為深入貫徹習(xí)近平生態(tài)文明思想，落實(shí)十四五和粵港澳大灣區(qū)的發(fā)展規(guī)劃內(nèi)容，提升全市國(guó)土空間開發(fā)保護(hù)利用水平，統(tǒng)籌各類資源與要素配置，肇慶市積極響應(yīng)新一輪國(guó)土空間規(guī)劃，健全地區(qū)國(guó)土空間開發(fā)保護(hù)制度，統(tǒng)籌建設(shè)粵港澳大灣區(qū)重要節(jié)點(diǎn)城市，努力打造新時(shí)代生態(tài)文明建設(shè)的典范城市。肇慶市國(guó)土空間總體規(guī)劃明確構(gòu)建市域“一帶一廊一區(qū)”的國(guó)土空間總體格局；以肇慶新區(qū)、端州區(qū)為引擎，聯(lián)動(dòng)鼎湖區(qū)、高要城區(qū)、四會(huì)城區(qū)，大力發(fā)展都市型經(jīng)濟(jì)和幸福產(chǎn)業(yè)，加快建設(shè)幸福產(chǎn)業(yè)（城市經(jīng)濟(jì)產(chǎn)業(yè)）集聚帶，打造高品質(zhì)新都市、大灣區(qū)康養(yǎng)休閑旅游度假勝地；優(yōu)化中心城區(qū)空間結(jié)構(gòu)，培育產(chǎn)業(yè)核心引擎，聚焦肇慶高新區(qū)、西江高新南區(qū)、金利高新區(qū)、四會(huì)產(chǎn)業(yè)園、空港經(jīng)濟(jì)區(qū)，縱觀南北建設(shè)西江先進(jìn)制造業(yè)走廊。
To thoroughly apply Xi Jinping’s thought of conservation culture, implement the “14th Five-Year Plan” and Guangdong - Hong Kong - Macao Greater Bay Area development plan and coordinate the allocation of various resources and factors, Zhaoqing actively responds to the new land spatial plan. Zhaoqing supplements the regional land space development protection system, coordinates the construction of important node cities in the Guangdong-Hong Kong-Macao Greater Bay Area and finally builds a model city for conservation construction in the new era. The masterplan of Zhaoqing’s land spatial plan clearly established a general framework of “One belt, One corridor, One district”in the city；taking the Zhaoqing New District and Duanzhou District as engines, linking the Dinghu district, the Gaoyao District district and the Sihui district. Zhaoqing vigorously develop the urban economy and the happiness industry, accelerate the construction of the happiness industry (urban economic industry) agglomeration zone, to create a high-quality new city and a Leisure and Tourism destination. Zhaoqing will optimize the spatial structure of the central urban area, focus on Zhaoqing high-tech zone, Xi River high-tech South Zone, Jinli high-tech zone, Sihui industrial park, airport economic zone, north-south construction of Xi River advanced manufacturing corridor.
肇慶高新區(qū)積極部署新能源產(chǎn)業(yè)項(xiàng)目，推進(jìn)具有核心競(jìng)爭(zhēng)力和特色優(yōu)勢(shì)的新能源汽車產(chǎn)業(yè)集群作為排頭兵，致力于打造世界級(jí)新能源產(chǎn)業(yè)高地，助力國(guó)家十四五和粵港澳大灣區(qū)加快發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)。根據(jù)新發(fā)展理念，堅(jiān)持一體化高質(zhì)量發(fā)展，全面統(tǒng)籌國(guó)土資源、實(shí)施“規(guī)、建、管”共推共進(jìn)，生產(chǎn)、生活、生態(tài)共融的總體要求，按照“無(wú)策劃不規(guī)劃、無(wú)規(guī)劃不設(shè)計(jì)、無(wú)設(shè)計(jì)不實(shí)施”的核心思想，推動(dòng)高新區(qū)大旺新能源汽車產(chǎn)業(yè)城地塊的建設(shè)。借鑒雄安和先進(jìn)地區(qū)經(jīng)驗(yàn)，開展大旺新能源汽車產(chǎn)業(yè)城概念性總體規(guī)劃及專項(xiàng)規(guī)劃編制國(guó)際競(jìng)賽，誠(chéng)邀國(guó)內(nèi)外具有豐富的相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)，集思廣益、博采眾長(zhǎng)、匯集智慧，集智聯(lián)創(chuàng)形成高水平的概念性總體規(guī)劃方案及綠色能源、綠色建筑、智能交通、市政基礎(chǔ)設(shè)施等專項(xiàng)規(guī)劃，助力肇慶市打造世界級(jí)新能源產(chǎn)業(yè)高地。
Zhaoqing High-tech zone actively deploys new energy industry projects, promotes new energy automobile industry clusters which processed core competitiveness and characteristic advantages to be the vanguard, to build up a world-class new energy industry highland, supporting the “14th Five-Year Plan” and the development of emerging industries strategic of the Guangdong - Hong Kong - Macao Greater Bay Area. According to the new concept of the overall requirements of integrating high-quality development, making overall plans for Land and resources, implementing “Planning, construction and management”, and promoting common progress, production, life and ecology into the overall demands, Zhaoqing complies to the core idea of ‘no Scheming no planning, no planning no design, no Design no Practicing’, promotes the construction of Dawang New Energy Vehicles Industry City in High-tech zone. Drawing on the experience of Xiongan and the advanced regions, we will launch an international competition for the preparation of the conceptual master plan and the special plan of Dawang New Energy Vehicles Industry City, and invite design institutions with rich relevant design experience at home and abroad, we will pool our wisdom and wisdom together to create a high-level conceptual master plan and special plans for green energy, green buildings, intelligent transportation, and municipal infrastructure, helping Zhaoqing build a world-class new energy industry.
本次設(shè)計(jì)競(jìng)賽由肇慶高新區(qū)管委會(huì)主辦，肇慶高新區(qū)發(fā)展規(guī)劃和國(guó)土資源局承辦。由江西中昌工程咨詢監(jiān)理有限公司作為競(jìng)賽顧問單位，廣東粵能工程管理有限公司作為競(jìng)賽代理單位。
The Competition Sponsor is Zhaoqing High Technology Industry Development Zone Management Commission. The Competition Organizer is Zhaoqing High Technology Industry Development Zone Urban Planning and Land Resources Administration. 競(jìng)賽范圍

Scope of design competition
競(jìng)賽范圍包括整體拓展研究范圍和概念總體規(guī)劃設(shè)計(jì)范圍兩個(gè)層次（詳見附件1）。

(1) 整體拓展研究范圍expanding the scope of the study as a whole
研究范圍包含新能源汽車產(chǎn)業(yè)城及其周邊地區(qū)，約43.6 平方公里（65400畝），包括北部大南山森林公園、東部肇慶高新技術(shù)產(chǎn)業(yè)培育區(qū)、南部創(chuàng)新大街沿線等區(qū)域，包含片區(qū)及周邊關(guān)聯(lián)區(qū)域，充分考慮片區(qū)與周邊已建成區(qū)域及更大的城市片區(qū)的產(chǎn)業(yè)、功能及空間關(guān)系。
Research Scope includes the surounding area of the New Energy Vehicle Industry, with a size of 4360ha, Dananshan Forest Park, Zhaoqing East High-Tech Zone and Innovation Dadao are all included.Task in this scope is to consider the built projects and industry closeby, and the programs, space relation, ect.
(2) 概念性總體規(guī)劃設(shè)計(jì)范圍 Conceptual Masterplan Scope
概念性總體規(guī)劃范圍為研究范圍內(nèi)新能源汽車產(chǎn)業(yè)城地區(qū)，約14.5平方公里（21700畝），東至Y465鄉(xiāng)道蘆村段（亞鋁地塊以東、以北，珠三角環(huán)線高速以南部分區(qū)域）、天逕山公園，西至Y260鄉(xiāng)道（龍湖大道以西部分區(qū)域）、大南山森林公園，南至科技大街、創(chuàng)新大街，北接三水區(qū)南山鎮(zhèn)（現(xiàn)狀龍湖大道北端），包括科技創(chuàng)新園、生產(chǎn)智造園、配套產(chǎn)業(yè)園等區(qū)域。
The conceptual master plan covers about 14.5 square kilometers (21,700 mu) of the new energy automobile industry city area within the scope of the study, and extends to Lucun section of Township Road Y465(east, north and south of the sub-area of the Alu sub-plot) and Mount Tianjing Park, west to Y260 township road (west of Longhu District Avenue) , Da Nanshan Forest Park, south to science and Technology Street, Innovation Street, north to Sanshui District Nanshan town (north of the current Longhu District Avenue) , including Science and Technology Innovation Park, intelligent production park, supporting industrial park and other areas.

競(jìng)賽內(nèi)容

(1) 設(shè)計(jì)競(jìng)賽階段工作內(nèi)容 content of the design competition stage
設(shè)計(jì)競(jìng)賽階段要求根據(jù)設(shè)計(jì)任務(wù)書開展概念性總體規(guī)劃方案設(shè)計(jì)及提交專項(xiàng)規(guī)劃設(shè)計(jì)概要。概念性總體規(guī)劃方案設(shè)計(jì)以該區(qū)域?yàn)橹行难芯俊吧a(chǎn)智造、科技創(chuàng)新、生產(chǎn)生活”為內(nèi)核的片區(qū)發(fā)展戰(zhàn)略，提出片區(qū)整體規(guī)劃設(shè)計(jì)理念與思路、總體空間結(jié)構(gòu)、整體功能布局、綜合交通布局、慢行系統(tǒng)規(guī)劃、公共空間場(chǎng)景、開發(fā)強(qiáng)度引導(dǎo)、城市風(fēng)貌控制、三維形態(tài)設(shè)計(jì)、功能指標(biāo)引導(dǎo)等內(nèi)容。專項(xiàng)規(guī)劃設(shè)計(jì)概要包括智能交通專項(xiàng)規(guī)劃、市政基礎(chǔ)設(shè)施專項(xiàng)規(guī)劃、綠色能源專項(xiàng)規(guī)劃和綠色建筑專項(xiàng)規(guī)劃的設(shè)計(jì)概要。
In the design competition stage, the conceptual master plan design and the special plan design outline are required to be carried out according to the design task sheet. The conceptual master plan takes this area as the center to study the development strategy of the area with the core of “Intelligent production, scientific and technological innovation, production and life”, this paper puts forward the design concept and thinking of the overall planning of the area, the overall spatial structure, the overall functional layout, the comprehensive traffic layout, the slow-moving system planning, the public space scene, the development intensity guidance, the city style control, the three-dimensional shape design, the function index guidance and so on. The special planning and design outline includes the intelligent transportation special planning, the municipal infrastructure special planning, the Green Energy Special Planning and the green building special planning.
(2) 競(jìng)賽后續(xù)方案深化工作內(nèi)容 the follow-up Plan of the competition will deepen the content of the work
獲得后續(xù)整合深化權(quán)的設(shè)計(jì)機(jī)構(gòu)（含聯(lián)合體）在競(jìng)賽階段成果的基礎(chǔ)上，吸收其他參賽單位方案的優(yōu)點(diǎn)，并根據(jù)專家評(píng)審意見、組織單位及相關(guān)部門意見等，修改完善方案，提交最終優(yōu)化成果，包括本項(xiàng)目概念性總體規(guī)劃及四類專項(xiàng)規(guī)劃編制（智能交通專項(xiàng)規(guī)劃、市政基礎(chǔ)設(shè)施專項(xiàng)規(guī)劃、綠色能源專項(xiàng)規(guī)劃和綠色建筑專項(xiàng)規(guī)劃），深度滿足報(bào)批要求。
On the basis of the results of the competition stage, the design institution (including the consortium) that has obtained the right to further integrate and deepen the project will absorb the advantages of other participating units’proposals, and modify and improve the proposal according to the opinions of experts, organizational units and relevant departments, etc. , submit the final optimization results, including the conceptual master plan of the project and four types of special planning (intelligent transportation special planning, municipal infrastructure special planning, Green Energy Special Planning and green building special planning) , deep enough to meet the approval requirements.

競(jìng)賽方式

本次競(jìng)賽工作分三個(gè)階段進(jìn)行：第一階段－資格預(yù)審；第二階段－方案設(shè)計(jì)；第三階段－深化設(shè)計(jì)及整合。

1.第一階段—資格預(yù)審The first stage—pre-qualification
（1）本次競(jìng)賽采用公開競(jìng)賽的方式，公開接受符合資格條件的國(guó)內(nèi)外設(shè)計(jì)單位（包括聯(lián)合體，下同）的參賽申請(qǐng)。
The open competition mode is adopted for this competition, in which the competition openly accepts applications from eligible domestic and international design units (including consortium, the same below) that meet the qualification requirements for participation.
（2）由競(jìng)賽主辦單位、競(jìng)賽承辦單位依法組建的資格預(yù)審委員會(huì)對(duì)參賽申請(qǐng)單位提交的參賽申請(qǐng)文件（含概念提案）進(jìn)行審查，采用記名投票方式擇優(yōu)評(píng)選出5家具有卓越的類似項(xiàng)目經(jīng)驗(yàn)、設(shè)計(jì)團(tuán)隊(duì)具備一定實(shí)力的國(guó)內(nèi)外設(shè)計(jì)單位參賽。

（3）擇優(yōu)評(píng)選出的5家正式參賽單位將收到由競(jìng)賽主辦單位、競(jìng)賽承辦單位發(fā)出的參賽邀請(qǐng)函。確認(rèn)參賽的正式參賽單位因非不可抗力因素中途退出或最終放棄競(jìng)賽，競(jìng)賽主辦單位、競(jìng)賽承辦單位有權(quán)拒絕該參賽單位參加競(jìng)賽主辦單位、競(jìng)賽承辦單位其他任何建設(shè)項(xiàng)目的競(jìng)賽。

2.第二階段—方案設(shè)計(jì)The second stage—design competition
（1）5家參賽單位按后續(xù)發(fā)布的《競(jìng)賽技術(shù)文件》要求進(jìn)行方案設(shè)計(jì)，并按時(shí)提交一套完整的競(jìng)賽成果文件。每家參賽單位限報(bào)1組設(shè)計(jì)方案，正式參賽單位以外的設(shè)計(jì)單位報(bào)送的設(shè)計(jì)方案將不予受理。

（2）由競(jìng)賽主辦單位、競(jìng)賽承辦單位依法組建的方案評(píng)審委員會(huì)對(duì)提交的參賽方案進(jìn)行評(píng)審，采用記名投票方式評(píng)選出三名優(yōu)勝方案。競(jìng)賽主辦單位將組建戰(zhàn)略委員會(huì)，從優(yōu)勝方案中選出一家，獲得后續(xù)方案整合、優(yōu)化完善工作。

（2）如獲得整合深化權(quán)的設(shè)計(jì)單位不能履約或放棄后續(xù)方案整合、優(yōu)化完善工作的，戰(zhàn)略委員會(huì)可以選擇其他優(yōu)勝方案單位接替，或整合深化單位空缺。
If the design unit that has won the right to deepen integration can not fulfill the contract or give up the integration and optimization work of the follow-up program, the Strategy Committee may choose another unit of the winning program to replace it or the vacancy of the integration and deepening unit.

競(jìng)賽費(fèi)用

Competition fees
1.設(shè)計(jì)競(jìng)賽成本補(bǔ)償費(fèi)Design Competition Cost Compensation Fee
經(jīng)專家審查確認(rèn)為有效設(shè)計(jì)成果而未獲得方案整合深化權(quán)的入圍參賽機(jī)構(gòu)（聯(lián)合體視為一家參賽機(jī)構(gòu)），每家參賽機(jī)構(gòu)可獲得成本補(bǔ)償費(fèi)人民幣捌拾萬(wàn)元整（￥800,000.00）（含稅）。
When the design result is verified by the experts as effective, each participating institution(the consortium will be regarded as one participating institution) will get a cost compensation fee of RMB 800,000.00 (Including tax) if they couldn’t obtain the right to deepen the integration of the scheme.
2.優(yōu)勝方案獎(jiǎng)金B(yǎng)onus for winning proposal.
經(jīng)專家評(píng)審為優(yōu)勝方案而未獲得方案整合深化權(quán)的2家優(yōu)勝方案參賽機(jī)構(gòu)，可在成本補(bǔ)償費(fèi)基礎(chǔ)上另各獲得獎(jiǎng)金人民幣叁拾萬(wàn)元整（￥300,000.00）。即每家優(yōu)勝方案參賽機(jī)構(gòu)共可獲得人民幣壹佰壹拾萬(wàn)元整（￥1,100,000.00）（含稅）。
The winning scheme assessed by experts will receive a bonus of RMB 300,000.00 on top of the cost compensation. That is, the participating organization will receive a total of RMB 1,100,000.00 (including tax) .
3.方案整合深化費(fèi)用Proposal integration and expansion fee
取得整合深化權(quán)的參賽機(jī)構(gòu)，在該參賽機(jī)構(gòu)競(jìng)賽階段成果的基礎(chǔ)上，按組織單位要求對(duì)競(jìng)賽方案進(jìn)行整合深化，提交符合要求的整合深化成果后，共可獲得人民幣叁佰捌拾萬(wàn)元整（￥3,800,000.00）（含稅）（固定價(jià)，已包含完成競(jìng)賽方案設(shè)計(jì)及整合深化設(shè)計(jì)工作的全部費(fèi)用）。

4.支付方式Mode of Payment
設(shè)計(jì)競(jìng)賽成本補(bǔ)償費(fèi)與獎(jiǎng)金、方案整合深化費(fèi)用均以人民幣支付，由設(shè)計(jì)競(jìng)賽活動(dòng)的承辦單位與參賽機(jī)構(gòu)結(jié)算，產(chǎn)生的任何稅金由參賽機(jī)構(gòu)自行承擔(dān)。所獲成本補(bǔ)償、獎(jiǎng)金及方案整合優(yōu)化費(fèi)用均以人民幣在境內(nèi)支付境內(nèi)參賽機(jī)構(gòu)。

（1）設(shè)計(jì)競(jìng)賽成果經(jīng)評(píng)審委員會(huì)評(píng)定為無(wú)效方案的參賽機(jī)構(gòu)，將不能獲得任何競(jìng)賽成本補(bǔ)償、獎(jiǎng)金及費(fèi)用。
Participating design companies whose design competition proposal outcomes are deemed unfeasible by the review committee will not be eligible for any design competition cost compensation, bonuses and fees.
（2）本次設(shè)計(jì)競(jìng)賽活動(dòng)的成本補(bǔ)償費(fèi)包含參賽機(jī)構(gòu)在本次設(shè)計(jì)競(jìng)賽期間所發(fā)生的全部費(fèi)用（包括但不限于設(shè)計(jì)費(fèi)用、成果制作費(fèi)用、設(shè)計(jì)調(diào)研費(fèi)用、配合召開相關(guān)項(xiàng)目溝通會(huì)議所產(chǎn)生的差旅費(fèi)用、設(shè)計(jì)版權(quán)費(fèi)用、相關(guān)稅費(fèi)等），不再支付任何其他費(fèi)用。
The cost compensation fee of this design competition includes all the costs incurred by the participating design companies during the design competition (including but not limited to design fees, results production costs, design research costs, travel costs incurred for holding relevant project communication meetings, design copyright fees, relevant taxes, etc.)，no further charges will be paid.

申請(qǐng)人參賽資格

Applicant’s qualification
1、中華人民共和國(guó)境內(nèi)設(shè)計(jì)機(jī)構(gòu)，即國(guó)內(nèi)設(shè)計(jì)機(jī)構(gòu)需具備城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)，同時(shí)應(yīng)有與本項(xiàng)目相類似的城鄉(xiāng)規(guī)劃及城市設(shè)計(jì)經(jīng)驗(yàn)（須提供自2010年1月1日起至今的同類項(xiàng)目城鄉(xiāng)規(guī)劃編制業(yè)績(jī)）。
（注：因國(guó)家機(jī)構(gòu)改革，原城鄉(xiāng)規(guī)劃資質(zhì)證書頒發(fā)部門中華人民共和國(guó)住房和城鄉(xiāng)建設(shè)部已不再受理規(guī)劃資質(zhì)的延續(xù)和申報(bào)，原有規(guī)劃資質(zhì)可作為參考，有效期不作強(qiáng)制要求。）
Design institutions within the territory of the People’s Republic of China, that is, domestic design institutions, shall have the grade a qualification for urban and rural planning, experience in urban and rural planning and urban design similar to this project (must provide urban and rural planning performance of the same project from 1 January 2010 to date) .
(Note: Due to the reform of the state organs, the original urban and rural planning qualification certificate Issuing Department Ministry of Housing and Urban-Rural Development of the People’s Republic of China no longer accept the extension and application of the planning qualification. The original planning qualification can be used as a reference, the validity period is not mandatory.)
2．中華人民共和國(guó)境外的設(shè)計(jì)機(jī)構(gòu)，即國(guó)外或港澳臺(tái)地區(qū)設(shè)計(jì)機(jī)構(gòu)須在國(guó)際上有較高知名度，同時(shí)應(yīng)有與本項(xiàng)目相類似的城鄉(xiāng)規(guī)劃及城市設(shè)計(jì)經(jīng)驗(yàn)（須提供自2010年1月1日起至今的同類項(xiàng)目城鄉(xiāng)規(guī)劃編制業(yè)績(jī)）。
Design institutions outside the People’s Republic of China, that is, design institutions outside the People’s Republic of China, or those in Hong Kong, Macao, and Taiwan, must have a high international profile, experience in urban and rural planning and urban design similar to this project (must provide urban and rural planning performance of the same project from 1 January 2010 to date).
3．本次競(jìng)賽接受境內(nèi)設(shè)計(jì)機(jī)構(gòu)單獨(dú)或組成聯(lián)合體參與、境外設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參與，不接受自然人或自然人組合參與。其中境外設(shè)計(jì)機(jī)構(gòu)必須聯(lián)合境內(nèi)設(shè)計(jì)機(jī)構(gòu)形成聯(lián)合體參與。境內(nèi)外設(shè)計(jì)機(jī)構(gòu)均須在其所在地完成合法、有效的機(jī)構(gòu)注冊(cè)；境外設(shè)計(jì)機(jī)構(gòu)如使用中國(guó)境內(nèi)企業(yè)法人的身份提交參賽申請(qǐng)時(shí)，需提供其與境外母公司的關(guān)系證明。組成競(jìng)賽聯(lián)合體的機(jī)構(gòu)數(shù)量不得超過(guò)3家，聯(lián)合體內(nèi)各機(jī)構(gòu)不得再以自己名義單獨(dú)參賽，或與其他設(shè)計(jì)機(jī)構(gòu)組成新的聯(lián)合體參賽。聯(lián)合體參賽時(shí)須提交《聯(lián)合體協(xié)議書》并在協(xié)議里明確聯(lián)合體的主體單位，各設(shè)計(jì)機(jī)構(gòu)的職責(zé)分工、各自承擔(dān)的工作量（詳見附件3）。
This competition accepts the participation of domestic design institutions alone or in a consortium, and foreign design institutions in a consortium. No natural person or a combination of natural persons is accepted. Where overseas design institutions must form a consortium with domestic design institutions to participate. Domestic and foreign design institutions shall complete the legal and effective registration in their locality, and foreign design institutions shall provide proof of their relationship with their foreign parent companies when submitting applications for participation in the competition using the identity of enterprises as legal persons in China. The number of institutions forming a competition consortium shall not exceed three, and each institution within the consortium shall no longer participate in the competition in its own name alone, or in a new consortium with other design institutes. When participating in the competition, the consortium shall submit the consortium agreement, in which the principal unit of the consortium, the division of responsibilities and the respective workload of each design institution shall be specified (see Annex III for details) .
4．單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，都不得同時(shí)單獨(dú)或加入不同的聯(lián)合體進(jìn)行申請(qǐng)參賽。
Different design companies with the same person in charge or with controlling or management relationship shall not register separately or join different consortium at the same time.
5．參與競(jìng)賽的設(shè)計(jì)人員應(yīng)為本設(shè)計(jì)機(jī)構(gòu)的在職員工，領(lǐng)銜設(shè)計(jì)師應(yīng)全程參與競(jìng)賽，領(lǐng)銜設(shè)計(jì)師應(yīng)為聯(lián)合體主體單位的在職員工，曾主持過(guò)多個(gè)同類型項(xiàng)目的規(guī)劃設(shè)計(jì)。
The designers participating in the competition should be in-service employees of the design organization, the leading designers should participate in the competition all the way, and the leading designers should be in-service employees of the main units of the consortium, who have presided over the planning and design of many projects of the same type.
6．參賽團(tuán)隊(duì)?wèi)?yīng)由多專業(yè)的人員構(gòu)成，應(yīng)包括但不限于城市規(guī)劃與城市設(shè)計(jì)、建筑設(shè)計(jì)、園林景觀、交通、市政的專業(yè)人員。
The participating team should comprise of personnel from multi-professional disciplines including but not limited to urban planning and design, architectural design, garden landscaping, transportation, and municipal government administration.
7．參賽團(tuán)隊(duì)能響應(yīng)本次競(jìng)賽設(shè)計(jì)任務(wù)要求，提出概念性提案。

1.2021年11月29日–12月13日：發(fā)布公告，接受設(shè)計(jì)單位提交參賽申請(qǐng)文件。
2021.11.29-2021.12.13：Publish announcement, accept the design unit to submit the application document of the competition.
2.2021年12月中旬：對(duì)參賽申請(qǐng)文件進(jìn)行評(píng)審，確定入圍設(shè)計(jì)單位。
2021.12 Mid-month：To assess the application documents for the competition, and determine the shortlisted design units.
3.發(fā)布會(huì)暨現(xiàn)場(chǎng)踏勘時(shí)間計(jì)劃安排在2021年12月27日。

4.2021年12月27日–2022年2月16日：入圍設(shè)計(jì)單位開展方案設(shè)計(jì)工作，設(shè)計(jì)周期約52個(gè)日歷天。

5.專家評(píng)審會(huì)時(shí)間計(jì)劃安排在2022年2月17日。

The leading designers and key design personnel of the entry units who are shortlisted and have received the formal invitation letter should personally participate in the on-site reconnaissance, evaluation of the scheme and the communication and report of the main meetings in the deepening stage. The shortlisted teams are defaultly agree to and accept the rules of the event and all the contents and terms of the documents and supplementary (amendment) documents and clarification documents in the whole stage.
5.本次概念性總體規(guī)劃及專項(xiàng)規(guī)劃編制國(guó)際競(jìng)賽中接收的所有有效的設(shè)計(jì)成果均不退回。入圍參賽單位提交的概念性總體規(guī)劃設(shè)計(jì)方案成果文件歸承辦單位所有。各參賽單位對(duì)其提交的方案享有署名權(quán)。
All effective design results received in the international competition for the preparation of the conceptual master plan and the special plan will not be returned. The outcome document of the conceptual master plan and design plan submitted by the finalists shall be owned by the undertaking unit. Each participating unit shall have the right of signature on the proposal submitted by it.
6.若入圍但參加本次國(guó)際競(jìng)賽的應(yīng)邀設(shè)計(jì)機(jī)構(gòu)不足五家，則本次競(jìng)賽活動(dòng)失敗，承辦單位將重新組織第二次公開競(jìng)賽。
If there are not more than five design organizations selected for this international competition, the competition will fail and the organizers will organize a second open competition.
7.活動(dòng)解釋權(quán)：因?qū)Ρ敬位顒?dòng)規(guī)則的有不同理解，本次活動(dòng)的主辦單位和承辦單位共同享有解釋權(quán)。
