咨詢目標

Consulting objectives

“十四五”期間是沈陽新時代全面振興、全方位振興的關鍵時期。沈陽市委、市政府提出：按照國家中心城市的功能定位，加快建設“一樞紐、四中心”，全力推動沈陽從工業(yè)文明時代裝備制造的“優(yōu)秀生”蝶變?yōu)樯鷳B(tài)文明時代綠色低碳高質(zhì)量發(fā)展的“模范生”。

The 14th Five-year Plan period is the key period for the all-round revitalization of Shenyang in the new era. Shenyang Municipal Party Committee and municipal Government put forward: according to the function positioning of the national central city, speed up the construction of “one hub, four centers”, and make every effort to promote Shenyang from the “excellent student” of equipment manufacturing in the era of industrial civilization to the “model student” of green, low-carbon and high-quality development in the era of ecological civilization.

一河兩岸地區(qū)是實現(xiàn)城市發(fā)展目標的重要空間載體與窗口展示區(qū)。沈陽市委、市政府指出：需要以更高標準、更寬視野、更大格局謀劃濱水空間建設，將其建設成為高端產(chǎn)業(yè)的經(jīng)濟帶、科技文化的創(chuàng)新帶、北國風光的生態(tài)帶，全力打造全國知名的城市濱水區(qū)，提升對沈陽都市圈的輻射能力，參與東北亞城市之間的競爭。

The area on both sides of the River is an important space carrier and window display area to realize the goal of urban development. Shenyang municipal party committee, municipal government said: need to higher standards, more wide field of vision, a larger pattern of planning construction of waterfront space, build it into a high-end industrial economy, science and technology and cultural innovation,north-land scenery ecological zone, to the national well-known city waterfront, improve the radiation ability of Shenyang city circle, participate in the competition of northeast Asia between cities.

王家灣濱水地區(qū)是一河兩岸稀缺的可成片開發(fā)建設的區(qū)域，作為35個城市核心發(fā)展板塊之一，與渾河北岸的東塔地區(qū)共同構成城市東部副中心，是承載沈陽建設國家中心國際交往功能的戰(zhàn)略預留區(qū)，是促進沈撫同城化發(fā)展的重要節(jié)點，是沈陽都市圈的新經(jīng)濟中心。

As one of the core development plates of 35 cities, Wangjiawan waterfront area and the East Tower area on the north bank of the HunHe River constitute the sub-center of the eastern part of the city, which is a strategic reserved area carrying the international exchange function of Shenyang's construction of a national center, an important node to promote the development of Shenfu and the same city, and a new economic center of Shenyang Metropolitan Area.

為此，特舉行《沈陽王家灣濱水地區(qū)城市設計》國際咨詢活動。本次咨詢活動在公開、公平、公正的原則下，誠邀具有卓越水平和豐富經(jīng)驗的設計咨詢機構參與，征集有遠見、富創(chuàng)意、高標準、切實可行的城市設計方案。將王家灣濱水區(qū)打造為新經(jīng)濟驅(qū)動發(fā)展的國際之城，大河魅力凸顯的生態(tài)之城，可持續(xù)發(fā)展的未來之城。

Therefore, the international consultation activity of “Urban Design of Shenyang Wangjiawan Waterfront Area” was held. Under the principle of openness, fairness and justice, this consultation activity invites design consulting institutions with excellent level and rich experience to participate in the solicitation of visionary, creative, high-standard and practical urban design solutions. Build the Wangjiawan Waterfront Area into an international city driven by the new economy, an ecological city with prominent charm of the great river, and a future city of sustainable development.

工作范圍及內(nèi)容

（一）研究范圍

東至三環(huán)路，南至渾南中路，西至文溯街，北至方家欄路、東達路，總面積約29.7平方公里，東塔機場按照搬遷考慮。該層面應統(tǒng)籌“三生”空間關系，整合功能、交通、生態(tài)、形態(tài)等空間規(guī)劃系統(tǒng)，梳理沈陽建設國家中心城市核心功能，從區(qū)域一體化發(fā)展角度，開展戰(zhàn)略研判，落實各類重大戰(zhàn)略部署，保障規(guī)劃的整體性與合理性。

（1）Research scope

East to the Sanhuan Road, south to Hunnan Middle Road, west to Wensu Street, north to Fangjialan Road, Dongda Road, with a total area of about 29.7 square kilometers, Dongta Airport according to the relocation considerations. At this level, we should coordinate the spatial relationship of “three lives”, integrate spatial planning systems such as functions, transportation, ecology, and form, sort out the core functions of Shenyang's construction of a national central city, carry out strategic research and judgment from the perspective of regional integration and development, implement various major strategic deployments, and ensure the integrity and rationality of planning.

（二）設計范圍

東至國公寨大街，南至渾南中路，西至?？平?，北至渾河，總面積約6平方公里（其中，核心板塊約2.9平方公里）。該層面應梳理空間特色資源，明確城市設計目標與愿景，塑造濱水區(qū)風貌特色，以大尺度生態(tài)公共空間環(huán)境為基底，公共服務配套設施為支撐，軌道交通站城一體化為契機，開展項目策劃，在概念性整體城市設計基礎上，對核心板塊、重點項目及濱水公園進行詳細設計。

（2） Design scope

East to Guogongzhai Avenue, south to Hunnan Middle Road, west to Zhuke Street, north to Hunhe, with a total area of about 6 square kilometers （of which, the core plate is about 2.9 square kilometers）。At this level, we should sort out the characteristic resources of the space, clarify the goals and visions of the urban design, shape the style and characteristics of the waterfront area, take the large-scale ecological public space environment as the base, the support of public service supporting facilities, and the integration of rail transit stations and cities as an opportunity to carry out project planning, and on the basis of the conceptual overall urban design, the core plates, key projects and waterfront parks should be designed in detail.

應征要求

Application requirements

（一）資質(zhì)要求

本次咨詢活動采用公開咨詢的方式，境內(nèi)外合法注冊且有與本項目類似的相關研究和設計經(jīng)驗的機構均可參加。

其中：設計機構是境內(nèi)應征機構的，須同時具備城鄉(xiāng)規(guī)劃和建筑行業(yè)（工程設計）甲級資質(zhì)；是境外應征機構的，須具有所在國、地區(qū)政府主管部門或其有關行業(yè)組織核發(fā)的從事戰(zhàn)略咨詢、城鄉(xiāng)規(guī)劃、建筑設計其中之一的相應資格或執(zhí)業(yè)許可。

考慮到新冠疫情影響，境外應征機構（若在中國境內(nèi)無分支機構）必須與境內(nèi)應征機構組成聯(lián)合體，境外應征機構聯(lián)合境內(nèi)應征機構的，境內(nèi)應征機構資質(zhì)要求同上。港澳臺應征機構的資格要求參照境外應征機構資格要求的規(guī)定。不接受個人及個人組合的報名。法定代表人為同一個人的兩個及兩個以上法人、母公司、全資子公司及其控股公司，不得同時報名。

（1）Qualification requirements

This consultation activity is open to the public, and institutions registered legally at home and abroad with relevant research and design experience similar to the project can participate.

Among them: if the design institution is an applicant within the territory, it shall have one of the Class A qualifications of urban and rural planning, architectural engineering and landscape architecture preparation;If it is an overseas applicant institution, it shall have the corresponding qualification or practice license for strategic consulting, urban and rural planning, architectural design issued by the competent government department of the host country or region or its relevant industry organization.

Considering the impact of COVID-19, overseas applicant institutions （if they have no branches in China） must form a consortium with domestic applicant institutions. If overseas applicant institutions cooperate with domestic applicant institutions, the qualification requirements of domestic applicant institutions are the same as above. The qualification requirements of applicants from Hong Kong, Macao and Taiwan shall refer to the qualification requirements of applicants from overseas. Individuals and individual groups are not accepted. Two or more legal persons, parent companies, wholly-owned subsidiaries and their holding companies with the same legal representative shall not register at the same time.

（二）團隊要求

參與本項目的專業(yè)技術人員須為該應征機構的在冊人員，主創(chuàng)設計師須有主持過多個同類型項目經(jīng)驗，且主創(chuàng)設計師須全過程參與本咨詢活動（項目啟動會及現(xiàn)場踏勘、方案設計、方案匯報）。

鼓勵設計團隊跨界聯(lián)合，融合城市設計、建筑設計、景觀設計、運營策劃等不同經(jīng)驗的團隊，允許聯(lián)合體報名，聯(lián)合體成員數(shù)量不超過3家，聯(lián)合體各方不得再單獨以自己名義，或者與另外的應征機構組成聯(lián)合體參加本次咨詢活動。

為了保證項目團隊人員對中國地區(qū)背景和相關要求的準確理解，境外應征機構的專業(yè)技術人員團隊中應至少有一名通曉漢語人士。

（2） Team requirements

The professional and technical personnel participating in the project must be the registered personnel of the applicant institution, the main creative designer must have presided over multiple projects of the same type experience, and the main creative designer must participate in the whole process of this consultation activity （project kick-off meeting and site survey, program design, program report）。

Encourage cross-border alliance of design teams, integrate urban design, architectural design, landscape design, operation planning and other teams with different experiences, allow consortiums to register, the number of consortium members does not exceed 3, and the parties to the consortium shall no longer participate in this consultation activity in their own name or form a consortium with other applicants.

In order to ensure that the project team members have an accurate understanding of the chinese regional background and related requirements, there should be at least one person who is fluent in Chinese in the professional and technical personnel team of the overseas applicant institution.

（三）業(yè)績要求

具有以下項目業(yè)績：

①城市濱水區(qū)的城市設計業(yè)績；

②大型公共設施（體育場館、會展等）的綜合研究能力與建筑設計業(yè)績；

③站城一體化及城市重點片區(qū)的城市設計業(yè)績。

注：完成的同類型項目五年內(nèi)獲得過國內(nèi)外獎項的設計機構（聯(lián)合體）將被優(yōu)先考慮。

（四）應征機構根據(jù)資格預審文件要求提供完整資格預審申請材料

（3）Performance requirements

Have the following project performance:

① Urban design performance of urban waterfront;

② Comprehensive research ability and architectural design performance of large public facilities （stadiums, exhibitions, etc.）；

③Station City integration and urban design performance of key urban areas.

Note: design institutes （consortia） that have won awards at home and abroad within five years will be given priority.

（4）The applicant shall provide complete prequalification application materials according to the requirements of Prequalification documents.

時間安排

Schedule

本次咨詢活動共分為機構遴選階段、方案設計階段、方案評審與深化階段。具體安排如下：

The solicitation activity is divided into three stages: organization selection stage, program design stage, program evaluation and deepening stage. The specific arrangements are as follows:

（一）機構遴選階段

2022年2月22日發(fā)布公告，接收應征機構提交的資格預審文件，截止時間2022年2月28日17:00。于2022年3月5日前，通過資格預審擇優(yōu)評選出5家入圍應征機構。

（1） Institutional selection stage

An announcement will be issued on February 22, 2022 to receive prequalification documents submitted by the applicants, and the deadline is 17:00 on February 28, 2022. Before March 5, 2022, five shortlisted institutions will be selected through pre-qualification and merit.

（二）方案設計階段

2022年3月上旬，承辦單位與協(xié)辦單位召開項目啟動會并組織現(xiàn)場踏勘，2022年4月上旬進行中期匯報，2022年5月5日17:00前提交方案終稿。

（2） The stage of program design

In early March 2022, the undertaker and the co-organizer held a project kick-off meeting and organized a site survey, an interim report in early April 2022, and a final draft of the plan was submitted before 17:00 on May 5, 2022.

（三）方案評審與深化階段

主辦方組織召開專家評審會，邀請國內(nèi)專家對方案進行評議，確定應征機構排名。原則上由第一名應征機構負責后期整合深化工作，整合各家方案優(yōu)點形成最終成果，達到指導控制性詳細規(guī)劃編制的深度要求。

（3） The stage of program review and deepening

The organizer organizes an expert review meeting, invites domestic experts to review the plan, and determines the ranking of the candidates. In principle, the first applicant is responsible for the later integration and deepening work, integrating the advantages of each program to form the final result, and meeting the in-depth requirements for guiding the preparation of controlling detailed planning.

費用設置

Expense allocation

第一名200萬元，第二名150萬元，第三名至第五名各100萬元。整合深化費用為人民幣100萬元。

以上費用包括并不限于本項目的設計費、差旅費、食宿費、工作配合費及稅金等一切費用。

The first place is 2 million yuan, the second place is 1.5 million yuan, and the third place to the fifth place is 1 million yuan each. The integration deepening fee is RMB1 million.

The above fees include but are not limited to all costs such as design fees, travel expenses, accommodation costs, work cooperation fees and taxes.

咨詢說明

Inquiry instructions

（一）本次咨詢活動設計費均以人民幣在境內(nèi)支付，國外設計機構或個人無法收取人民幣的，可授權國內(nèi)合法獨立法人代收款項。

（1） The design fees of this solicitation are all paid in RMB in China. If foreign design institutions or individuals cannot collect RMB, they can authorize domestic legal independent legal persons to collect the funds on their behalf.

（二）主辦單位擁有對應征作品的全部知識產(chǎn)權，設計機構對應征作品享有署名權。經(jīng)主辦單位許可后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示其應征作品。主辦單位、承辦單位以及授權的建設單位有權在本項目的咨詢中使用應征方案成果，主辦單位、承辦單位以及項目建設單位在本項目的方案調(diào)整綜合時可以全部或部分使用應征方案成果，也可對其進行修改，主辦單位、承辦單位以及項目建設單位還可對所有應征成果印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示、宣傳應征方案成果。

（2） The organizer has all the intellectual property rights of the corresponding works, and the design institution shall enjoy the right of attribution of the corresponding works. With the permission of the organizer, the applicants may evaluate and display their application works through the media, professional magazines, books and periodicals or other forms. The organizer, the undertaker and the authorized construction unit have the right to use the results of the application plan in the consultation of the project, the organizer, the undertaking unit and the project construction unit may use the results of the application plan in whole or in part when the project is adjusted and integrated, and may also modify it, and the organizer, the undertaking unit and the project construction unit may also print, publish and exhibit all the application results, and evaluate, display and publicize the results of the application plan through the media, professional magazines, books or other forms.

（三）設計方案應為原創(chuàng)且未以任何形式公開發(fā)表。設計方案或任何用于創(chuàng)作參選作品的素材均不得侵犯第三方的任何著作權、商標權、專利權及其他權利。若發(fā)生以上侵權行為，由此引發(fā)的一切糾紛或法律責任由設計機構承擔；給主辦單位造成的損失，由設計方賠償。

（3） The design shall be original and not publicly published in any form. Neither the design nor any material used to create the entries shall infringe any copyright, trademark, patent or other rights of a third party. If the above infringement occurs, all disputes or legal liabilities arising therefrom shall be borne by the design agency, and the design party shall compensate for the losses caused to the organizer.

（四）設計機構應遵守國家的有關保密規(guī)定，主辦單位提供的資料僅供本次咨詢活動使用。未經(jīng)主辦單位許可不得將資料或設計成果向第三方轉(zhuǎn)讓或用于本項目外的其他項目。

（4） The design agency shall comply with the relevant confidentiality regulations of the state, and the information provided by the organizer shall only be used for this consultation activity. Materials or designs may not be transferred to third parties or used for projects other than this project without the permission of the Organizer.

（五）參加本次咨詢活動的設計機構均被視為承認本公告的所有條款。

（5） Design agencies participating in this consultation activity are deemed to recognize all the terms of this announcement.

（六）本次咨詢活動本身及與本次活動相關的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。

（6） The laws and regulations applicable to this consultation activity itself and the documents related to this activity are only the laws and regulations of the People's Republic of China.

資格預審文件需要嚴格按照相關要求制作，正式遞交資格預審申請文件包括現(xiàn)場遞交和快遞郵寄兩種方式。在疫情特殊情況下，以快遞郵寄方式遞交時，請預留足夠的快遞運輸時間；現(xiàn)場遞交需持法定代表人授權委托書。
