項(xiàng)目概述
Project Overview
大運(yùn)樞紐所在的深圳市龍崗區(qū)大運(yùn)深港國(guó)際科教城,是與前海城市新中心、深圳灣超級(jí)總部基地、香蜜湖新金融中心、光明科學(xué)城、寶安中心區(qū)并列的深圳市六個(gè)“城市新客廳”之一。當(dāng)前,龍崗區(qū)提出大力實(shí)施“一芯兩核多支點(diǎn)”發(fā)展戰(zhàn)略,使大運(yùn)深港國(guó)際科教城內(nèi)涵和外延進(jìn)一步豐富,定位和能級(jí)進(jìn)一步提升,將打造以產(chǎn)學(xué)研深度融合為核心、深港合作為特色的科教創(chuàng)新之芯和高水平的國(guó)際化“城市新客廳”,成為全市高等教育國(guó)際合作中心、國(guó)際文體活動(dòng)交流中心和深圳東部區(qū)域綜合性服務(wù)中心。
為高標(biāo)準(zhǔn)打造站城一體化綜合交通樞紐,特別開展本次大運(yùn)樞紐13-05、13-06、13-07、13-08地塊建筑方案設(shè)計(jì)國(guó)際競(jìng)賽。
The Universiade Shenzhen-Hong Kong International Science & Education City in Longgang District, Shenzhen, where the Universiade Hub is located, is one of the six “new urban parlors” in Shenzhen, along with Qianhai New City Center, Shenzhen Bay Super Headquarters Base, Xiangmi Lake New Financial Center, Guangming Science City, and Bao’an Central Area. Nowadays, Longgang District proposes to vigorously implement the development strategy of “One Hub, Two Cores, and Multiple Support Points”, so as to increase the functions and coverage of Universiade Shenzhen-Hong Kong International Science & Education City, enhance its positioning and function level, and build it into a science & education innovation center and a high-level international “new urban parlor” that centers around the deep industry-university-research integration and reflect the characteristics of Shenzhen-Hong Kong cooperation. It will become an international cooperation center for higher education and an international cultural & sports exchange center in Shenzhen, and serve as a comprehensive service center in the eastern part of the city.

設(shè)計(jì)內(nèi)容
Design Contents
本項(xiàng)目設(shè)計(jì)范圍及研究范圍如下圖所示:
紅荷地產(chǎn)13-05、紅荷坊地產(chǎn)13-06地塊方案使用合同內(nèi)容為本次方案設(shè)計(jì)競(jìng)賽成果,包括方案概念設(shè)計(jì)(含景觀概念設(shè)計(jì)、室內(nèi)主要功能空間概念設(shè)計(jì)、投資估算),需滿足設(shè)計(jì)任務(wù)書要求。在保證方案效果的前提下,招標(biāo)人 可以因政策、規(guī)范限制原因、經(jīng)濟(jì)性原因?qū)Ψ桨高M(jìn)行調(diào)整。
The design scope and research scope of the Project are shown in the figure below:
The research scope includes the residential community to the planned land for commercial and residential purposes to the south of the site, and Software Town to the east of the Universiade Hub.
The contents of design use contract for Plot 13-05 of Honghe Real Estate and Plot 13-06 of Honghefang Real Estate will be the design submissions of this Design Competition, including concept design (for landscape and key interior functional spaces, as well as cost estimation), which shall meet the requirements of the Design Brief. On the premise of ensuring the design effect, the Employers can make design adjustments subject to policy, code and economic requirements.

報(bào)名要求
Registration
(1)本次招標(biāo)采取全球公開報(bào)名的方式進(jìn)行,可接受聯(lián)合體方式投標(biāo),投標(biāo)人須具有工程設(shè)計(jì)建筑行業(yè)(建筑工程)甲級(jí)及以上資質(zhì)。若采用聯(lián)合體形式投標(biāo),其中至少一方具有以上資質(zhì)。國(guó)內(nèi)外投標(biāo)人均可報(bào)名參加,不接受個(gè)人及個(gè)人組合的報(bào)名。
(3)以聯(lián)合體投標(biāo)的合作方需符合以下要求:
(6)其他要求:本項(xiàng)目接受與招標(biāo)人存在利害關(guān)系單位的投標(biāo),但是在進(jìn)入定標(biāo)程序的投標(biāo)人中,按照投標(biāo)報(bào)價(jià)由低往高排序,該投標(biāo)人排位未在前1/2人數(shù)(含與其中投標(biāo)報(bào)價(jià)差價(jià)不超過1%的投標(biāo)人)時(shí),不得確定其為中標(biāo)人。
a. Members of a consortium shall be no more than two, and are not allowed to register twice for the Competition by their own name or via another consortium in the name of another firm.
b. The members should sign a legally effective Consortium Agreement, and specify the division of work between the members at this stage, the proportion and way of distribution of the design fee, etc.

競(jìng)賽規(guī)則
Bidding Method
本項(xiàng)目采用“公開招標(biāo)+資格預(yù)審”的方式,確定5家入圍投標(biāo)人(含聯(lián)合體)以及2家有排序的備選投標(biāo)人(含聯(lián)合體)。
Through “open call + prequalification”, the Competition will shortlist five (5) bidders (incl. consortia) and two (2) alternative bidders (incl. consortia).
