本閱江路（廣州塔-華南快速）濱江段景觀環(huán)境提升設(shè)計(jì)競(jìng)賽公告己由項(xiàng)目審批/核準(zhǔn)/備案機(jī)關(guān)批準(zhǔn)，項(xiàng)目資金來(lái)源為自籌資金30000萬(wàn)元，招標(biāo)人為廣州新中軸建設(shè)有限公司。本項(xiàng)目己具備招標(biāo)條件，現(xiàn)招標(biāo)方式為公開(kāi)招標(biāo)。

項(xiàng)目概況和招標(biāo)范圍

規(guī)模：2021年8月，廣州市委十一屆十五次全會(huì)作岀了全力推動(dòng)珠江沿岸高質(zhì)量發(fā)展的工作部署，以高標(biāo)準(zhǔn)的生態(tài)保護(hù)、高質(zhì)量發(fā)展的復(fù)合功能、高品質(zhì)的公共空間、突顯嶺南特色的文化魅力為導(dǎo)向，打造完整準(zhǔn)確全面貫徹新發(fā)展理念的世界一流濱水活力區(qū)。

范圍：本招標(biāo)項(xiàng)目劃分為1個(gè)標(biāo)段，本次招標(biāo)為其中的：

（001）閱江路（廣州塔-華南快速）濱江段景觀環(huán)境提升設(shè)計(jì)競(jìng)賽公告；

投標(biāo)人資格要求

（001閱江路（廣州塔-華南快速）濱江段景觀環(huán)境提升設(shè)計(jì)競(jìng)賽公告）的投標(biāo)人資格能力要求：（一）登記要求

（I）Registration Requirements

以下1-5項(xiàng)為登記必要要求，第6項(xiàng)為參考性要求。

The following items 1-5 are mandatory requirements for registration,and item 6 is for reference only.

本次競(jìng)賽接受境內(nèi)設(shè)計(jì)機(jī)構(gòu)單獨(dú)或組成聯(lián)合體登記、境外設(shè)計(jì)機(jī)構(gòu)聯(lián)合體登記，不接受自然人或自然人組合進(jìn)行登記，其中境外設(shè)計(jì)機(jī)構(gòu)必須聯(lián)合境內(nèi)設(shè)計(jì)機(jī)構(gòu)形成聯(lián)合體進(jìn)行登記。境內(nèi)外設(shè)計(jì)機(jī)構(gòu)均須在其所在地完成合法、有效的機(jī)構(gòu)注冊(cè)；根據(jù)股權(quán)結(jié)構(gòu)持股比例占主導(dǎo)的為境外機(jī)構(gòu)的各類(lèi)機(jī)構(gòu)，視為境外機(jī)構(gòu)。組成競(jìng)賽聯(lián)合體的機(jī)構(gòu)數(shù)量不得超過(guò)3家，聯(lián)合體內(nèi)各機(jī)構(gòu)不得再以自己名義單獨(dú)參賽，或與其他設(shè)計(jì)機(jī)構(gòu)組成新的聯(lián)合體參賽。聯(lián)合體登記時(shí)須提交《聯(lián)合體協(xié)議書(shū)》并在協(xié)議里明確聯(lián)合體的主體單位（詳見(jiàn)附件三）。

The design competition accepts domestic design companies individually or collectively as a consortium,and registration of consortium of overseas design companies.Registration of natural persons or combinations of natural persons are not accepted.Overseas design companies must form a consortium with domestic design companies for registration.Overseas design companies must form a consortium with domestic design companies for registration.Both domestic and foreign design companies must complete legal and effective company registration at their locations;Design companies with shareholding structure as predominantly overseas based shareholding ratio will be regarded as overseas design companies.The number of design companies forming a consortium shall not exceed three,and each design company in the consortium shall no longer participate in the competition in its own name or form a new consortium with other design companies.When registering a consortium,it is mandatory to submit the"'Consortium Agreement''and specify the main unit of the consortium in the agreement(see Annex 3 for details).

單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，都不得同時(shí)單獨(dú)或加入不同的聯(lián)合體進(jìn)行登記參賽。

Different design companies with the same person in charge or with controlling or management relationship shall not register separately or join different consortium at the same time.

參與競(jìng)賽的設(shè)計(jì)人員應(yīng)為本設(shè)計(jì)機(jī)構(gòu)的在職員工，領(lǐng)銜設(shè)計(jì)師應(yīng)全程參與競(jìng)賽，領(lǐng)銜設(shè)計(jì)師應(yīng)為聯(lián)合體主體單位的在職員工。

Designers participating in the design competition should be employees of the design companies,and the lead designer should participate throughout the entire competition process;the lead designer should also be an employee of the main unit of the consortium.

參賽團(tuán)隊(duì)?wèi)?yīng)由多專(zhuān)業(yè)的人員構(gòu)成，應(yīng)包括但不限于城市規(guī)劃與城市設(shè)計(jì)、建筑設(shè)計(jì)、園林景觀、交通、市政的專(zhuān)業(yè)人員。

The participating team should comprise of personnel from multi-professional disciplines including but not limited to urban planning and design,architectural design,garden landscaping,transportation,and municipal government administration.

參賽團(tuán)隊(duì)能響應(yīng)本次競(jìng)賽設(shè)計(jì)任務(wù)要求，提出概念性提案。

The team should be able to prepare and present conceptual proposals that meets the design task requirements of the design competition.

領(lǐng)銜設(shè)計(jì)師具備以下條件的優(yōu)先考慮：

Lead designers with the following requirements are preferred:

（1）獲得過(guò)行業(yè)國(guó)家獎(jiǎng)項(xiàng)或榮譽(yù)；

（i）Recipients of industry or national awards/honors；

（2）具有世界一線(xiàn)特大城市重點(diǎn)地段綜合設(shè)計(jì)研究能力與實(shí)踐經(jīng)驗(yàn)；

（ii）Comprehensive design research capabilities and practical experience in first-tier megacities design projects;

（3）具有中央商務(wù)區(qū)、中央活力區(qū)、城市核心地標(biāo)及其周邊的濱水地段詳細(xì)設(shè)計(jì)能力與實(shí)踐經(jīng)驗(yàn)；

（iii）Comprehensive capabilities and hands-on experience in the detailed design of central business district,central vitality zones,urban core landmarks and surrounding waterfront areas design projects;

（4）具有豐富的生態(tài)景觀及環(huán)境營(yíng)造經(jīng)驗(yàn)；

（iv）Extensive experience in ecological landscaping and environmental design projects.

（5）具有豐富的高品質(zhì)公共休閑空間策劃營(yíng)造經(jīng)驗(yàn)；

（v）Extensive experience in planning and creating high-quality public leisure space.

（6）具有濱水景觀環(huán)境提升設(shè)計(jì)全過(guò)程跟蹤及實(shí)施落成項(xiàng)目的業(yè)績(jī)。

（vi）Proven track record of delivering completed waterfront landscape environment enhancement design projects.;

本項(xiàng)目允哽合體投標(biāo)。
