035"and the instructions of symposiums on the development of the Yangtze River Economic Belt,in order to to thoroughly implement instructions on Chongqing proposed by General Secretary Xi Jinping,including the building of a sound political atmosphere,the positioning and goals of Chongqing as“dual geographic importance,twin goals and parallel progress”,Chongqing’s“three roles”and promotion for the construction of Chengdu-Chongqing Economic Circle.We have compiled"the Plan of the Core Area of Two Rivers and Four Banks for the Overall Upgrading",which explicitly sates that we should build the Changjiahui Grand Scenic Area with a focus on the core area of the"Two Rivers and Four Banks".

  龍門浩片區(qū)擁有“最重慶”的山水城景，“最重慶”的市井老街，以及“最重慶”的開埠文化，承載著城市記憶，凝結(jié)著濃濃鄉(xiāng)愁。但同時(shí)也面臨著大部分老舊的現(xiàn)狀功能形象與其地標(biāo)門戶區(qū)位所擔(dān)當(dāng)?shù)氖姑黄ヅ涞膯?wèn)題，亟需通過(guò)城市有機(jī)更新深入挖掘片區(qū)潛力，以發(fā)揮更大的作用。

  The Longmenhao area has the landscapes with most typical Chongqing elements.To be specific,the old city street,and port culture have kept our city memory and have mirrored our emotions for homeland.However,most facilities of the area are old fashioned,which cannot contribute to the image of the landmark.As a result,it is urgent to tap the potential of the area through the upgrading of the city in a scientific way.

  為實(shí)現(xiàn)長(zhǎng)嘉匯大景區(qū)形成歷史人文風(fēng)景眼、山水城市會(huì)客廳、商業(yè)商務(wù)中心區(qū)的目標(biāo)，充分彰顯自然景觀和文化底蘊(yùn)，提升人居環(huán)境和城市風(fēng)貌品質(zhì)，傳播文旅內(nèi)涵和品牌形象，重慶市南岸區(qū)人民政府與重慶市規(guī)劃和自然資源局共同啟動(dòng)龍門浩·重慶人家城市更新方案國(guó)際征集，公開邀請(qǐng)具有相關(guān)項(xiàng)目策劃、城市更新、景觀設(shè)計(jì)、運(yùn)營(yíng)管理經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)參與“龍門故事”，歡迎國(guó)內(nèi)外優(yōu)秀設(shè)計(jì)機(jī)構(gòu)遞交應(yīng)征材料，謀篇布局，謀定即動(dòng)。

  In order to achieve the goals of building a historical and cultural landscape attraction of the Changjiahui Grand Scenic Area,a guest meeting room of a city of rivers and mountains and a central business center,in order to fully demonstrate the natural landscape and cultural heritage,improve the living environment and the quality of the city,and spread the cultural and tourism meanings and brand image,The People’s Government of Nan'an District of Chongqing Municipality and Chongqing Municipal Planning and Natural Resources Bureau jointly launched the Solicitation of International Urban Renewal Plans for Longmenhao“Chongqing Renjia.We invite design agencies with relevant experience in project planning,urban renewal,landscape design,and operation management to the solicitation,and welcome excellent design institutions at home and abroad to submit application materials,then do the plan,and take actions.

  二、設(shè)計(jì)范圍Scope

  項(xiàng)目位于重慶市南岸區(qū)西側(cè)中部濱江地帶，南山風(fēng)景區(qū)以西，南起馬鞍山北抵楊家崗，與渝中區(qū)、江北區(qū)隔江相望。（詳見(jiàn)圖1區(qū)位圖。注：該范圍涉及重慶國(guó)家歷史文化名城、歷史城區(qū)、慈云寺-米市街-龍門浩歷史文化街區(qū)保護(hù)范圍）

  The project is located in the central riverside area on the west side of Nan'an District,at the west of Nanshan Scenic Area.It also has Ma'anshan in the south and Yangjiagang in the north,and faces Yuzhong District and Jiangbei District across the river from(see Figure 1 for details Note:This covers the protection scope of national historic,cultural and time-honored areas,and Ciyun Temple-Mishi Street-Longmenhao Historical and Cultural blocks)

  本次方案征集設(shè)計(jì)范圍分為片區(qū)整體發(fā)展策劃、重點(diǎn)地段城市有機(jī)更新、重要廊道詳細(xì)規(guī)劃和重要節(jié)點(diǎn)方案設(shè)計(jì)。（詳見(jiàn)圖2設(shè)計(jì)范圍圖）

  The design scope includes the overall development planning of the area,the upgrading of key areas in a scientific way,the detailed planning of important corridors and the design of important nodes.(see Figure 2 For details)

  片區(qū)整體發(fā)展策劃范圍，北至慈云路，南至海棠溪新街，西側(cè)緊鄰長(zhǎng)江，東至南山風(fēng)景區(qū)山腳下的一天門社區(qū)，面積約1.72平方公里。

  The overall development planning scope covers an area of about 1.72 square kilometers.Ciyun Road stands in the north and Haitangxi New Street in the south,Yangtze River in the west and Yitianmen Community(at the foot of the Nanshan Scenic Area)in the east.

  重點(diǎn)地段城市有機(jī)更新范圍包含3個(gè)地段：一是楊家崗地段，面積約22.9公頃；二是一天門地段，面積約70.3公頃；三是馬鞍山地段，面積約25公頃。

  The upgrading of key areas includes Yangjiagang with an area of about 22.9 hectares,Yitianmen with an area of about 70.3 hectares and Ma'anshan with an area of about 25 hectares.

  重要廊道詳細(xì)規(guī)劃包含：涂山路、半山路及隧道。

  The detailed planning of important corridors includes Tushan Road,Banshan Road and Tunnel.

  重要節(jié)點(diǎn)方案設(shè)計(jì)包含三個(gè)：一是東水門長(zhǎng)江大橋南橋頭地塊；二是英國(guó)協(xié)會(huì)醫(yī)院（又名萬(wàn)國(guó)醫(yī)院）地塊；三是英國(guó)鹽務(wù)管理所地塊。

  The design of the important node plan includes the head plot of the south bridge of the Dongshuimen Yangtze River Bridge,the plot where the British Association Hospital was(also known as the World Hospital at that

  三、設(shè)計(jì)內(nèi)容Design content

  本次規(guī)劃應(yīng)突出龍門浩片區(qū)“最重慶”的自然山水特點(diǎn)和人文特征，結(jié)合《兩江四岸核心區(qū)整體提升規(guī)劃方案》，系統(tǒng)性提出符合實(shí)際且具有前瞻性的核心設(shè)計(jì)概念與綜合解決方案。設(shè)計(jì)深度分為四個(gè)層面，具體內(nèi)容包括但不限于下述內(nèi)容，設(shè)計(jì)機(jī)構(gòu)可結(jié)合國(guó)內(nèi)外類似地區(qū)發(fā)展經(jīng)驗(yàn)，提出匹配定位的規(guī)劃策略。

  This plan should highlight the natural and humanity characteristics of Longmenhao area full of most typical Chongqing elements.Based on the"Overall Improvement Plan for the Core Area of Two Rivers and Four Banks",we should put forward comprehensive,realistic and forward-looking core design concepts and solutions.The design depth is covers four aspects as followed.The specific content includes but is not limited to the following.The design agency can consider the development experience of similar regions at home and abroad to propose a matching positioning planning strategy.

  （一）片區(qū)整體發(fā)展策劃

  Overall development planning of the area

  1、設(shè)計(jì)要點(diǎn)

  整體空間結(jié)構(gòu)控制與設(shè)計(jì)：從整體區(qū)域的層面，探索文化、產(chǎn)業(yè)、空間三位一體的總體功能布局，構(gòu)建江峽嶺谷、山地風(fēng)貌的總體空間形態(tài)，明確片區(qū)風(fēng)貌核心管控要素，塑造文旅主導(dǎo)的優(yōu)質(zhì)空間環(huán)境。

  整體風(fēng)貌控制和意境營(yíng)造：充分考慮市民游客需求，運(yùn)用以人為本的場(chǎng)景化設(shè)計(jì)方法，聯(lián)動(dòng)南濱路沿線，構(gòu)建城市連貫場(chǎng)景序列和整體風(fēng)貌形象。營(yíng)造親自然、有趣味、重體驗(yàn)的整體空間氛圍，將高品質(zhì)生活場(chǎng)景、多元化消費(fèi)場(chǎng)景、新經(jīng)濟(jì)應(yīng)用場(chǎng)景、高水平治理社會(huì)場(chǎng)景滲透融合城市空間中，通過(guò)游線設(shè)計(jì)，串聯(lián)旅游元素，營(yíng)造文旅氛圍，講好歷史故事，引導(dǎo)游客體驗(yàn)。

  1、Design points

  Overall spatial structure control and design:we should explore the overall functional layout of culture,industry,and space,and construct the overall spatial form integrating the rivers,gorges,ridges,valleys,and the mountain landscape.We should also clarify the core management and control elements of the regional landscape,thus shaping the cultural tourism-dominated high-quality space environment.

  Overall style control and artistic conception creation:we should fully consider the needs of citizens and tourists.Based on the people-oriented scene design method,we can link the Nanbin Road,thus building a coherent sequence of urban scenes and overall style image.We should also create an overall pro-nature,interesting space atmosphere that is experience-oriented,and integrates scenes of high-quality life,diversified consumption,new economic application,and high-level governance and society into the urban space,and connects tourism elements through the design of travel routes.We will tell historical stories,and guide visitors to experience by creating a cultural tourism atmosphere.

  2、設(shè)計(jì)內(nèi)容

  包括但不限于：對(duì)標(biāo)案例研究；明確片區(qū)的風(fēng)貌特色定位和營(yíng)造策略，提出總體空間形態(tài)設(shè)計(jì)和總體城市形象設(shè)計(jì)；提出片區(qū)的功能結(jié)構(gòu)和用地布局，提出重點(diǎn)地段的功能策劃、相應(yīng)功能設(shè)施配套和重大項(xiàng)目植入建議；梳理片區(qū)整體路網(wǎng)結(jié)構(gòu)，提出綜合交通組織方案；提出片區(qū)的景觀系統(tǒng)、重要公共空間體系設(shè)計(jì)方案；提出夜景、城市色彩等城市風(fēng)貌管控要求；提出實(shí)施時(shí)序、實(shí)施措施、運(yùn)營(yíng)方案等。

  2、Design content

  It Includes but not limited to:benchmarking case studies;the feature positioning and construction strategy;the overall spatial form design and overall urban image design;the functional structure and land layout of the area;the functional planning and corresponding functional facilities of the key areas’Recommendations for supporting and major projects;the overall road network structure;a comprehensive transportation organization plan;the design of the area's landscape system and important public space system;the management and control requirements of night scenes and urban colors;implementation timing and measures,and operating plans.

  （二）重點(diǎn)地段城市有機(jī)更新

  Renewal of key places

  重點(diǎn)地段城市有機(jī)更新范圍包含3個(gè)：楊家崗地段、一天門地段和馬鞍山地段。

  The key places includes Yangjiagang area,Tianmen area area and Ma'anshan area.

  1、設(shè)計(jì)要點(diǎn)

  楊家崗地段：城市有機(jī)更新以環(huán)境景觀梳理和交通梳理為主，結(jié)合地段內(nèi)的自然本底和人文本底，挖掘歷史故事，凸顯文化價(jià)值，提升環(huán)境品質(zhì)。

  1、Design points

  Yangjiagang area:as for the renewal of the city,we focus on environmental landscape and traffic analysis,consider the natural and humanity background,and explore historical stories.In this way,we can improve environment and highlight cultural values.

  一天門地段：整合南北文旅資源，疏通江山聯(lián)系通道，凸顯東水門長(zhǎng)江大橋南橋頭及周邊片區(qū)的門戶形象；改善居民生活環(huán)境，對(duì)一天門社區(qū)內(nèi)的建筑進(jìn)行分類，明確拆除、改造、保留類的建筑，并對(duì)街道環(huán)境進(jìn)行有機(jī)更新；釋放山體綠色空間，打通視線通廊，可以在遵循控規(guī)和相關(guān)規(guī)劃的基礎(chǔ)上，結(jié)合規(guī)劃目標(biāo)，考慮對(duì)部分地塊進(jìn)行合理的拆除征收。

  Yitianmen area:we should integrate cultural and tourism resources in both north and south,make connections between rivers and mountains,thus highlighting the portal image of the south end of the Dongshuimen Yangtze River Bridge and surrounding areas;we should also improve the living environment of residents,classify the buildings in the Tianmenmen community(clearly figuring out demolition,renovation,and retention).in addition,we should renew the street environment.Specifically,we should open the green space of the mountain for the wider sight view.Based on the control regulations and related planning,we should consider demolition and expropriation of some plots in a proper way in accordance with the planning goals.

  馬鞍山地段：對(duì)地段內(nèi)的建筑進(jìn)行分類，明確拆除、改造、保留類的建筑，并對(duì)街道環(huán)境進(jìn)行有機(jī)更新；著重挖掘地段的文化價(jià)值和景觀潛力，彰顯“重慶人家”生活場(chǎng)景和山水意境。

  Ma'anshan Lot:we should classify the buildings(clarify the buildings that are demolished,renovated,and preserved)and update the street environment with a focus on exploring the cultural value and landscape potential.In this way,we can highlight the life scenes and landscape artistic conception of"Chongqing People".

  2、設(shè)計(jì)內(nèi)容

  包括但不限于現(xiàn)狀研究與目標(biāo)確定、景觀體系詳細(xì)設(shè)計(jì)、公共空間體系詳細(xì)設(shè)計(jì)、綜合交通體系詳細(xì)設(shè)計(jì)、環(huán)境設(shè)施配套詳細(xì)設(shè)計(jì)、建筑形態(tài)詳細(xì)設(shè)計(jì)、夜景照明詳細(xì)設(shè)計(jì)、功能業(yè)態(tài)研究策劃、控規(guī)優(yōu)化、相關(guān)經(jīng)濟(jì)指標(biāo)測(cè)算等內(nèi)容。

  2、Design content

  It Includes but not limited to status research and target determination,detailed design of landscape system,detailed design of public space system,comprehensive transportation system,environmental facilities,architectural form,and night scene lighting,functional business research planning,control regulations optimization,and calculation of relevant economic indicators.

  （三）重要廊道詳細(xì)規(guī)劃

  Detailed planning of important corridors

  1、涂山路設(shè)計(jì)要點(diǎn)

  綜合考慮沿線片區(qū)現(xiàn)狀建筑的體量、高度、外形、風(fēng)格等方面，對(duì)建筑風(fēng)貌改造與立面整治提出改造的引導(dǎo)方案；結(jié)合周邊地塊風(fēng)貌，對(duì)道路沿線綠化景觀和公共空間進(jìn)行設(shè)計(jì)，確定公共空間布局和功能；對(duì)道路和兩側(cè)步行通道、公共空間的鋪裝和材質(zhì)、色彩提出控制要求和設(shè)計(jì)意向；對(duì)沿街的店招和各類銘牌和廣告牌提出控制要求；明確街道照明方式和重點(diǎn)照明區(qū)域，并提出設(shè)計(jì)意向；合理布局街具和公共藝術(shù)設(shè)施，提出設(shè)計(jì)意向。

  1、Design points of Tushan Road

  We should comprehensively consider the volume,height,shape,style and other aspects of the current buildings in the area along the line,and propose a guidance plan for the renovation of the architectural style and the facade renovation;based on the style of the surrounding plots,we should design the green landscape and public space along the road,and determine public space layout and functions;in addition,we should put forward control requirements and design intentions for roads and pedestrian passages on both sides,paving and material,and color of public spaces;we should put forward control requirements for store signs along the street and various nameplates and billboards;we should clarify street lighting methods and key lighting areas,and put forward design intentions;we should properly arrange street furniture and public art facilities,and then put forward design intentions.

  2、半山路及隧道設(shè)計(jì)要點(diǎn)原控規(guī)方案將半山路與龍門路通過(guò)東水門長(zhǎng)江大橋南橋頭的高架交通樞紐連通，以接駁東水門長(zhǎng)江大橋的南北地塊。原方案的高架橋處于慈云寺-米市街-龍門浩歷史文化街區(qū)的正上方，應(yīng)充分考慮歷史文化街區(qū)相關(guān)保護(hù)控制要求，在符合歷史文化街區(qū)保護(hù)控制要求的基礎(chǔ)上，對(duì)相關(guān)地塊交通現(xiàn)狀進(jìn)行梳理，并結(jié)合設(shè)計(jì)功能做出交通量的預(yù)測(cè)，重新研究能夠連接兩個(gè)地塊的交通組織方案，以及原控規(guī)隧道的詳細(xì)設(shè)計(jì)方案。

  2、Key points of Banshan Road and tunnel design

  Given the original control plan,we connect Banshan Road and Longmen Road through the elevated traffic hub at the south end of the Dongshuimen Yangtze River Bridge to connect the north and south plots of this Bridge.The viaduct of the original plan is directly above the Ciyun Temple-Mishi Street-Longmenhao historical and cultural block.We should fully consider the relevant protection and control requirements of the historical and cultural blocks.On the basis of meeting the protection and control requirements of the historical and cultural block,we should make clear the the traffic status of the relevant plots,and make a forecast of traffic volume forecast according to the design function.We should also study the traffic organization plan that can connect the two plots again,and the detailed design plan of the tunnel of the original control plan.

  （四）重要節(jié)點(diǎn)方案設(shè)計(jì)Important node scheme design

  片區(qū)內(nèi)重要節(jié)點(diǎn)3處，分別是位于一天門地段的東水門長(zhǎng)江大橋南橋頭地塊、位于馬鞍山地段的英國(guó)協(xié)會(huì)醫(yī)院舊址地塊和英國(guó)鹽務(wù)管理所地塊。

  There are 3 important nodes in the area:the south bridge head of the Dongshuimen Yangtze River Bridge in the Tianmen section,the site where the British Association Hospital was in the Ma'anshan section,and the site where the British Salt Administration Office was.

  1、設(shè)計(jì)要點(diǎn)

  東水門長(zhǎng)江大橋南橋頭地塊：東水門長(zhǎng)江大橋南橋頭是兩江四岸核心區(qū)中連接渝中區(qū)與南岸區(qū)的一個(gè)重要對(duì)景點(diǎn)，具有強(qiáng)烈的地區(qū)標(biāo)識(shí)性。設(shè)計(jì)方案應(yīng)重點(diǎn)考慮其地標(biāo)形象、門戶景觀、交通接駁、游客集散等身份職能。

  1、Design points

  The South Bridge Head of Dongshuimen Yangtze River Bridge:the head is an important scenic spot connecting Yuzhong District and Nan'an District in the core area of Two Rivers and Four Banks.It is a highlighted identity icon as well.As for the design plan,we should focus on its functions such as landmark image,portal landscape,transportation connection,and tourist gathering and distributing.

  英國(guó)協(xié)會(huì)醫(yī)院舊址地塊：對(duì)英國(guó)協(xié)會(huì)醫(yī)院舊址建筑周邊半徑100m范圍內(nèi)地塊進(jìn)行景觀方案設(shè)計(jì)。重點(diǎn)挖掘該地塊的景觀潛力，搭建景觀平臺(tái)，并通過(guò)對(duì)英國(guó)協(xié)會(huì)醫(yī)院舊址建筑本身進(jìn)行更新整治和功能策劃，講出文化故事。重點(diǎn)考慮地塊景觀方案與文保建筑在風(fēng)貌、功能、交通等方面的協(xié)調(diào)性和互補(bǔ)性，凸顯該地塊的景觀價(jià)值和文化價(jià)值，為景觀方案注入人文內(nèi)涵。

  The plot where the British Association Hospital was before:we should carry out the landscape design of the plot within a radius of 100m around the building.We should focus on exploring the landscape potential,thus building a landscape platform.we should also demonstrate culture stories through the renovation and functional planning of the British Association Hospital.In addition,we should focus on the coordination and complementarity between the landscape plan of the plot and the cultural preservation architecture in terms of style,function,and transportation,thus highlighting the landscape and cultural value and in this way,we can inject humanistic meanings into the landscape plan.

  英國(guó)鹽務(wù)管理所地塊：對(duì)英國(guó)鹽務(wù)管理所建筑周邊半徑100m范圍內(nèi)地塊進(jìn)行景觀方案設(shè)計(jì)。重點(diǎn)挖掘該地塊的景觀潛力，疏通山水視線通廊，搭建景觀平臺(tái)，并通過(guò)對(duì)英國(guó)鹽務(wù)管理所建筑本身進(jìn)行更新整治和功能策劃，講出文化故事。重點(diǎn)考慮地塊景觀方案與文保建筑在風(fēng)貌、功能、交通等方面的協(xié)調(diào)性和互補(bǔ)性，凸顯該地塊的景觀價(jià)值和文化價(jià)值，為景觀方案注入人文內(nèi)涵。

  The plot where the British Salt Management Office was before:we should carry out the landscape design of the plot within a radius of 100m around the building.We should focus on exploring the landscape potential of the plot,connecting the landscape corridors,thus building a landscape platform.we should also demonstrate culture stories through the renovation and functional planning of the building.In addition,we should focus on the coordination and complementarity between the landscape plan of the plot and the cultural preservation architecture in terms of style,function,and transportation,thus highlighting the landscape and cultural value and in this way,we can inject humanistic meanings into the landscape plan.

  2、設(shè)計(jì)內(nèi)容

  提出設(shè)計(jì)原則，明確重要節(jié)點(diǎn)的方案構(gòu)思、景觀主題、功能結(jié)構(gòu)、重點(diǎn)建筑的更新方式和地塊整體的場(chǎng)地豎向設(shè)計(jì)、交通流線組織、基礎(chǔ)設(shè)施配套、消防安全系統(tǒng)，以及地塊內(nèi)的業(yè)態(tài)策劃和運(yùn)營(yíng)管理策劃建議等。

  2、Design content

  We should propose design principles,clarify the plan conception of important nodes,landscape themes,functional structures,renewal methods of key buildings,the overall site vertical design,traffic flow organization,infrastructure facilities,fire safety system,business type planning and operation management planning suggestions.

  四、成果要求R esults requirements

  成果應(yīng)滿足《重慶市城鄉(xiāng)規(guī)劃條例》（2017年）、《重慶市城市規(guī)劃管理技術(shù)規(guī)定》及城市更新相關(guān)規(guī)范文件要求。

  上述設(shè)計(jì)成果選擇主要內(nèi)容展示，提供A0展板一套（8-10張），統(tǒng)一采用豎向排版，并應(yīng)用阿拉伯?dāng)?shù)字在圖版的右下角排序編號(hào)。

  The highlights of the above shall be selected for display,and A0 exhibition boards(8-10 sheets)are provided.And the vertical typesetting are uniformly adopted.In addition,the Arabic numerals are used in the lower right corner of the drawing board for numbering.

  （三）實(shí)體模型

  Entity model

  實(shí)體模型的比例應(yīng)為1:1500，模型需表現(xiàn)出主要的山水空間格局、路網(wǎng)體系、建筑群落分布特征，模型材質(zhì)不限。

  The scale should be 1:1500,and the model needs to demonstrate the main landscape spatial pattern,road network system,and distribution characteristics of the building groups.The material of the model is not limited.

  （四）匯報(bào)文件Reporting documents

  設(shè)計(jì)單位應(yīng)采用PPT、PDF等匯報(bào)文件進(jìn)行現(xiàn)場(chǎng)匯報(bào)，時(shí)間不超過(guò)15分鐘。

  The design unit shall use PPT,PDF and other report documents for on-site report,and the time shall not exceed 15 minutes.

  可自行選擇增加多媒體演示文件進(jìn)行方案展示，多媒體演示文件應(yīng)采用MP4、AVI或WMV格式的高清演示，時(shí)間控制在10分鐘內(nèi)。

  You can choose to add multimedia presentation files(high-definition presentations in MP4,AVI or WMV format),and the time shall be controlled within 10 minutes.

  五、申請(qǐng)人資格Applicant qualifications

  （一）申請(qǐng)人須為獨(dú)立法人，且具備如下條件：

  The applicant must be an independent legal person and meet the following conditions:

  1、中華人民共和國(guó)境內(nèi)應(yīng)征機(jī)構(gòu)需具備城鄉(xiāng)規(guī)劃甲級(jí)資質(zhì)和建筑行業(yè)（建筑工程）設(shè)計(jì)甲級(jí)資質(zhì)；境外機(jī)構(gòu)須在其所在國(guó)家或地區(qū)具有合法營(yíng)業(yè)范圍，并具有我國(guó)境內(nèi)合法經(jīng)營(yíng)和設(shè)計(jì)許可。

  Applicant institutions in the People's Republic of China must have Grade A qualification for urban and rural planning and Grade A qualification for construction industry(construction engineering)design;overseas ones must have a legal business scope in their country or region,and have legal business and design licenses in my country.

  2、本項(xiàng)目接受聯(lián)合體報(bào)名，聯(lián)合體成員不得超過(guò)3家，且各方不得再單獨(dú)以自己名義，或與另外應(yīng)征機(jī)構(gòu)組成聯(lián)合體報(bào)名。境外應(yīng)征機(jī)構(gòu)聯(lián)合境內(nèi)應(yīng)征機(jī)構(gòu)的，境內(nèi)應(yīng)征機(jī)構(gòu)資質(zhì)要求同上。港澳臺(tái)應(yīng)征機(jī)構(gòu)的資格要求參照境外應(yīng)征機(jī)構(gòu)資格要求的規(guī)定。

  You can register in the name of a consortium(the consortium members shall not exceed 3),and each party may no longer sign up in their own name alone or form a consortium with another applicant organization.If an overseas applicant institution register with a domestic one,the qualification requirements for the domestic one are the same as above.As for the qualification requirements of applicants of Hong Kong(China),Macao(China)and Taiwan(China),you shall refer to the requirements of the qualification requirements of overseas applicants.

  3、應(yīng)征機(jī)構(gòu)（含聯(lián)合體）應(yīng)有與本項(xiàng)目功能、性質(zhì)相類似的策劃、規(guī)劃和建筑設(shè)計(jì)經(jīng)驗(yàn)（須提供自2010年1月1日起的同類項(xiàng)目設(shè)計(jì)業(yè)績(jī)）。

  Applicant institutions(including consortia)shall have experience in plan and architectural design similar to this project.(you shall provide the design performance of similar projects from January 1,2010).

  4、本次征集活動(dòng)不接受個(gè)人或個(gè)人組合的報(bào)名。

  （二）設(shè)計(jì)團(tuán)隊(duì)要求

  Design team requirements

  1、應(yīng)征機(jī)構(gòu)（含聯(lián)合體）應(yīng)明確主創(chuàng)設(shè)計(jì)師及團(tuán)隊(duì)人員名單，主創(chuàng)設(shè)計(jì)師的同類項(xiàng)目業(yè)績(jī)將作為資格預(yù)審環(huán)節(jié)重要評(píng)審依據(jù)。

  Applicants(including consortiums)should clarify the list of chief creative designer and team members,and the chief designer’s performances of similar projects will be used as an important evaluation basis for the qualification check.

  2、參與本次活動(dòng)的設(shè)計(jì)人員應(yīng)為設(shè)計(jì)機(jī)構(gòu)的在冊(cè)人員，主創(chuàng)設(shè)計(jì)師由主持過(guò)同類型項(xiàng)目的設(shè)計(jì)師擔(dān)任，且主創(chuàng)設(shè)計(jì)師及團(tuán)隊(duì)成員須全過(guò)程參與本項(xiàng)目（項(xiàng)目啟動(dòng)會(huì)、現(xiàn)場(chǎng)踏勘、方案設(shè)計(jì)、中期交流、最終方案匯報(bào)）。自啟動(dòng)會(huì)后，主創(chuàng)設(shè)計(jì)師和主創(chuàng)團(tuán)隊(duì)須駐場(chǎng)工作7天。設(shè)計(jì)團(tuán)隊(duì)需要充分進(jìn)行現(xiàn)場(chǎng)調(diào)研工作，了解基地現(xiàn)場(chǎng)情況，同時(shí)對(duì)任務(wù)書提出的總體工作原則進(jìn)行深刻領(lǐng)悟與貫徹落實(shí)。

  The designers participating in this event shall be registered staff of the design agency.The chief creative designer shall have experience in designing the project of the same kind.In addition,the chief creative designer and team members must participate in the whole process of the project(kick-off meeting,on-site Survey,plan design,mid-term communication,final plan report).since the kick-off meeting,the main creative designer and the team shall work on site for 7 days and the design team need to fully conduct on-site investigations,understand the site conditions of the base,and at the same time deeply understand and implement the overall working principles proposed in the task document.

  3、項(xiàng)目團(tuán)隊(duì)需各專業(yè)工種配備齊全應(yīng)包含策劃、規(guī)劃、建筑、景觀、交通、運(yùn)營(yíng)、管理等專業(yè)人員。為了保證項(xiàng)目團(tuán)隊(duì)人員對(duì)中國(guó)地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外應(yīng)征機(jī)構(gòu)的專業(yè)技術(shù)人員團(tuán)隊(duì)中應(yīng)至少有一名通曉漢語(yǔ)人士。

  The project team needs to be fully equipped with professionals of planning,construction,landscape,transportation,operation,management and others.In order to ensure that the project team members have an accurate understanding of the Chinese regional background and related requirements,there should be at least one person who is proficient in Chinese,in the technical personnel team of the overseas applicant institution.

  4、在設(shè)計(jì)過(guò)程中若主創(chuàng)設(shè)計(jì)師與資格預(yù)審材料所提交的信息不符或未經(jīng)主辦單位認(rèn)可擅自更換主創(chuàng)設(shè)計(jì)師的，視為無(wú)效申請(qǐng)。

  If the information of the chief creative designer does not match the one submitted in the materials for qualification check or if there is a change about the chief creative designer without the approval of the organizer,the application is deemed invalid.

  （三）具有如下條件的應(yīng)征機(jī)構(gòu)將優(yōu)先考慮

  Applicants with the following conditions will be given priority

  1、項(xiàng)目負(fù)責(zé)人、主創(chuàng)設(shè)計(jì)師具有豐富的文化旅游小鎮(zhèn)項(xiàng)目策劃及運(yùn)營(yíng)經(jīng)驗(yàn)的；

  The person in charge of the project and the chief creative designer have rich experience in planning and operation of cultural tourism towns;

  2、項(xiàng)目負(fù)責(zé)人、主創(chuàng)設(shè)計(jì)師具有豐富的城市更新和歷史文化街區(qū)設(shè)計(jì)經(jīng)驗(yàn)的；

  The project leader and chief creative designer have rich design experience in urban renewal and historical and cultural blocks;

  （四）本次方案征集接受境外應(yīng)征機(jī)構(gòu)報(bào)名

  This solicitation can receive registration from overseas applicants

  受新冠肺炎疫情影響，境外人員應(yīng)遵守中華人民共和國(guó)及重慶市有關(guān)新冠防疫管理規(guī)定。

  Affected by the pandemic of Covid-19,overseas personnel should abide by the relevant prevention and control regulations of the People's Republic of China and Chongqing Municipality.

  六、資格預(yù)審成果要求

  八、征集說(shuō)明Directions

  （一）本次征集活動(dòng)分為兩個(gè)階段。第一階段為資格預(yù)審階段，時(shí)長(zhǎng)約14天；第二階段為設(shè)計(jì)及評(píng)審階段，時(shí)長(zhǎng)約60天；第三階段為設(shè)計(jì)整合階段，時(shí)長(zhǎng)約30天。

  This solicitation is divided into the qualification check stage,(which lasts about 14 days),the design and review stage,(which lasts about 60 days)and the design integration stage(which lasts about 30 days).

  （二）申請(qǐng)人遴選階段將由評(píng)審委員會(huì)對(duì)報(bào)名材料進(jìn)行資格預(yù)審，從中遴選出5個(gè)申請(qǐng)人（含聯(lián)合體）入圍。

  At the applicant selection stage,the review committee will check the application materials and then select 5 applicants(including consortia)as shortlisted ones.

  （三）參加征集活動(dòng)的設(shè)計(jì)機(jī)構(gòu)提交的設(shè)計(jì)成果滿足技術(shù)任務(wù)書要求，且經(jīng)專家評(píng)審會(huì)確定為有效成果的，獲得征集獎(jiǎng)金。本次征集設(shè)置1個(gè)一等獎(jiǎng)和4個(gè)優(yōu)秀獎(jiǎng)，一等獎(jiǎng)獎(jiǎng)金280萬(wàn)元（含稅），須對(duì)其他四家方案優(yōu)點(diǎn)和專家評(píng)審意見(jiàn)進(jìn)行深化整合（整合深度與征集任務(wù)書要求相同，同時(shí)需修改模型）直至主辦單位評(píng)審?fù)ㄟ^(guò)為止，優(yōu)秀獎(jiǎng)獎(jiǎng)金各80萬(wàn)元（含稅）。

  If the design results submitted by the design institutions participating in the solicitation meet the requirements of the technical task document and are determined as effective by the expert review meeting,the solicitation bonus will be awarded.We set up 1 first prize and 4 excellent prizes,and the bonus for the first prize is 2.8 million yuan(tax included).the first prize winner shall deepen and integrate the advantages of the other four schemes and expert review opinions(the integration depth is the same as the requirements of the task document,and the model needs to be modified at the same time)until the organizer passes through the review.Each of the excellence prize winners will be awarded 800,000 yuan(tax included).

  （四）方案征集過(guò)程中發(fā)生的一切費(fèi)用及因設(shè)計(jì)補(bǔ)償費(fèi)而發(fā)生的有關(guān)稅費(fèi)，由各申請(qǐng)人自行負(fù)責(zé)。

  Each applicant shall be responsible for all expenses incurred in the process of the solicitation and for the related duties due to design compensation fees.

  （五）本次方案征集要求由報(bào)名時(shí)明確的主創(chuàng)設(shè)計(jì)師進(jìn)行方案匯報(bào)，一旦報(bào)名成功，則視為接受本條款說(shuō)明。

  The solicitation requires that the chief creative designer who was clearly stated at the time of registration shall do the scheme report.Once the registration is successful,it will be deemed to accept the description of this clause.
