Under the guidance of the national strategy of cultivating and developing the Hohhot-Baotou-Ordos-Yulin Urban Agglomeration,Ordos has further clarified the requirements for green development in building an innovation demonstration zone for the implementation of the Agenda for Sustainable Development.Seizing the opportunity of the national urban renewal strategy,Kangbashi District has been identified as a major strategic region to enhance urban development levels and explore high-quality urban development actions,thus becoming a leading and demonstration area for the industrial transformation and upgrading of resource-based cities driven by modern service industry,and creating a new engine of urban economic development in Ordos in the new era.The International Solicitation of Urban Design Proposals for Key Areas in the East of Kangbashi in the Central Urban Area of Ordos will be held.
鄂爾多斯市政府作為主辦單位，鄂爾多斯市自然資源局、鄂爾多斯市康巴什區(qū)人民政府作為承辦單位，中國城市規(guī)劃協(xié)會作為組織單位，北京科技園拍賣招標有限公司作為代理機構(gòu)。本次國際征集活動將公開邀請具有相關(guān)規(guī)劃設(shè)計經(jīng)驗的設(shè)計機構(gòu)前來申請應(yīng)征，提交資格預審申請文件（以下簡稱“申請文件”）。通過資格預審選取5個應(yīng)征人參加征集活動，并提交應(yīng)征設(shè)計成果。
The Ordos Municipal People's Government will act as the Sponsor,Ordos Natural Resources Bureau and Kangbashi District People's Government of Ordos City as the Organizers,China Association of City Planning as the Organizational Unit,and Beijing Science Park Auction&Tender Co.,Ltd.as the Agency.Design entities worldwide with related planning and design experience are publicly invited to participate and submit the Application Documents for Prequalification.The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

The research of the International Solicitation should be based on the regional background of the development of the Hohhot-Baotou-Ordos-Yulin Urban Agglomeration,start from the overall development situation of Ordos City,and focus on the planning and research of Kangbashi District in Ordos.

鄂爾多斯市康巴什東部片區(qū)，西至天驕路，南至烏蘭木倫街，東至多日納路，北側(cè)包含考考什納片區(qū)，共包含三個區(qū)域即原工業(yè)片區(qū)、原居住片區(qū)和考考什納片區(qū)，面積約6.79平方公里（不含水域面積），編制深度應(yīng)達到控制性詳細規(guī)劃階段的城市設(shè)計編制深度。
The Eastern Area of Kangbashi District in Ordos extends to Tianjiao Road in the west,Wulanmulun Street in the south,and Duorina Road in the east.The northern part includes Kaokaoshina Area.There are three areas,namely the former industrial area,former residential area,and Kaokaoshina Area,covering an area of approximately 6.79 square kilometers(excluding the water area).The level of details should meet the requirement of urban design at the regulatory plan stage.

參與國際征集單位根據(jù)城市設(shè)計方案選取1平方公里重點地區(qū)開展深化城市設(shè)計及表達，編制深度應(yīng)達到修建性詳細規(guī)劃階段的城市設(shè)計編制深度。
The entities participating in the International Solicitation should select a key area of 1.0 square kilometer for in-depth urban design and expression according to the urban design proposal.The level of details should meet the requirement of urban design at the site plan stage.

Design goals:The International Solicitation aims to propose forward-looking and advanced development vision based on the new development pattern of Kangbashi District and Ordos City,precisely grasp the situation,make an in-depth review of the situation in the district,accurately determine the functional orientation of the Eastern Area of Kangbashi,clarify the direction and layout of industrial development,make plans for the leading functions and key projects of the three areas,build a modern service system in the context of innovation and transformation,and establish an urban functional area integrating large-scale enterprise headquarters,business offices,and creative research and development.The design proposal should reflect the cutting-edge innovative ideas of international urban planning and design,coordinate the utilization of various spatial resources and the layout of elements,improve the quality and vitality of urban space,create landscape features and characteristics,make high-level and forward-looking plans for the supporting system of future urban development,provide new ideas,new perspectives,and new methods for the development decision-making of the Eastern Area of Kangbashi,and play an exemplary role for resource-based cities,ecologically fragile areas,arid areas and similar areas.

4.應(yīng)征申請人的資格
Eligibility and Qualifications of Applicants
4.1應(yīng)征申請人（以下簡稱“申請人”）應(yīng)為合法注冊的法人實體或由合法注冊的法人實體組成的項目聯(lián)合體。
4.1 Any prequalification Applicant(hereinafter referred to as"Applicant")shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.
4.2申請人應(yīng)具有承擔本征集項目規(guī)劃設(shè)計的專業(yè)技術(shù)能力。
4.2 Applicants shall have the professional and technical ability to undertake the planning design of this solicitation project.
4.2.1中華人民共和國境內(nèi)的申請人應(yīng)具有城鄉(xiāng)規(guī)劃編制甲級或工程設(shè)計建筑行業(yè)（建筑工程）甲級及以上資質(zhì)。
4.2.1 Applicants within the People's Republic of China should have a qualification certificate of Grade A for urban and rural planning or a qualification certificate of Grade A for architectural design(architectural engineering)or above.
4.2.2中華人民共和國境外的申請人須依所在國或所在地區(qū)的管理規(guī)定具有城鄉(xiāng)規(guī)劃或城市設(shè)計或建筑設(shè)計的執(zhí)業(yè)許可或經(jīng)營許可。
4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for urban and rural planning,urban design,or architectural design in accordance with the national or local administrative regulations.
4.3中華人民共和國境外的申請人須與境內(nèi)的申請人組成聯(lián)合體。
4.3 Any Applicant outside the People's Republic of China shall form a Consortium with an Applicant inside the People's Republic of China.
4.4香港、澳門特別行政區(qū)和臺灣地區(qū)的設(shè)計機構(gòu)的資格要求參照境外設(shè)計機構(gòu)資格要求的規(guī)定。
4.4 The qualifications for design entities from Hong Kong and Macau Special Administrative Regions as well as Taiwan shall refer to the requirements of qualifications for design entities outside the People’s Republic of China.
4.5本項目接受聯(lián)合體申請。聯(lián)合體成員的數(shù)量不超過三個，組成項目聯(lián)合體的各成員單位不得再以自己的名義單獨申請資格預審，也不得同時加入本項目其它聯(lián)合體申請資格預審，本項目不接受自然人及自然人組合的申請。
4.5 This Project accepts applications from a Consortium.The number of members of a Consortium should not exceed three.Any partner of the Consortium shall neither individually apply for the prequalification in its own capacity,nor concurrently apply for the prequalification as a partner of another Consortium.This Project does not accept applications from natural persons or combinations of natural persons.
4.6除聯(lián)合體內(nèi)部的成員外，參加本次國際征集的應(yīng)征人之間不應(yīng)存在關(guān)聯(lián)關(guān)系。
4.6 Except for partners of a Consortium,Participants in the International Solicitation shall not constitute or bear any affiliations.

8.1知識產(chǎn)權(quán)
8.1 Intellectual Property Rights(IPRs)
8.1.1本次國際征集中接收的所有有效的應(yīng)征文件（包括A3版面設(shè)計文冊、電子文件、展板、模型和應(yīng)征規(guī)劃設(shè)計成果著作權(quán)聲明等）均不退回。
8.1.1 Any valid response proposals(including A3 sized design books,electronic documents,exhibition panels,models,and Copyright Statement of planning and design proposals)received in the International Solicitation will not be returned.
8.1.2應(yīng)征人對其設(shè)計成果享有署名權(quán)，在征得主辦單位/承辦單位書面同意后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示其設(shè)計成果的相關(guān)內(nèi)容。除應(yīng)征人的設(shè)計標準、設(shè)計導則和繪圖元素以外，應(yīng)征人不得將設(shè)計成果用于其他的設(shè)計項目。
8.1.2 Participants hold the right of authorship for their design results and can comment on and display such design results in the forms of media communications,trade magazines,publications among others after granted with the Sponsor/Organizers’consent in written form.Except for Participants'design standards,designing guidelines,and drawing elements,Participants shall not use their design results in other design projects.
8.1.3應(yīng)征人應(yīng)保證提交的設(shè)計成果在中國境內(nèi)或境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，如果其設(shè)計成果使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人應(yīng)已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責任應(yīng)由應(yīng)征人承擔。
8.1.3 Participants shall ensure that all submitted design results have not infringed upon and will not infringe upon IPRs(including but not limited to copyright and patents)or proprietary technologies or trade secrets of others within or outside the People’s Republic of China.Participants shall guarantee that if their design results use or include IPRs or proprietary technologies or trade secrets of others,Participants shall have already obtained legitimate,valid and sufficient authorization from the right holders.Participants shall take all liabilities for any compensations arising from infringement upon IPRs or know-how or trade secrets of others.
8.1.4主辦單位/承辦單位有權(quán)在本項目的規(guī)劃設(shè)計中使用應(yīng)征人提交的設(shè)計成果，主辦單位/承辦單位在項目的規(guī)劃設(shè)計中或在規(guī)劃設(shè)計方案調(diào)整綜合時可以全部或部分使用設(shè)計成果的內(nèi)容，也可以對其進行修改。主辦單位/承辦單位不得將設(shè)計成果用于本項目以外的其他項目。
8.1.4 The Sponsor/Organizers have the right to use the design results submitted by Participants in the planning and design of this Project.The Sponsor/Organizers are allowed to use the design results in whole or in part in the planning and design of this Project or the adjustment and integration of the planning and design proposals,and have the right to modify them.The Sponsor/Organizers shall not use the design results for a purpose other than this Project.
8.1.5主辦單位/承辦單位可以對所有設(shè)計成果印刷、出版和展覽，并可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示、宣傳應(yīng)征規(guī)劃設(shè)計成果，但應(yīng)注明應(yīng)征規(guī)劃設(shè)計機構(gòu)的名稱。
8.1.5 The Sponsor/Organizers can print,publish and exhibit all the design results,or comment on,display and publicize the planning and design proposals via media communications,trade magazines,publications or by other means.The precondition is indication of the names of the planning and design entities for such design.
8.1.6建筑設(shè)計方案（如果有）的著作權(quán)歸屬于應(yīng)征人，但景觀小品及其建構(gòu)筑物除外。
8.1.6 The copyright of architectural design proposals(if any)shall belong to the Participants,except for landscape embellishments and their structures.
8.2應(yīng)征設(shè)計補償金
8.2Compensations for Design Proposals
承辦單位將向按征集文件的要求在規(guī)定的時間內(nèi)提交了有效應(yīng)征文件的應(yīng)征人支付應(yīng)征設(shè)計補償金，金額為人民幣230萬元（含稅）。當應(yīng)征人出現(xiàn)下列情況時，承辦單位不予支付補償金：
The Organizers will pay compensations for Designs Proposals to Participants who have submitted valid response proposals at the specified time in accordance with the requirements of the Solicitation Documents.The amount is RMB 2.3 million(including tax).The Organizers will not pay any compensation when Participants are under any of the following circumstances:
?。?）應(yīng)征人未按規(guī)定時間提交應(yīng)征文件；
?。?）應(yīng)征人提交的應(yīng)征文件經(jīng)專家委員會評審被認定為未對征集文件要求作出實質(zhì)性響應(yīng)；
?。?）應(yīng)征人被取消應(yīng)征資格。
?。?）Participants fail to submit their response proposals within the specified time;
?。?）The response proposals submitted by Participants are judged,upon the expert review,as not substantially responding to the requirements of the Solicitation Documents;

8.3獎項的設(shè)置
8.3 Awards settings
本次國際征集將通過專家評審選出2個優(yōu)勝應(yīng)征規(guī)劃設(shè)計成果，不排序。隨后主辦單位會將本次國際征集的優(yōu)勝應(yīng)征規(guī)劃設(shè)計成果和其他應(yīng)征設(shè)計成果向公眾進行展示，接收社會各界的意見和建議，最終通過綜合評估，確定排序第一和排序第二的優(yōu)勝應(yīng)征規(guī)劃設(shè)計成果。排序第一的優(yōu)勝應(yīng)征規(guī)劃設(shè)計成果的應(yīng)征人可獲得獎金人民幣90萬元（含稅），排序第二的優(yōu)勝應(yīng)征規(guī)劃設(shè)計成果的應(yīng)征人可獲得獎金人民幣50萬元（含稅）。
The International Solicitation will select two winning planning and design proposals through expert review,with no ranking.After that,the Sponsor will publicize the winning planning and design proposals and other response proposals in the International Solicitation,receive opinions and suggestions from all walks of life,and finally determine which winning proposal ranks first and which ranks second through comprehensive evaluation.The Participant that ranks first for the winning planning and design proposals will be rewarded RMB 0.9 million(including tax),and the Participant that ranks second will be rewarded RMB 0.5 million(including tax).
8.4后續(xù)工作
8.4 Follow-up work
主辦單位將委托獲得優(yōu)勝應(yīng)征規(guī)劃設(shè)計成果的應(yīng)征人完成本項目的城市設(shè)計方案綜合和控制性詳細規(guī)劃的編制，總費用人民幣595萬元（含稅），其中城市設(shè)計方案綜合費用為人民幣290萬元（含稅），控制性詳細規(guī)劃編制費為人民幣305萬元（含稅）。
The Sponsor will entrust the Participant whose planning and design proposal is selected as the winning proposal to complete the development of the general and regulatory plans for the urban design proposal of this Project,with a total cost of RMB 5.95 million(including tax),including the expenses for the integration of urban design proposals of RMB 2.90 million(including tax),and the expenses for the preparation of regulatory plans of RMB 3.05 million(including tax).
8.5解釋權(quán)
8.8 Power of interpretation
本次征集活動的最終解釋權(quán)歸主辦單位/承辦單位。
