項(xiàng)目背景
1.Project background
為加快推進(jìn)武漢新城建設(shè)，按照省市區(qū)各級(jí)工作部署和要求，率先啟動(dòng)武漢新城中軸線重大項(xiàng)目建設(shè)，快速開(kāi)展世界自然博物館和武漢新城體育中心方案研究工作。
In order to took the lead in initiating the construction of Wuhan New City,according to the work deployment and requirements at all levels of the provincial and urban areas,accelerate the construction of major projects on the central axis of Wuhan New City,and quickly carry out the research work on the World Museum of Nature and Wuhan New City Sports Center.
《中華人民共和國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃和2035年遠(yuǎn)景目標(biāo)綱要》提出，堅(jiān)持以人民為中心的發(fā)展思想，積極回應(yīng)人民群眾的訴求和期盼，以滿足人民日益增長(zhǎng)的美好生活需要為根本目的，堅(jiān)持共同富裕方向，推動(dòng)社會(huì)和經(jīng)濟(jì)的可持續(xù)高質(zhì)量發(fā)展，是“十四五”時(shí)期經(jīng)濟(jì)社會(huì)發(fā)展必須遵循的根本原則?！笆奈濉币?guī)劃提出將建設(shè)體育強(qiáng)國(guó)作為2035年遠(yuǎn)景目標(biāo)之一，并對(duì)各方面工作指出發(fā)展思路。以提高人民生活質(zhì)量為目標(biāo)，著重引導(dǎo)包括體育在內(nèi)的基本公共服務(wù)均等化。
According to the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Long-term Goals for 2035,it is necessary to adhere to a people-centered development philosophy,actively respond to the aspirations and expectations of the people,meet the people's ever-growing needs for a better life as the fundamental purpose,adhere to the direction of common prosperity,and promote sustainable and high-quality social and economic development.It is the fundamental principle that economic and social development must follow during the"14th Five-Year Plan"period.The"14th Five-Year Plan"puts forward the construction of sports power as one of the long-term goals in 2035,and points out the development ideas for various aspects of work.With the goal of improving people's quality of life,we will focus on ensuring equal access to basic public services,including sports.
湖北省《政府工作報(bào)告》要求，縱深推進(jìn)以武鄂黃黃為核心的武漢都市圈發(fā)展，高標(biāo)準(zhǔn)啟動(dòng)武漢新城建設(shè)。武漢市《政府工作報(bào)告》明確，高標(biāo)準(zhǔn)啟動(dòng)武漢新城建設(shè)，打造武漢都市圈高質(zhì)量發(fā)展和區(qū)域協(xié)同發(fā)展主引擎?！段涠觞S黃規(guī)劃建設(shè)綱要大綱》發(fā)布，明確武漢新城總體定位為武鄂黃黃城市中心，武漢都市圈高質(zhì)量發(fā)展主引擎。
Hubei Province's"Government Work Report"requires in-depth promotion of the development of Wuhan metropolitan area with City Wuhan&Ezhou&Huangshi&Huanggang as the core,and a high standard to start the construction of Wuhan New city.The Wuhan Government Work Report makes it clear that the construction of Wuhan New City should be started with high standards,and the main engine of high-quality development and regional coordinated development of Wuhan metropolitan area should be created.The Outline of City Wuhan&Ezhou&Huangshi&Huanggang Planning and Construction was released,clarifying the overall positioning of Wuhan New City as the urban center of City Wuhan&Ezhou&Huangshi&Huanggang and the main engine for the high-quality development of Wuhan metropolitan area.
中央宣傳部、國(guó)家發(fā)展改革委、教育部、科技部、民政部、財(cái)政部、人力資源社會(huì)保障部、文化和旅游部、國(guó)家文物局《關(guān)于推進(jìn)博物館改革發(fā)展的指導(dǎo)意見(jiàn)》（文物博發(fā)〔2021〕16號(hào)）提出，要整合不同層級(jí)博物館發(fā)展，實(shí)施中國(guó)特色世界一流博物館創(chuàng)建計(jì)劃，重點(diǎn)培育十至十五家代表中國(guó)特色中國(guó)風(fēng)格中國(guó)氣派、引領(lǐng)行業(yè)發(fā)展的世界一流博物館。
The Central Publicity Department,the National Development and Reform Commission,the Ministry of Education,the Ministry of Science and Technology,the Ministry of Civil Affairs,the Ministry of Finance,the Ministry of Human Resources and Social Security,the Ministry of Culture and Tourism,and the State Administration of Cultural Heritage put forward the Guiding Opinions on Promoting the Reform and Development of Museums(Cultural Relics Bofa(2021)No.16)to integrate the development of museums at different levels and implement the plan to create a world-class museum with Chinese characteristics.Focus on cultivating 10-15 world-class museums that represent Chinese characteristics,Chinese style and Chinese style and lead the development of the industry.
國(guó)家體育總局《“十四五”體育發(fā)展規(guī)劃》（2021-2025）中提出：推進(jìn)全民健身場(chǎng)地設(shè)施建設(shè)。組織實(shí)施全民健身場(chǎng)地設(shè)施補(bǔ)短板工程，利用中央資金支持地方重點(diǎn)推進(jìn)體育公園、全民健身中心、公共體育場(chǎng)、社會(huì)足球場(chǎng)、健身步道、戶外運(yùn)動(dòng)公共服務(wù)設(shè)施建設(shè)。
The State General Administration of Sport proposed in the"14th Five-Year Plan for Sports Development"(2021-2025):Promote the construction of national fitness venues and facilities.We will organize the implementation of the project to strengthen the weaknesses of national fitness venues and facilities,and use central funds to support local governments in the construction of sports parks,national fitness centers,public stadiums,social soccer fields,fitness trails,and public service facilities for outdoor sports.
《武漢市體育事業(yè)發(fā)展“十四五”規(guī)劃》提出，力爭(zhēng)到2025年，把武漢打造成人民體質(zhì)明顯增強(qiáng)、人才培養(yǎng)全國(guó)領(lǐng)先、體育產(chǎn)業(yè)發(fā)展壯大、重大賽事效益顯著、體育文化氛圍濃郁的具有國(guó)際知名度的活力之都、健康之城。
The"14th Five-Year Plan for the Development of Wuhan Sports"proposes that by 2025,Wuhan will be built into a dynamic and healthy city with international reputation,with significantly enhanced people's physical fitness,leading talent training in the country,growing sports industry,significant benefits from major events,and a strong sports culture atmosphere.

項(xiàng)目位置與規(guī)模
2.Project location and scale
世界自然博物館位于未來(lái)一路以東，高新大道以北，建設(shè)用地約15公頃；武漢新城體育中心位于未來(lái)一路以東，高新大道以北，建設(shè)用地約25.4公頃。
The World Museum of Nature is located in the east of the Future First Road,north of the High-tech Avenue,the construction land is about 15 hectares;Wuhan New Town Sports Center is located in the east of the future First Road,north of Gaoxin Avenue,the construction land is about 25.4 hectares.
項(xiàng)目總投資約37億元，其中世界自然博物館投資約20億元，武漢新城體育中心投資約17億元。
The total investment of the project is about 3.7 billion yuan,of which about 2 billion yuan is invested in the World Museum of Nature and about 1.7 billion yuan is invested in the Wuhan New Town Sports Center.

3.Design requirements(see design specification for details)
（1）規(guī)劃設(shè)計(jì)范圍：南臨高新大道，西臨未來(lái)一路，北臨長(zhǎng)嶺山街，東臨未來(lái)二路（以下簡(jiǎn)稱“基地”），用地面積約87公頃。本項(xiàng)目設(shè)計(jì)內(nèi)容為用地87公頃范圍內(nèi)的世界自然博物館和武漢新城體育中心及體育公園,結(jié)合自然風(fēng)貌，南北山水主軸與東西山水廊道，統(tǒng)籌考慮場(chǎng)地內(nèi)古姆山山體、水體修復(fù)利用、景觀及建筑室內(nèi)外場(chǎng)地的整體規(guī)劃。
(1)The scope of planning and design:The south is adjacent to Gaoxin Avenue,the west is adjacent to Future 1st Road,the north is adjacent to Changlingshan Street,and the east is adjacent to Future 2nd Road(hereinafter referred to as the"Base"),with a land area of about 87 hectares.The design content of this project is the World Museum of Nature and the sports center and sports park of Wuhan New City within the area of 87 hectares.Combined with the natural features,the north-south landscape axis and the east-west landscape corridor,the overall planning of the Goum mountain,water restoration and utilization,landscape and the indoor and outdoor sites of the building are taken into account.

征集方式
4.Method of solicitation
本次征集采用公開(kāi)報(bào)名方式，通過(guò)資格預(yù)審評(píng)選出七家高水平應(yīng)征人參與下一階段建筑方案設(shè)計(jì)。
This solicitation adopts the open registration method,and 7 high-level applicants are selected to participate in the next stage of architectural design through pre-qualification.

5.Open registration requirements
?。?）應(yīng)征人如為國(guó)內(nèi)企業(yè)，須具備中華人民共和國(guó)建設(shè)行政主管部門頒發(fā)的工程設(shè)計(jì)綜合甲級(jí)或建筑行業(yè)（建筑工程）設(shè)計(jì)甲級(jí)資質(zhì)；如為境外及港澳臺(tái)地區(qū)應(yīng)征人，則應(yīng)當(dāng)具備其注冊(cè)所在國(guó)或所在地區(qū)主管機(jī)關(guān)核發(fā)的從事建筑、工程設(shè)計(jì)相應(yīng)資格或能力證明文件。
(1)The domestic enterprise shall have Grade A comprehensive engineering design qualification or Grade A construction industry(construction engineering)design qualification issued by the competent department of construction administration of the People's Republic of China;A design entity from overseas or Hong Kong,Macao and Taiwan shall have the relevant qualification or ability certificate issued by the competent authority of the country or region where it is registered to engage in architecture and engineering design.
?。?）應(yīng)征人應(yīng)同時(shí)具有①建筑面積五萬(wàn)平米以上文化藝術(shù)場(chǎng)（展）館類的設(shè)計(jì)工作業(yè)績(jī)；②建筑面積十萬(wàn)平米以上體育中心類的設(shè)計(jì)工作業(yè)績(jī)。
?。?）The applicant should also have the design performance of cultural and art field(exhibition)with a construction area of more than 50,000 square meters;②Design performance of sports centers with a construction area of more than 100,000 square meters.
?。?）應(yīng)征人擬擔(dān)任本項(xiàng)目的設(shè)計(jì)負(fù)責(zé)人應(yīng)具備有效的一級(jí)注冊(cè)建筑師執(zhí)業(yè)證書，或具備高級(jí)建筑工程師職稱（境外應(yīng)征人項(xiàng)目負(fù)責(zé)人具有相應(yīng)執(zhí)業(yè)資格）。
(3)The applicant who intends to serve as the design leader of the project shall have a valid first-class registered architect practicing certificate,or a senior architectural engineer title(the project leader of the overseas applicant shall have the corresponding practicing qualification).
?。?）法定代表人為同一人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)參加本項(xiàng)目的方案征集活動(dòng)。
(4)Two or more legal persons,parent company,wholly-owned subsidiary and holding company whose legal representative is the same person shall not participate in the scheme solicitation activities of this project at the same time.
?。?）本次征集活動(dòng)接受聯(lián)合體報(bào)名。聯(lián)合體報(bào)名時(shí)須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂《聯(lián)合體協(xié)議書》后，不得再以自己名義單獨(dú)報(bào)名，也不得組成新的聯(lián)合體或參與其他聯(lián)合體的報(bào)名，否則報(bào)名無(wú)效。根據(jù)本次征集項(xiàng)目特點(diǎn)，為保證應(yīng)征人對(duì)項(xiàng)目所在地文化和國(guó)內(nèi)相關(guān)標(biāo)準(zhǔn)規(guī)范的準(zhǔn)確理解，境外應(yīng)征人須與境內(nèi)應(yīng)征人組成聯(lián)合體參與，并以境內(nèi)應(yīng)征人作為聯(lián)合體牽頭單位。
(5)This solicitation activity accepts joint registration.When applying for a consortium,the consortium agreement shall be submitted,and the principal entity of the consortium shall be specified in the agreement.After each member of the Consortium has signed the Consortium Agreement,he/she shall not register in his/her own name,form a new consortium or participate in the registration of other consortiums,otherwise the registration shall be invalid.According to the characteristics of this collection project,in order to ensure the applicant's accurate understanding of the local culture of the project and the relevant domestic standards and norms,the overseas applicant shall form a consortium with the domestic applicant as the lead unit of the consortium.
（6）設(shè)計(jì)團(tuán)隊(duì)要求：

?、偈紫O(shè)計(jì)師必須負(fù)責(zé)主創(chuàng)、參加現(xiàn)場(chǎng)踏勘及匯報(bào)評(píng)審等，中選應(yīng)征人首席設(shè)計(jì)師需按照征集人要求參加后續(xù)深化設(shè)計(jì)工作。
?、賂he chief designer must be responsible for the main creation,participate in the site survey and report review,etc.The chief designer of the selected candidate shall participate in the subsequent deepening design work according to the requirements of the organizer.
?、谠O(shè)計(jì)過(guò)程中若首席設(shè)計(jì)師與征集材料所提交的信息不符或未經(jīng)征集人認(rèn)可擅自更換首席設(shè)計(jì)師的，則視為參加資格無(wú)效。
?、贒uring the design process,if the chief designer does not conform to the information submitted in the solicitation materials or changes the chief designer without the approval of the organizer,the qualification will be deemed invalid.

6.Solicitation process
本次征集分為三個(gè)階段，分別為報(bào)名及資格預(yù)審階段、建筑方案設(shè)計(jì)及評(píng)審階段、綜合評(píng)定階段。
The solicitation is divided into three stages,namely the registration and pre-qualification stage,the architectural design and evaluation stage,and the comprehensive evaluation stage.
?。?）第一階段：報(bào)名及資格預(yù)審階段（十一天）
(1)Phase 1:Registration and pre-qualification phase(11 days)
發(fā)布征集公告，公開(kāi)接受國(guó)內(nèi)外應(yīng)征人（包括聯(lián)合體）的報(bào)名。應(yīng)征人提交資信文件（綜合業(yè)績(jī)、項(xiàng)目負(fù)責(zé)人資歷、設(shè)計(jì)團(tuán)隊(duì)實(shí)力、概念提案等），征集人組織資格預(yù)審會(huì)，投票評(píng)選出7家無(wú)排序的入圍應(yīng)征人進(jìn)入下一階段工作并發(fā)出征集文件。
Publish the announcement of solicitation,and openly accept the application of domestic and foreign candidates(including consortia).The applicant submits the credit documents(comprehensive performance,qualifications of project leaders,strength of design team,concept proposal,etc.),and the solicitor organizes the pre-qualification meeting,votes and selects 7 unranked finalists to enter the next stage of work and issues the solicitation documents.
?。?）第二階段：概念方案設(shè)計(jì)及評(píng)審階段（三十一天）
(2)Phase II:Conceptual design and evaluation phase(31days)

應(yīng)征人根據(jù)應(yīng)征文件送達(dá)順序依次進(jìn)行方案講解，應(yīng)征人須自帶筆記本電腦，結(jié)合相關(guān)PPT，對(duì)于本次方案進(jìn)行講解并接受專家質(zhì)詢，述標(biāo)時(shí)間不超過(guò)三十分鐘。
?、貾rogram explanation
The applicant shall explain the scheme in turn according to the order of delivery of the application documents.The applicant shall bring his own laptop,combine the relevant PPT,explain the scheme and accept the questions of the experts.The description time shall not exceed 30 minutes.
?、趹?yīng)征文件的詳細(xì)評(píng)審
評(píng)審委員會(huì)根據(jù)方案征集文件中規(guī)定的評(píng)審辦法，對(duì)方案創(chuàng)意、完整性及實(shí)施的可行性進(jìn)行評(píng)審，以打分形式對(duì)應(yīng)征人進(jìn)行排名。
?、贒etailed review of application documents
The evaluation committee shall evaluate the originality,completeness and feasibility of implementation of the program according to the evaluation methods specified in the program solicitation documents,and rank the candidates in the form of scoring.
?。?）第三階段：綜合評(píng)定階段（三天）
(3)The third stage:Comprehensive assessment stage(3 days)
經(jīng)上級(jí)主管部門評(píng)審后，確定最終應(yīng)征人中選單位排名，并由第一名完成后續(xù)方案深化設(shè)計(jì)。
The superior competent department reviews and agrees to determine the final applicant's selected unit ranking,and the first one completes the further design of the follow-up plan.

設(shè)計(jì)費(fèi)
7.Design fee
根據(jù)評(píng)審結(jié)果：
According to the review results:
?。?）給予最終排名第一名應(yīng)征人獎(jiǎng)金人民幣一百二十萬(wàn)元（含稅），第二至三名應(yīng)征人各人民幣八十萬(wàn)元（含稅）補(bǔ)償，第四至五名應(yīng)征人各人民幣六十萬(wàn)元（含稅）補(bǔ)償，第六至七名應(yīng)征人各人民幣四十萬(wàn)元（含稅）補(bǔ)償。若應(yīng)征人提交的方案未達(dá)到《設(shè)計(jì)任務(wù)書》和《建筑工程設(shè)計(jì)文件編制深度規(guī)定》（2016年版）中有關(guān)內(nèi)容及深度要求時(shí)，將取消其補(bǔ)償費(fèi)。
(1)Bonus of RMB 1.2 million(including tax)will be awarded to the first ranked applicant,RMB 800,000(including tax)compensation for the second to third candidates,RMB 600,000(including tax)compensation for the fourth to fifth candidates,and RMB 400,000(including tax)compensation for the sixth to seventh candidates.If the scheme submitted by the applicant does not meet the relevant content and depth requirements in the Design Task and the Regulations on the Depth of Preparation of Construction Design Documents(2016 edition),the compensation fee will be cancelled.
?。?）最終中選的應(yīng)征人須完成后續(xù)方案設(shè)計(jì)深化，方案設(shè)計(jì)深化費(fèi)用在現(xiàn)行國(guó)家收費(fèi)標(biāo)準(zhǔn)內(nèi)結(jié)合報(bào)價(jià)另行商議。
(2)The candidate who is finally selected shall complete the follow-up plan design deepening,The cost of deepening the scheme design shall be separately negotiated within the current national charging standard combined with the quotation.
備注：以上費(fèi)用包含應(yīng)征人為完成方案設(shè)計(jì)所需的所有費(fèi)用，以及需要承擔(dān)根據(jù)國(guó)家及政府規(guī)定必須繳納的各種稅費(fèi)。除上述費(fèi)用外，應(yīng)征人自行承擔(dān)所有參加本次方案征集活動(dòng)相關(guān)的費(fèi)用，不論應(yīng)征的結(jié)果如何，方案征集人和代理機(jī)構(gòu)均不承擔(dān)這些費(fèi)用。
Note:The above fees include all the expenses required by the applicant to complete the scheme design,as well as all taxes and fees that must be paid according to the national and government regulations.In addition to the above expenses,the applicant shall bear all the expenses related to participating in the proposal solicitation.Regardless of the result of the application,the proposal solicitor and the agency shall not bear these expenses.

?。?）應(yīng)征人對(duì)應(yīng)征作品享有署名權(quán)，經(jīng)征集人許可后可通過(guò)傳播媒介、專業(yè)雜志、書刊或其他形式評(píng)價(jià)、展示其應(yīng)征作品。征集人、承辦單位以及項(xiàng)目建設(shè)單位有權(quán)在本項(xiàng)目的咨詢中使用應(yīng)征方案成果，征集人、承辦單位以及項(xiàng)目建設(shè)單位在對(duì)本項(xiàng)目的方案作綜合調(diào)整時(shí)，可以全部或部分使用應(yīng)征方案成果，也可對(duì)其進(jìn)行修改，征集人、承辦單位以及項(xiàng)目建設(shè)單位還可對(duì)所有應(yīng)征成果印刷、出版和展覽，可通過(guò)傳播媒介、專業(yè)雜志、書刊或其他形式評(píng)價(jià)、展示、宣傳應(yīng)征方案成果。
(1)The applicant shall have the right of authorship of the submitted works and may,with the permission of the organizer,evaluate and display the submitted works through the media,professional magazines,books or other forms.The host unit,the undertaking unit and the project construction unit have the right to use the results of the proposed scheme in the project consultation.The host unit,the undertaking unit and the project construction unit may use the results of the proposed scheme in whole or in part or modify them when making comprehensive adjustments to the project scheme.The organizer,the undertaking unit and the project construction unit may also print,publish and exhibit all the submitted results,and may evaluate,display and publicize the submitted results through the media,professional magazines,books or other forms.
?。?）設(shè)計(jì)方案應(yīng)為原創(chuàng)，且未以任何形式公開(kāi)發(fā)表。設(shè)計(jì)方案或任何用于創(chuàng)作參選作品的素材均不得侵犯第三方的任何著作權(quán)、商標(biāo)權(quán)、專利權(quán)及其他權(quán)利。若發(fā)生以上侵權(quán)行為，由此引發(fā)的一切糾紛或法律責(zé)任由應(yīng)征人承擔(dān)；給征集人造成的損失的，由應(yīng)征人賠償。
(2)The design proposal should be original and not published in any form.The design proposal or any materials used to create the entry shall not infringe any copyright,trademark,patent or other rights of a third party.If the above infringement occurs,all disputes or legal liabilities arising therefrom shall be borne by the applicant;Any loss caused to the organizer shall be compensated by the applicant.
?。?）應(yīng)征人應(yīng)遵守國(guó)家的有關(guān)保密規(guī)定，妥善保管征集人提供的圖紙資料，并保護(hù)其知識(shí)產(chǎn)權(quán)。未經(jīng)征集人許可不得將圖紙資料或設(shè)計(jì)成果向第三方轉(zhuǎn)讓或用于本項(xiàng)目外的其他項(xiàng)目。
(3)The applicant shall abide by the relevant confidentiality provisions of the State,properly keep the drawings and materials provided by the organizer,and protect its intellectual property rights.Without the permission of the organizer,the drawings or design results shall not be transferred to a third party or used for other projects other than this project.
（4）參加本次征集活動(dòng)的應(yīng)征人均被視為承認(rèn)本公告的所有條款。中選應(yīng)征人應(yīng)負(fù)責(zé)后續(xù)建筑方案深化，并作為獲得設(shè)計(jì)獎(jiǎng)金的條件。
(4)Candidates participating in this solicitation are deemed to acknowledge all the terms of this announcement.The successful candidate shall be responsible for the subsequent construction proposal deepening as a condition of receiving the design prize.
