為加快推進武漢新城建設，按照省市區(qū)各級工作部署和要求，率先啟動武漢新城中軸線重大項目建設，現(xiàn)開展武漢新城市民中心項目和武漢新城國際會議會展中心方案研究工作。
In order to accelerate the construction of Wuhan New City,according to the work deployment and requirements at all levels of the province and the city,the first to start the construction of major projects in the central axis of Wuhan New City,and now carry out the Wuhan New City civic center project and Wuhan New City international conference and exhibition center program research.

項目概況
武漢新城市民中心和武漢新城國際會議會展中心處于南北山水主軸與東西山水廊道交匯處。其中武漢新城市民中心選址位于未來一路以東，高新二路以南；武漢新城國際會議會展中心選址位于未來二路以西，高新二路以南。
Wuhan New City Civic Center and Wuhan New City International Convention and Exhibition Center are located at the intersection of the North-South landscape axis and the east-west landscape corridor.Wuhan New City People's Center is located in the east of the future First Road,south of Gaoxin second Road;Wuhan New Town International Convention and Exhibition Center is located to the west of Future Second Road and south of Gaoxin Second Road.
項目總投資約68億元，其中武漢新城市民中心投資約28億元，武漢新城國際會議會展中心投資約40億元。
The total investment of the project is about 6.8 billion yuan,of which about 2.8 billion yuan is invested in Wuhan New City Civic Center and about 4 billion yuan is invested in Wuhan New City International Convention and Exhibition Center.

設計要求
1.研究范圍：北至高新二路，南至周莊路，西至未來一路，東至未來二路，四至圍合的區(qū)域。對山水主軸及項目內部布局的公共建筑所形成的生態(tài)景觀和城市空間景觀進行整體的謀劃與塑造。
1.Study area:North to Gaoxin No.2 Road,south to ZhouZhuang Road(tentative name),west to Future No.1 Road,east to Future No.2 Road,four to Wai Wai area.The ecological landscape and urban space landscape formed by the main axis of landscape and public buildings in the interior layout of the project are planned and shaped as a whole.
2.設計范圍：武漢新城市民中心，北至高新二路，西至未來一路，東至山水主軸，總用地面積約5.92公頃；武漢新城國際會議會展中心，北至高新二路，東至未來二路，西至山水主軸，總用地面積約9.4公頃；

征集方式
本次征集采用公開報名方式，通過資格預審評選出七家高水平應征人參與下一階段建筑方案設計。
This solicitation adopts the open registration method,and 7 high-level applicants are selected to participate in the next stage of architectural design through pre-qualification.

報名要求
1.應征人如為國內企業(yè)，須具備中華人民共和國建設行政主管部門頒發(fā)的工程設計綜合甲級或建筑行業(yè)（建筑工程）設計甲級資質；如為境外及港澳臺地區(qū)應征人，則應當具備其注冊所在國或所在地區(qū)主管機關核發(fā)的從事建筑、工程設計相應資格或能力證明文件。
1.The domestic enterprise shall have Grade A comprehensive engineering design qualification or Grade A construction industry(construction engineering)design qualification issued by the competent department of construction administration of the People's Republic of China;A design entity from overseas or Hong Kong,Macao and Taiwan shall have the relevant qualification or ability certificate issued by the competent authority of the country or region where it is registered to engage in architecture and engineering design.
2.應征人近五年應具有建筑面積十萬平方米以上公共建筑工程的建筑方案編制工作業(yè)績。
2.Candidates should have the construction plan preparation performance of public building projects with a construction area of more than 100,000 square meters in the past five years.
3.應征人擬擔任本項目的設計負責人應具備有效的一級注冊建筑師執(zhí)業(yè)證書，或具備高級建筑工程師職稱（境外應征人項目負責人具有相應執(zhí)業(yè)資格），且近五年應擔任過建筑面積十萬平方米以上公共建筑工程的建筑方案編制負責人。
3.The person in charge of the design of this project shall have the valid certificate of a registered architect,or the title of senior architectural engineer(the person in charge of the project of an overseas design unit shall have the corresponding qualification),and he/she shall have served as the person in charge of the architectural planning of the public building project with a building area of more than 100,000 square meters in the past 5 years.
4.法定代表人為同一人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時參加本項目的方案征集活動。
4.Two or more legal persons,parent company,wholly-owned subsidiary and holding company whose legal representative is the same person shall not participate in the scheme solicitation activities of this project at the same time.
5.本次征集活動接受聯(lián)合體報名。聯(lián)合體報名時須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂《聯(lián)合體協(xié)議書》后，不得再以自己名義單獨報名，也不得組成新的聯(lián)合體或參與其他聯(lián)合體的報名，否則報名無效。根據本次征集項目特點，為保證應征人對項目所在地文化和國內相關標準規(guī)范的準確理解，境外應征人須與境內應征人組成聯(lián)合體參與，并以境內應征人作為聯(lián)合體牽頭單位。
5.This solicitation activity accepts the registration of the consortium.When applying for the consortium,the consortium agreement shall be submitted,and the principal entity of the consortium shall be specified in the agreement.After the signing of the Consortium Agreement,each member of a consortium shall not enter a consortium in its own name,form a new consortium or participate in the registration of other consortiums;otherwise,the registration shall be invalid.According to the features of this collection of projects,in order to ensure the applicant's accurate understanding of the local culture of the project and the relevant domestic standards and norms,the overseas design company shall form a consortium with the domestic design company,and the domestic design company shall take the lead in the consortium.
6.設計團隊要求：

?、偈紫O計師必須負責主創(chuàng)、參加現(xiàn)場踏勘及匯報評審等，中選應征人的首席設計師需按照征集人要求參加后續(xù)深化設計工作。
?、賂he chief designer must be responsible for the main creation,participate in the site survey and report review,etc.The chief designer who is selected shall participate in the subsequent deepening design work according to the requirements of the solicitor.
?、谠O計過程中若首席設計師與征集材料所提交的信息不符或未經征集人認可擅自更換首席設計師的，則視為參加資格無效。
?、贒uring the design process,if the lead designer does not conform to the information submitted in the solicitation materials or changes the lead designer without the approval of the solicitor,the qualification will be deemed invalid.

征集流程
本次征集分為三個階段，分別為報名及資格預審階段、建筑方案設計及評審階段、綜合評定階段。
The solicitation is divided into three stages,namely the registration and pre-qualification stage,the architectural design and evaluation stage,and the comprehensive evaluation stage.
1.第一階段：報名及資格預審階段（十一天）
1.Phase 1:Registration and pre-qualification phase(11 days)
發(fā)布征集公告，公開接受國內外應征人（包括聯(lián)合體）的報名。應征人提交資信文件（綜合業(yè)績、項目負責人資歷、設計團隊實力、概念提案等，其中概念提案不得超過2個），征集人組織資格預審會，投票評選出7家無排序的入圍應征人進入下一階段工作并發(fā)出征集文件。
Publish the announcement of solicitation,and openly accept the application of domestic and foreign candidates(including consortia).The applicant shall submit credit documents(comprehensive performance,qualifications of project leaders,strength of design team,concept proposals,etc.,of which the concept proposals shall not exceed 2),and the solicitor shall organize a pre-qualification meeting to vote and select 7 unranked finalists to enter the next stage of work and issue the solicitation documents.
2.第二階段：建筑方案設計及評審階段（三十一天）
2.Phase 2:Architectural Proposal Design and Evaluation Phase(31 days)
?、俜桨钢v解（其中概念性方案不得超過2個）
應征人根據應征文件送達順序依次進行方案講解，應征人須自帶筆記本電腦，結合相關PPT，對于本次方案進行講解并接受專家質詢，每個方案述標時間不超過三十分鐘。
?、貾rogram explanation(no more than 2 conceptual programs)
The applicant shall explain the scheme in turn according to the order of delivery of the application documents.The applicant shall bring his own laptop,combine the relevant PPT,explain the scheme and accept the expert inquiry.The time of each scheme description shall not exceed 30 minutes.
?、趹魑募脑敿氃u審
評審委員會根據方案征集文件中規(guī)定的評審辦法，對方案創(chuàng)意、完整性及實施的可行性進行評審，以打分形式對應征人進行排名。
?、贒etailed review of application documents
The evaluation committee shall evaluate the originality,completeness and feasibility of implementation of the program according to the evaluation methods specified in the program solicitation documents,and rank the candidates in the form of scoring.
3.第三階段：綜合評定階段（三天）
3.The third stage:Comprehensive assessment stage(3 days)
經上級主管部門評審后，確定最終應征人中選單位排名，并由第一名完成后續(xù)方案深化設計至報規(guī)方案深度。
The superior competent department reviews and agrees to determine the final applicant's selected unit ranking,and the first one completes the further design of the follow-up plan.

設計費
根據評審結果：
According to the review results:
1.給予最終排名第一名應征人獎金人民幣一百萬元（含稅），第二至三名應征人各人民幣八十萬元（含稅）補償，第四至五名應征人各人民幣五十萬元（含稅）補償，第六至七名應征人各人民幣三十萬元（含稅）補償。若應征人提交的方案未達到《設計任務書》和《建筑工程設計文件編制深度規(guī)定》（2016年版）中有關內容及深度要求時，將取消其補償費。
1.Reward RMB 1 million(including tax)to the top candidate,RMB 800,000(including tax)to the top 2-3 candidates,RMB 500,000(including tax)to the top 4-5 candidates,and RMB 300,000(including tax)to the top 6-7 candidates.If the scheme submitted by the applicant does not meet the relevant content and depth requirements in the Design Task and the Regulations on the Depth of Preparation of Construction Design Documents(2016 edition),the compensation fee will be cancelled.
2.最終中選的應征人須完成后續(xù)方案設計深化至報規(guī)方案深度，方案深化費用另行商議。
2.The candidate who is finally selected shall complete the follow-up plan design deepening,and the cost of the plan deepening shall be discussed separately.
備注：以上費用包含應征人為完成方案設計所需的所有費用，以及需要承擔根據國家及政府規(guī)定必須繳納的各種稅費。除上述費用外，應征人自行承擔所有參加本次方案征集活動相關的費用，不論應征的結果如何，方案征集人和代理機構均不承擔這些費用。
Note:The above fees include all the expenses required by the applicant to complete the scheme design,as well as all taxes and fees that must be paid according to the national and government regulations.In addition to the above expenses,the applicant shall bear all the expenses related to participating in the proposal solicitation.Regardless of the result of the application,the proposal solicitor and the agency shall not bear these expenses.
