01
項(xiàng)目背景Project Background
武鋼云谷·606位于湖北省武漢市洪山轄區(qū)東湖新城（楊春湖高鐵商務(wù)區(qū)）東片，武漢站和武鋼工業(yè)區(qū)中間地帶，未來將打造國際領(lǐng)先的重工業(yè)區(qū)轉(zhuǎn)型升級示范項(xiàng)目，建設(shè)成為代表武漢市城市形象的重要窗口地帶。
Wugang Yungu·606 is located in the east of East Lake New Town(Yangchunhu High-speed Railway Business District)in Hongshan District,Wuhan,Hubei Province,between Wuhan Railway Station and WISCO industrial area.It is committed to building into an internationally leading demonstration project for the transformation and upgrading of heavy industrial areas and serve as an important window to show the image of Wuhan City.

本次國際征集旨在匯聚全球智慧、汲取世界先進(jìn)發(fā)展經(jīng)驗(yàn)，在充分認(rèn)知資源稟賦、山水特色、文化傳承等基礎(chǔ)上，策劃產(chǎn)業(yè)發(fā)展方向、論證總體建設(shè)規(guī)模、優(yōu)化功能布局、塑造建筑與景觀形態(tài)，進(jìn)而打造一座具有先進(jìn)營城理念、兼有活力和魅力的創(chuàng)新產(chǎn)業(yè)聚集區(qū)。
We hope to pool global wisdom and learn from the world's advanced experience in this Solicitation.Based on the full recognition of local resource endowment,landscape characteristics and cultural heritage,the industrial development direction planning,the master plan demonstration,the functional layout optimization and finalization of the architecture and landscape styles should be considered.In this way,an innovative industrial cluster with advanced city-running concept and charmful vitality will be built.
本次城市設(shè)計(jì)成果將擇優(yōu)吸納，作為片區(qū)控制性詳細(xì)規(guī)劃變更、項(xiàng)目審批的依據(jù)。
Superior design work will be selected in this Solicitation and it will also serve as the basis for the changes in regulatory detailed planning and project approval of the area.
02
設(shè)計(jì)范圍
Design Scope
本次國際征集設(shè)計(jì)范圍分為研究范圍、概念設(shè)計(jì)范圍、詳細(xì)設(shè)計(jì)范圍、概念建筑設(shè)計(jì)范圍4個層次。
The design includes 4 levels:research scope,conceptual urban design scope,detailed design scope and conceptual architectural design scope.
研究范圍：東至青王公路，西至城市三環(huán)線，南至軌道交通4號線車輛段邊界，北至友誼大道（以下簡稱“片區(qū)”），用地面積約158.57公頃。主要為功能結(jié)構(gòu)研究范圍，產(chǎn)業(yè)策劃根據(jù)需要可適當(dāng)擴(kuò)大研究范圍。
Research scope:Qingwang Road on the east,the 3rd Ring Road on the west,the boundary of Rail Transit Line 4 depot on the south,and Youyi Avenue on the north,with a land area of about 158.57 hectares.The research mainly involves functional structures,and can be appropriately expanded according to needs of industrial planning.
概念城市設(shè)計(jì)范圍：東至青王公路，西至城市三環(huán)線，南至軌道交通4號線車輛段邊界，北至團(tuán)結(jié)大道（以下簡稱“基地”），含地塊1~6，用地面積約81.18公頃。
Conceptual urban design scope:Qingwang Road on the east,the 3rd Ring Road on the west,the boundary of Rail Transit Line 4 depot on the south,and Tuanjie Avenue on the north,including plots 1-6,with a land area of about 81.18 hectares.
詳細(xì)城市設(shè)計(jì)范圍：東至原武冶重工廠區(qū)邊界及青王公路，西至城市三環(huán)線，南至軌道交通4號線車輛段邊界，北至團(tuán)結(jié)大道，含地塊1~5，用地面積約66.82公頃。
Detailed urban design scope:the boundary of the former Wuye Heavy Industry Factory and Qingwang Road on the east,the 3rd Ring Road on the west,the boundary of Rail Transit Line 4 depot on the south,and Tuanjie Avenue on the north,including plots 1-5,with a land area of about 66.82 hectares.
概念建筑設(shè)計(jì)范圍：分為南北兩區(qū)，合計(jì)約26.13公頃。其中，北區(qū)東至青王公路，西至城市三環(huán)線綠化帶及現(xiàn)狀加油站邊界，南至萬商一路及首發(fā)區(qū)邊界，北至團(tuán)結(jié)大道，含地塊1、2，用地面積約15.24公頃；南區(qū)東、南至原武冶重工廠區(qū)邊界，北至首發(fā)區(qū)邊界，西至站前西路，為地塊3，用地面積約10.89公頃。
Conceptual architectural design scope:it is divided into north and south areas,about 26.13 hectares.The north area reaches Qingwang Road on the east,the green belt of the 3rd Ring Road and the boundary of the current gas station on the west,Wanshang 1st Road and the boundary of the Originating Area on the south,and the Tuanjie Avenue on the north,including plot 1 and 2,with a land area of about 15.24 hectares;while the south area reaches the boundary of the former Wuye Heavy Industry Factory on the east and south,the boundary of the Originating Area on the north,and Zhanqian West Road on the west,including plot 3,with a land area of about 10.89 hectares.

Design Content
設(shè)計(jì)立足建設(shè)國際化大都市的戰(zhàn)略高度，搶抓區(qū)域產(chǎn)業(yè)轉(zhuǎn)型升級戰(zhàn)略機(jī)遇，傳承老工業(yè)區(qū)歷史文化脈絡(luò)，賦能助力東湖新城高質(zhì)量發(fā)展，重點(diǎn)圍繞總部經(jīng)濟(jì)、科技研發(fā)和“雙創(chuàng)（文創(chuàng)、科創(chuàng)）”等新興產(chǎn)業(yè)布局，統(tǒng)籌協(xié)調(diào)功能業(yè)態(tài)、產(chǎn)業(yè)發(fā)展、規(guī)劃布局、交通組織、景觀環(huán)境等要素，兼顧生產(chǎn)、生活、生態(tài)，兼具創(chuàng)意性和實(shí)施性，打造成為功能多元、融合共生的轉(zhuǎn)型升級示范區(qū)。
The design should be carried out in line with the strategic development objective of building Wuhan into an international metropolis,aiming at seizing the strategic opportunity of regional industrial transformation and upgrading in the historical and cultural context of an old industrial region,and empowering the high-quality development of East Lake New Town.The design should focus on the layout of emerging industries featuring headquarters economy,sci-tech R&D and"double innovation(cultural innovation and scientific innovation)",and coordinate functional formats,industrial development,planning layout,transportation organization,landscape environment and other factors.In the design,consideration to production,life and ecology should be given while highlighting creativity and implementation.And a functional diversified,harmonious and symbiotic demonstration area for transformation and upgrading will be built.

報(bào)名要求
Registration Requirements
1、本次國際征集不設(shè)資質(zhì)要求，采用公開報(bào)名方式，境內(nèi)外具有法人資格的企業(yè)或機(jī)構(gòu)均可報(bào)名，不接受自然人或自然人組合的報(bào)名。
The Solicitation is of public registration and has no qualification requirements.Enterprises or institutions with the status of legal person at home and abroad are eligible for registration;however,individuals and individual combinations are not accepted in registration.
2、設(shè)計(jì)機(jī)構(gòu)必須具有經(jīng)合法注冊并在有效期內(nèi)的營業(yè)執(zhí)照。機(jī)構(gòu)負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同機(jī)構(gòu)，不得同時報(bào)名參賽。
Design institutions must be legally registered and have valid business license.Different design institutions with the same person in charge,or have an association of holding controlling interest or management,are not allowed to register simultaneously.
3、允許聯(lián)合體報(bào)名，鼓勵設(shè)計(jì)團(tuán)隊(duì)跨界聯(lián)合，融合城市設(shè)計(jì)、建筑設(shè)計(jì)、景觀設(shè)計(jì)、產(chǎn)業(yè)與功能策劃等不同經(jīng)驗(yàn)的團(tuán)隊(duì)。聯(lián)合體成員（含牽頭單位）不得超過3家，需以聯(lián)合體協(xié)議書明確聯(lián)合體的牽頭機(jī)構(gòu)和各自職責(zé)。聯(lián)合體成員不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加本次國際征集。
Consortiums are allowed to register,and cross-boundary design teams are encouraged to collaborate to integrate teams with different experience in urban design,architectural design,landscape design,industry and functional planning.Consortiums with no more than 3 members(including the lead unit)are allowed to register,a written consortium agreement to clarify the lead unit and the respective responsibilities is needed.All units in one consortium cannot join in other consortiums or as an independent unit to register.
4、負(fù)責(zé)本次國際征集設(shè)計(jì)工作的主創(chuàng)設(shè)計(jì)師須全過程參與重要節(jié)點(diǎn)工作（現(xiàn)場踏勘、中期匯報(bào)、成果匯報(bào)及評審答疑等），如在征集過程中發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與報(bào)名材料提交名單不符，主辦單位有權(quán)取消其參加資格。為了保證項(xiàng)目設(shè)計(jì)人員對征集背景和相關(guān)要求的準(zhǔn)確理解，境外應(yīng)征機(jī)構(gòu)的設(shè)計(jì)團(tuán)隊(duì)中應(yīng)至少有一名通曉漢語人士。
The chief designer directing this project shall attend the presentation meetings for every important node(site survey,interim report,results report,review and Q&A,etc.).If the chief designer is found to be inconsistent with the submitted list in application materials during the solicitation,the Sponsors have the right to cancel his/her qualification.In order to ensure that the project designers have an accurate understanding of the solicitation background and relevant requirements,the overseas applicant institution should have at least one person proficient in Chinese in its design team.
5、具有以下項(xiàng)目經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）將被優(yōu)先考慮：
Design institutions(consortiums)with the following project experience will be preferred:
?。?）具有傳統(tǒng)工業(yè)園區(qū)升級改造的城市（建筑）設(shè)計(jì)經(jīng)驗(yàn)；
Experience in urban(architectural)design for upgrading traditional industrial parks;
?。?）具有城市總部辦公區(qū)或新型產(chǎn)業(yè)園區(qū)的城市設(shè)計(jì)經(jīng)驗(yàn)。
Experience in design for urban headquarters office areas or new industrial parks.
6、報(bào)名方式：報(bào)名的設(shè)計(jì)機(jī)構(gòu)應(yīng)在公告確定的報(bào)名截止時間前，將報(bào)名材料蓋章掃描后以網(wǎng)絡(luò)報(bào)名的方式發(fā)至指定郵箱，并在郵件上標(biāo)注“武鋼云谷·606城市設(shè)計(jì)方案國際征集項(xiàng)目報(bào)名材料”。以上相關(guān)內(nèi)容如采用外文的均要求提供中英文對照，以中文為準(zhǔn)。
Registration:design institutions with the intent to register should seal and scan the registration materials(click"Read the Original"to download)and send them to the designated email address for online registration before the deadline specified in the announcement,and indicate"Registration Materials for International Open Solicitation for Urban Design of Wugang Yungu·606"on the email.For applicants of non-native Chinese speaker,English-Chinese bilingual version of registration materials is required,in which Chinese shall prevail.

項(xiàng)目流程
Solicitation Process
本次國際征集分為三個階段，分別為報(bào)名及資格預(yù)審階段、方案設(shè)計(jì)及評審階段、綜合評定階段。
This Solicitation is divided into three stages,"registration and prequalification","design and review",and"comprehensive evaluation".
1、報(bào)名及資格預(yù)審階段
Registration and Prequalification
?。?）應(yīng)征機(jī)構(gòu)提交報(bào)名表，獲得第一階段設(shè)計(jì)任務(wù)書和基礎(chǔ)資料；
The applicant institution submits the application form and obtains the first stage design assignment and basic information;
?。?）設(shè)計(jì)機(jī)構(gòu)提交資信文件和概念提案成果（每個機(jī)構(gòu)提供1個概念提案）；
The design institution submits credit documents and concept proposal(each institution provides one concept proposal);
?。?）承辦單位組織資格預(yù)審會，綜合考慮企業(yè)資信和概念提案，評選出6家無排序的入圍機(jī)構(gòu)和2家有排序的備選機(jī)構(gòu)（如入圍機(jī)構(gòu)退出，備選機(jī)構(gòu)依次替補(bǔ)）。
The organizers organize a prequalification meeting,comprehensively consider the enterprise’s credit and concept proposal,and select six design institutions as shortlisted institutions(without ranking)and two alternative institutions with ranking(if the shortlisted institutions withdraw,the alternative institutions will be replaced in sequence).
2、方案設(shè)計(jì)及評審階段
Design and Review
?。?）承辦單位向確認(rèn)參加的入圍機(jī)構(gòu)發(fā)布第二階段設(shè)計(jì)任務(wù)書，補(bǔ)充基礎(chǔ)資料，并組織現(xiàn)場踏勘及答疑；
The organizers issue the second-stage design assignment to the shortlisted institutions that have confirmed their participation,supplement basic information,and organize site survey and Q&A session;
?。?）入圍機(jī)構(gòu)按照設(shè)計(jì)任務(wù)書要求提交設(shè)計(jì)成果文件；
The shortlisted institutions submit their design works according to the requirements of the design assignment;
?。?）承辦單位組織方案評審會，聽取入圍機(jī)構(gòu)現(xiàn)場匯報(bào)，評選出3家優(yōu)勝機(jī)構(gòu)，進(jìn)入綜合評定階段。
The organizers organize a review meeting,listen to the on-site reports of the shortlisted institutions,and select three institutions into the comprehensive evaluation stage.
3、綜合評定階段
Comprehensive Evaluation
主辦單位經(jīng)綜合評定確定1家設(shè)計(jì)機(jī)構(gòu)中選，完成后續(xù)方案整合深化。
The sponsors will set up a selected institution who will be responsible for deepening scheme design.

設(shè)計(jì)獎金
Design Bonus
本次國際征集設(shè)計(jì)獎金及補(bǔ)償費(fèi)總計(jì)1080萬元，由武鋼集團(tuán)有限公司向相關(guān)設(shè)計(jì)機(jī)構(gòu)支付。
The total amount of design bonus and compensation fee is 10.8 million CNY,paid by WISCO Group Co.,Ltd..
1、中選機(jī)構(gòu)獲得450萬元設(shè)計(jì)獎金和100萬元方案整合深化費(fèi)用，共計(jì)550萬元人民幣（含稅）。
The selected institution will receive a design bonus of 4.5 million CNY for design and 1 million CNY for integrating and deepening scheme,totaling 5.5 million CNY(including tax).
2、進(jìn)入綜合評定階段未中選的其他2家機(jī)構(gòu)依評審次序分別獲得設(shè)計(jì)補(bǔ)償費(fèi)200萬元、150萬元人民幣（含稅）。
The other two defeated institutions that entered the comprehensive evaluation stage will receive design compensation fees of 2 million CNY and 1.5 million CNY(including tax)respectively according to the evaluation ranking.
3、入圍并未進(jìn)入綜合評定階段的3家機(jī)構(gòu)各獲得設(shè)計(jì)補(bǔ)償費(fèi)60萬元人民幣（含稅）。
The remaining three shortlisted institutions will receive a design compensation fee of 600,000 CNY(including tax)each.

征集說明
Solicitation Descriptions
1、本次國際征集活動設(shè)計(jì)費(fèi)均以人民幣在境內(nèi)支付，國外設(shè)計(jì)機(jī)構(gòu)無法收取人民幣的，可授權(quán)國內(nèi)合法獨(dú)立法人代收款項(xiàng)。
The design fee in this Solicitation will be paid in RMB within China.If a foreign design institution cannot use its account to collect the RMB,it can authorize an independent legal entity in China to collect the money on behalf.
2、設(shè)計(jì)機(jī)構(gòu)對應(yīng)征作品享有署名權(quán)，經(jīng)主辦單位許可后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示其應(yīng)征作品。主辦單位、承辦單位以及項(xiàng)目建設(shè)單位有權(quán)在本項(xiàng)目的咨詢中使用應(yīng)征方案成果，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位在對本項(xiàng)目的方案作綜合調(diào)整時，可以全部或部分使用應(yīng)征方案成果，也可對其進(jìn)行修改，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位還可對所有應(yīng)征成果印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示、宣傳應(yīng)征方案成果。
The design institutions have the rights of authorship of concept design.With the permission of the Sponsors,concept design can be evaluated and displayed through mass media,professional magazines,books and periodicals or other forms.
主辦單位、承辦單位以及項(xiàng)目建設(shè)單位有權(quán)在本項(xiàng)目的咨詢中使用應(yīng)征方案成果，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位在對本項(xiàng)目的方案作綜合調(diào)整時，可以全部或部分使用應(yīng)征方案成果，也可對其進(jìn)行修改，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位還可對所有應(yīng)征成果印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示、宣傳應(yīng)征方案成果。
The Sponsors,Organizers and the project construction company have the rights to use concept design in the consultation of this project,the rights to wholly or partly use or adjust concept design in comprehensive adjustments to the project plan,and the rights to print,publish and exhibit all concept designs through mass media,professional magazines,books and periodicals or other forms.
3、設(shè)計(jì)方案應(yīng)為原創(chuàng)且未以任何形式公開發(fā)表。設(shè)計(jì)方案或任何用于創(chuàng)作參選作品的素材均不得侵犯第三方的任何著作權(quán)、商標(biāo)權(quán)、專利權(quán)及其他權(quán)利。若發(fā)生以上侵權(quán)行為，由此引發(fā)的一切糾紛或法律責(zé)任由設(shè)計(jì)機(jī)構(gòu)承擔(dān)；給主辦單位造成的損失的，由設(shè)計(jì)機(jī)構(gòu)賠償。
Concept design should be original and not have been published in any form.The design or any material used should not infringe any copyright,trademark right,patent right and other rights of any third party.If the above infringement occurs,all disputes or legal liabilities arising therefrom shall be borne by the design institution;if infringement causes losses,the compensation will be borne by the design institution too.
4、設(shè)計(jì)機(jī)構(gòu)應(yīng)遵守國家的有關(guān)保密規(guī)定，妥善保管主辦單位提供的圖紙資料，并保護(hù)其知識產(chǎn)權(quán)。未經(jīng)主辦單位許可不得將圖紙資料或設(shè)計(jì)成果向第三方轉(zhuǎn)讓或用于本項(xiàng)目外的其他項(xiàng)目。
Design institutions shall abide by the relevant confidentiality regulations of the state,properly keep the drawings and materials provided by the Sponsors,and protect their intellectual property rights.Without the permission of the Sponsors,the drawing materials or design works shall not be transferred to any third party or be used in other projects.
5、參加本次國際征集活動的設(shè)計(jì)機(jī)構(gòu)均被視為承認(rèn)本公告的所有條款。中選機(jī)構(gòu)應(yīng)負(fù)責(zé)后續(xù)整合深化，并作為獲得設(shè)計(jì)獎金的條件。
Design institutions participating in this Solicitation are deemed to acknowledge all the provisions in this Announcement.The bid winner shall be responsible for the subsequent integration and detailing,which should be a condition for obtaining the design bonus.
6、本次國際征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。
The laws and regulations applied to the solicitation activity and related documents are only those of the People's Republic of China.
7、本次國際征集活動規(guī)則最終解釋權(quán)歸主辦單位所有。
The Sponsors reserve the right of final interpretation of the rules of this international open solicitation.
