《永春縣城東產城融合典范區(qū)城市設計國際競賽》即將啟動，現面向全球優(yōu)秀的設計機構開放預報名意向登記，正式公告即將發(fā)布。
The International Competition for Urban Design in the Exemplary Area of City-Industry Integration in the East of Yongchun County is about to be launched,and pre-registration intention registration is now open for outstanding design institutions around the world,and the official announcement will be released soon.
01項目概況/Project Overview
永春，古稱桃源，置縣已有千年，素有“萬紫千紅花不謝，冬暖夏涼四序春”美譽，位于福建省東南部，幅員1468平方公里，全境呈長帶形狀，下轄22個鄉(xiāng)鎮(zhèn)、236個村(社區(qū))，總人口60.17萬人，是中央蘇區(qū)縣、“海上絲綢之路”的內陸起點。永春因其自然生態(tài)環(huán)境優(yōu)越、文化底蘊深厚、資源物產豐富，先后榮膺國家生態(tài)縣、全國“兩山”實踐創(chuàng)新基地等20多個國家級稱號，擁有4個國家重點文物保護單位、7個國家地理標志保護產品、3項國家級非物質文化遺產、13個國家A級風景區(qū)。
Yongchun,known as Taoyuan in ancient times,has been in the county for thousands of years.It is known as"everything with purple and red flowers,warm in winter and cool in summer".It is located in the southeast of Fujian Province,covering an area of 1468 square kilometers.Townships,236 villages(communities),with a total population of 601,700,it is the central Soviet area county and the inland starting point of the"Maritime Silk Road".Due to its superior natural ecological environment,profound cultural background,and rich resources and products,Yongchun has successively won more than 20 national titles such as the National Ecological County and the National"Two Mountains"Practice and Innovation Base.It has 4 national key cultural relics protection units,7 national Geographical indication protection products,3 national intangible cultural heritages,13 national A-level scenic spots.
永春縣城東產城融合典范區(qū)位于永春縣中心城區(qū)的主城區(qū)與輕工新城中間地段，是永春縣建設新城經濟區(qū)的重要組成部分，也是中心城區(qū)未來五年的主要發(fā)展方向。一方面可承接主城區(qū)功能外溢，引入高端公共服務、商業(yè)服務業(yè)態(tài)；另一方面可銜接輕工新城，為園區(qū)提供產業(yè)服務功能，片區(qū)功能上較為綜合且發(fā)展動力強勁。
The Urban East area is located in the middle of the main urban area of Yongchun County,Quanzhou City,Fujian Province and the Light Industry New City.It is an important component of the construction of the New City Economic Zone in Yongchun County.With the construction of Shandong Road in Liu'an,it will be the main development direction of the central urban area in the next five years.On the one hand,it can undertake the functional overflow of the main urban area and introduce high-end public and commercial service formats;On the other hand,it can connect with the Light Industry New City and provide industrial service functions for the park.The functions of the area are relatively comprehensive and have strong development momentum.
基于以上背景與形勢，為充分發(fā)揮永春縣城東產城融合典范區(qū)（以下簡稱“城東片區(qū)”）的戰(zhàn)略價值與資源稟賦，由永春縣人民政府主辦，永春縣自然資源局、永春縣金源城市建設有限公司承辦，開展本次永春縣城東產城融合典范區(qū)城市設計國際競賽，立足現有資源和產業(yè)基礎，以國際化視野集思廣益，廣泛征集前瞻性、創(chuàng)造性的城市設計方案，指導片區(qū)高水平規(guī)劃、高標準建設。
Based on the above background and situation,in order to fully leverage the strategic value and resource endowment of the Yongchun County Urban East City-Industry Integration Demonstration Area(hereinafter referred to as the"Chengdong Area"),organized by the Yongchun County People's Government and undertaken by the Yongchun County Natural Resources Bureau and Yongchun County Jinyuan Urban Construction Co.,Ltd,this international competition for urban design of the Yongchun County Urban East City-Industry Integration Demonstration Area will be held.Based on existing resources and industrial foundation,with an international perspective,we will gather ideas and widely solicit forward-looking ideas Creative urban design schemes guide high-level planning and high standard construction in the area.

02競賽范圍/Competition scope
本次征集活動包括三個層次。
This solicitation activity includes three levels.
縣城總體設計研究范圍：東至規(guī)劃東環(huán)路，西至規(guī)劃西環(huán)路，南至南環(huán)路-莆永高速，北至北環(huán)路，總用地面積約37.15平方公里。此區(qū)域基本以中心城區(qū)環(huán)路為界，在已劃定啟用的城鎮(zhèn)開發(fā)邊界及近期“東拓西進”的大城關發(fā)展策略基礎上，結合縣國土空間總體規(guī)劃中心城區(qū)功能格局，將城中綜合發(fā)展區(qū)、城東產城融合發(fā)展區(qū)、城西居住及文體發(fā)展區(qū)三大主要功能片區(qū)納入總體研究范圍。
Scope of overall design research for county town：To the east of the planned East Ring Road,to the west of the planned West Ring Road,to the south of the South Ring Road Puyong Expressway,and to the north of the North Ring Road,the total land area is approximately 37.15 square kilometers.This area is basically bounded by the central urban ring road.On the basis of the delineated urban development boundaries and the recent development strategy of"expanding from east to west",combined with the overall planning of the county's land and space,the central urban functional pattern is included in the overall research scope,including three main functional areas:the urban comprehensive development zone,the eastern industrial urban integration development zone,and the western residential and cultural development zone.
重點片區(qū)城市設計范圍：為城東產城融合典范區(qū)主要范圍，東至輕工西路，西至留安山西路，南至榜德南路，北至北環(huán)路，總用地面積約5.98平方公里。
Urban design scope of key areas：It is the main area of the model area for the integration of industry and city in the east of the city.It extends to Light Industry West Road in the east,Liu'an West Road in the west,Bangde South Road in the south,and Beihuan Road in the north,with a total land area of about 5.98 square kilometers.
核心區(qū)詳細設計范圍：為城東產城融合典范區(qū)核心區(qū)域，東至輕工西路，西至留安山東路，南至探花山西路，北至桃源北路，總用地面積約3.50平方公里。
Scope of detailed design for the core area：It is the core area of the industrial city integration model area in the east of the city,extending to Light Industry West Road in the east,Liu'an East Road in the west,Tanhua West Road in the south,and Taoyuan North Road in the north,with a total land area of about 3.50 square kilometers.

03競賽內容/Content of Competition
本次征集活動三個層次的設計在重點解決問題、成果深度等方面各有側重。
The design of the three levels of this solicitation activity focuses on key problem-solving,depth of achievements,and other aspects.
1、縣城總體設計研究：規(guī)劃主要內容包括總體設計目標、再塑山水城格局、公共空間體系、特色風貌塑造、建筑高度指引、生態(tài)綠化控制、文化資源保護、城市藝術彰顯、實施引導等；
The first level is the research on the overall design of county towns,which mainly includes the overall design objectives,reshaping the layout of mountain and water cities,public space system,shaping distinctive features,guiding architectural height,ecological greening control,cultural resource protection,urban art demonstration,implementation guidance,etc;
2、第二層次是重點片區(qū)城市設計，規(guī)劃主要內容包括片區(qū)目標定位、功能策劃、空間形態(tài)
方案、開放空間設計、公共服務配套、交通系統(tǒng)規(guī)劃、地下空間規(guī)劃、開發(fā)控制引導、規(guī)劃實施及經濟測算等；
The second level is the urban design of key areas,which mainly includes the target positioning of the area,functional planning,spatial form scheme,open space design,public service supporting facilities,transportation system planning,underground space planning,development control guidance,planning implementation,and economic calculation;
3、第三層次是核心區(qū)詳細設計，規(guī)劃主要內容包括功能組成及規(guī)模、公共空間與生態(tài)景觀、
建筑形態(tài)設計和控制引導、交通規(guī)劃設計、地下空間設計、特色空間節(jié)點設計、地塊城市設計導則范例、空間意向塑造等。
The third level is the detailed design of the core area.The main contents of the planning include the functional composition and scale,public space and ecological landscape,architectural form design and control guidance,transportation planning design,underground space design,characteristic space node design,plot urban design guidelines and examples,space intention shaping,etc.
04競賽程序/Rules
本次競賽采用“公開征集”的方式，分為“資格預審階段、方案設計及評審階段”兩個階段。
This competition adopts the method of"open solicitation"and is divided into two stages:"pre qualification stage,scheme design and evaluation stage".
資格預審階段：主辦方代表和專家組成資格審查委員會，綜合考慮公司資信、公司相關業(yè)績、團隊實力和概念提案等，通過多輪投票的資格審查方式，擇優(yōu)選出5家應征機構（聯合體）參與方案編制，2家應征機構作為備選應征機構，如入圍應征機構退出，備選應征機構依次替補。
Pre qualification stage:The organizer's representatives and experts form a qualification review committee,taking into account the company's credit standing,relevant performance,team strength,and conceptual proposals.Through multiple rounds of voting,5 candidate institutions(consortia)are selected to participate in the preparation of the proposal,and 2 candidate institutions are selected as alternative candidates.If the shortlisted candidate institutions withdraw,the alternative candidate institutions will be replaced in turn.
方案設計及評審階段：5家入圍單位遞交最終成果方案，由主辦方組建方案評審委員會，進行方案評審及排名，對應單位將獲得相應獎金。
Scheme design and review stage:5 shortlisted units submit final outcome plans,and the organizer forms a plan review committee to review and rank the plans.The corresponding units will receive corresponding bonuses
05報名要求/Registration Requirements
1.本次競賽采用全球公開報名的方式，不設資質要求。
1.This international Competition adopts the method of global public registration without qualification requirements.
2.任何熟悉中國國情并具有類似設計經驗的團隊將優(yōu)先考慮：
2.Any team familiar with China’s national conditions and similar design experience will be given priority about the following aspects:
a）具有豐富的城市重點片區(qū)的城市與建筑設計項目經驗；
a)Participants are required to have rich experience in urban and architectural design projects in key urban areas.
b）具有城市新區(qū)設計經驗的；
b)Participants need to have experience in the design of new district.
c）具有環(huán)境營造及公共空間設計經驗。
c)Participants are required to have experience in environment creation and public space design.
3.允許聯合體參賽，聯合體成員數量不超過三家。
3.The consortium is allowed to participate in the competition and the number of members of the consortium shall not exceed three.
4.以聯合體參賽的，聯合體各成員不得再單獨或以其他名義與其他參賽單位組成聯合體參與報名，聯合體各成員需簽署具有法律效力的《聯合體協(xié)議》，并明確牽頭單位、各方工作分工等。
4.If a consortium participates in the competition,its members shall not form a consortium with other participating units alone or in other names to participate in the application.Each member of the consortium shall sign the Consortium Agreement with legal effect and clarify the lead unit and the division of work of all parties.
5.不接受個人或個人組合的報名。
5.Individuals and individual combinations are not accepted in registration.
06競賽獎金/Awards
1、應征機構按照要求在方案編制階段遞交有效應征文件后，經評審確定方案排名，獲得相應設計費用：
一等獎（1名）：獎金人民幣260萬元（含稅）；
二等獎（1名）：獎金人民幣150萬元（含稅）；
三等獎（1名）：獎金人民幣100萬元（含稅）；
第四、第五名：各獲得補償金人民幣80萬元（含稅）。
2、后期深化階段費用為人民幣150萬元（含稅）。

1.After submitting valid application documents in the proposal preparation stage as required,the applicant shall determine the ranking of the proposal through evaluation and obtain the corresponding design fee:
First Prize(1 place):Bonus of RMB 2.6 million(including tax);
Second Prize(1 place):Bonus of RMB 1.5 million(including tax);
Third Prize(1 place):Bonus of RMB 1 million(including tax);
Fourth and fifth place:Each receives a compensation of RMB 800000(including tax).
2.The cost for the later deepening stage is RMB 1.5 million(including tax).
