Project Overview
咸陽博物院（新館）建設(shè)項(xiàng)目建議書已經(jīng)咸陽市行政審批服務(wù)局批準(zhǔn)，依據(jù)《博物館建筑設(shè)計(jì)規(guī)范》和國家級(jí)歷史文化名城要求，咸陽博物院（新館）需建面積4萬㎡左右，建設(shè)內(nèi)容包括陳列展覽區(qū)、教育區(qū)、藏品庫區(qū)、文物修復(fù)區(qū)、業(yè)務(wù)研究用房、游客服務(wù)區(qū)、行政管理區(qū)及道路、停車場(chǎng)等配套服務(wù)設(shè)施。
The construction project proposal of the Xianyang Museum(new museum)has been approved by the Xianyang Municipal Administrative Examination and Approval Service Bureau.According to the requirements of the Code for Design of Museum Buildings and the national historic and cultural city,the Xianyang Museum(new museum)needs to build an area about 40000 square meters,including the museum exhibition area,education area,collection storage area,cultural relics restoration area,business research room,tourist service area,administrative area and roads Supporting service facilities such as parking lots.
項(xiàng)目位置：位于咸陽高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)高科一路東側(cè)、西寶高速老線以南、河堤北路以西、星火大道以北。
Project location:Located on the east side of Gaoke 1st Road in Xianyang High tech Industrial Development Zone,south of the old Xibao Expressway,west of Hedi North Road,and north of Xinghuo Avenue.
競(jìng)賽內(nèi)容
Competition Content
本次國際競(jìng)賽依據(jù)咸陽市城市規(guī)劃控制要求，結(jié)合項(xiàng)目選址圖進(jìn)行總體規(guī)劃設(shè)計(jì)，并對(duì)博物館建筑進(jìn)行方案設(shè)計(jì)，明確基本的建筑落位及功能布局、場(chǎng)地內(nèi)外及室外工程交通組織，及項(xiàng)目整體的建筑天際線及立面形象。獲獎(jiǎng)入圍方案將作為后期設(shè)計(jì)的重要參考。
According to the urban plan control requirements of Xianyang City,this international competition carries out the overall planning and design in combination with the project site selection map,and carries out the scheme design of the museum building,to clarify the basic building location and functional layout,the traffic organization of the inside and outside of the site and outdoor works,as well as the overall building skyline and facade image of the project.The winning and shortlisted plan will serve as an important reference for post-design.
參賽單位資格要求
Qualification requirements for participating units
1、國內(nèi)外機(jī)構(gòu)或團(tuán)隊(duì)均可參加，中國境內(nèi)機(jī)構(gòu)應(yīng)具有經(jīng)合法注冊(cè)并在有效期內(nèi)的營業(yè)執(zhí)照；境外（含港澳臺(tái)地區(qū)）機(jī)構(gòu)應(yīng)提供所在國（地區(qū)）政府主管部門核發(fā)的企業(yè)注冊(cè)登記證明；
Domestic and foreign institutions or teams can apply to participate,and institutions within China should have a legally registered and valid business license;Overseas institutions(including Hong Kong,Macao,and Taiwan)should provide a certificate of enterprise registration issued by the competent government department of the country(region)where they are located；
2、國內(nèi)參賽人應(yīng)具備建設(shè)行政主管部門核發(fā)的工程設(shè)計(jì)綜合資質(zhì)甲級(jí)或建筑行業(yè)工程設(shè)計(jì)甲級(jí)資質(zhì)或建筑行業(yè)（建筑工程）設(shè)計(jì)甲級(jí)資質(zhì)；
2.Domestic participants should have a comprehensive engineering design qualification of Class A issued by the construction administrative department,a construction industry engineering design qualification of Class A,or a construction industry(construction engineering)design qualification of Class A；
國外優(yōu)秀設(shè)計(jì)機(jī)構(gòu)或團(tuán)隊(duì)必須與國內(nèi)具有相應(yīng)設(shè)計(jì)資質(zhì)的單位組成聯(lián)合體，以聯(lián)合體的形式參賽的機(jī)構(gòu)或團(tuán)隊(duì)?wèi)?yīng)滿足上述要求，以聯(lián)合體形式參加競(jìng)賽的，聯(lián)合體各方應(yīng)簽訂《聯(lián)合體協(xié)議書》，連同其他報(bào)名文件由牽頭機(jī)構(gòu)一并提交。聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體重復(fù)參加此次競(jìng)賽。
Excellent foreign design institutions or teams must form a combination with domestic units with corresponding design qualifications.Institutions or teams that apply for competition in the form of a combination should meet the above requirements,If participating in the competition in the form of a combination,all parties to the combination shall sign the"Combination Agreement"and submit it together with other registration documents by the leading agency.Each party to the consortium shall no longer participate in this competition solely in their own name or in a combination with another design agency.
3、參加競(jìng)賽的機(jī)構(gòu)須具有同類項(xiàng)目設(shè)計(jì)經(jīng)驗(yàn)，提供項(xiàng)目落地（或在建）業(yè)績(jī)證明資料；
3.Institutions participating in the competition must have experience in designing similar projects and provide proof of project implementation(or ongoing construction)performance；
4、主創(chuàng)設(shè)計(jì)師須具有創(chuàng)新設(shè)計(jì)理念，且必須直接參與國際競(jìng)賽設(shè)計(jì)活動(dòng)全過程，以及參與主辦單位要求的重要節(jié)點(diǎn)會(huì)議。
4.The main creative designer must possess innovative design concepts and must directly participate in the entire process of international competition design activities,as well as participate in important milestone meetings required by the organizer.
競(jìng)賽規(guī)則
Competition Rules
本次國際競(jìng)賽分為兩個(gè)階段進(jìn)行：第一個(gè)階段為初步審查階段，第二個(gè)階段為方案設(shè)計(jì)及評(píng)審階段。
The international competition is divided into two stages:the first stage is thepreliminary review stage,and the second stage is the scheme design and evaluation stage.
1、初步審查階段
1.Preliminary review stage
本次國際競(jìng)賽在陜西采購與招標(biāo)網(wǎng)、中國招標(biāo)投標(biāo)公共服務(wù)平臺(tái)、咸陽市人民政府網(wǎng)站、咸陽市文化和旅游局網(wǎng)站，“咸陽發(fā)布”、“咸陽文旅”微信公眾號(hào)等媒體發(fā)布，公開向國內(nèi)外優(yōu)秀的設(shè)計(jì)機(jī)構(gòu)或團(tuán)隊(duì)征集創(chuàng)意設(shè)計(jì)，代理機(jī)構(gòu)將組建初審小組，對(duì)獲取參賽單位提交的初步審查文件進(jìn)行綜合評(píng)審，審查內(nèi)容包括參賽單位的行業(yè)聲譽(yù)、項(xiàng)目業(yè)績(jī)、獲獎(jiǎng)情況及擬投入項(xiàng)目的團(tuán)隊(duì)等資料，選出10家設(shè)計(jì)機(jī)構(gòu)，再開展規(guī)劃設(shè)計(jì)方案競(jìng)賽。
The announcement of this scheme competition was published on Shaanxi Procurement and Bidding Website,China Public Bidding Service Platform,the website of Xianyang Municipal People's Government,the website of Xianyang Municipal Bureau of Culture and Tourism,“Xianyang Fabu”,“Xianyang Wenlv”WeChat official account and other media,openly soliciting creative designs from excellent design institutions or teams at home and abroad.The agency will form a preliminary review team to conduct a comprehensive review of the preliminary review documents submitted by the obtaining participating units.The review content includes the industry reputation,project performance,award status,and proposed project teams of the applicants.10 design institutions will be selected before conducting a planning and design competition.
2、方案設(shè)計(jì)及評(píng)審階段
2.Scheme design and review stage
通過初步審查的10家參賽單位，按競(jìng)賽文件及設(shè)計(jì)任務(wù)書要求提交有效的成果文件。方案評(píng)審委員會(huì)采用綜合評(píng)審法，對(duì)所有方案進(jìn)行評(píng)審排序，推薦前5名設(shè)計(jì)機(jī)構(gòu)，代理機(jī)構(gòu)對(duì)前5名設(shè)計(jì)機(jī)構(gòu)的設(shè)計(jì)成果進(jìn)行公示及公眾投票。公示期及公眾投票結(jié)束后，根據(jù)評(píng)審結(jié)果確定一、二、三等獎(jiǎng)及入圍獎(jiǎng)，分別獲得對(duì)應(yīng)獎(jiǎng)金。
10 participating units that have passed the preliminary review shall submit valid outcome documents in accordance with the requirements of the competition documents and design task books.The scheme review committee adopts a comprehensive evaluation method to rank all schemes,recommend the top 5 design institutions,and agency to publicly announce and vote on the design results of the top 5 design institutions.After the public announcement period and public voting,based on the evaluation results,the first,second,third prizes,and shortlisted prizes will be determined,and corresponding bonuses will be obtained respectively.
