資格預審公告|奉賢新城江海經(jīng)濟園區(qū)轉型城市設計方案國際征集
上海國際招標有限公司受上海市奉賢區(qū)南橋鎮(zhèn)人民政府（以下簡稱“主辦單位”）和上海市奉賢區(qū)規(guī)劃和自然資源局（以下簡稱“指導單位”）的委托，作為征集代理，就奉賢新城江海經(jīng)濟園區(qū)轉型城市設計組織開展方案國際征集活動，歡迎有興趣參與應征的申請人參加本次征集活動。本次征集將通過公開資格預審的方式從所有申請人中擇優(yōu)選取三（3）名應征人參加征集。
Entrusted by People's Government of Nanqiao Town,Fengxian District,Shanghai(“Organizer”）and Shanghai Fengxian District Planning and Natural Resource Bureau(“Supervisor”)as the Solicitation Agency,Shanghai International Tendering Co.,Ltd.(“SITC”)is organizing the International Scheme Solicitation for Urban Design of Jianghai Economic Park’s Transformation in Fengxian New City(“Project”).SITC welcomes all Applicants who are interested in this Project to participate.Through open prequalification,3 applicants(“Shortlisted Applicants”)will be selected to enter the following Solicitation Stage.

Project Background
征集背景
《上海市城市總體規(guī)劃（2017—2035年）》將位于重要區(qū)域廊道上、發(fā)展基礎較好的嘉定、青浦、松江、奉賢、南匯5個新城，培育成在長三角城市群中具有輻射帶動作用的綜合性節(jié)點城市，奉賢新城向南依托滬甬跨海交通廊道（規(guī)劃中）與杭州灣城市群競合發(fā)展，將打造成為新片區(qū)西部門戶、南上海城市中心、長三角活力新城。
The Overall Urban Plan of Shanghai(2017-2035)aims to cultivate five new cities,namely Jiading,Qingpu,Songjiang,Fengxian and Nanhui,which are located on important regional corridors and have a good foundation for development,into comprehensive node cities that play a radiating and driving role in the Yangtze River Delta city cluster.Fengxian New City,relying on the Shanghai-Ningbo cross-sea transportation corridor(under planning)to the south,will develop jointly with the Hangzhou Bay city cluster,and will become the western gateway of the new area,the urban center of South Shanghai and the dynamic new city of the Yangtze River Delta.
目前奉賢新城單元規(guī)劃對江海園區(qū)的開發(fā)總量、功能導向、人口容量、基礎配套等要求已初步明確，擬通過本次城市設計國際方案征集，進一步明確產(chǎn)業(yè)發(fā)展與功能內涵，優(yōu)化空間布局，創(chuàng)新發(fā)展路徑，塑造空間特色，高起點、高品質、高標準規(guī)劃建設江海產(chǎn)業(yè)轉型試點園區(qū)。
At present,the unit planning of Fengxian New City has preliminatively defined the requirements of Jianghai Park,such as the total amount of development,functional orientation,population capacity and basic supporting facilities.It is planned to further clarify the industrial development and functional connotation,optimize the spatial layout,innovate the development path,and shape the spatial characteristics through this Project.Planning and construction of Jianghai industrial-transformation Park with high starting point,high quality and high standard.

Project Scope
征集范圍和內容
本次城市設計分為研究范圍和設計范圍兩個層次。
This urban design is divided into two levels:research and design.
2.1
研究范圍Research Scope
重點以奉賢新城南橋鎮(zhèn)部分滬金高速以西城鎮(zhèn)開發(fā)邊界內約31.61平方公里為研究范圍，綜合考慮周邊重要功能板塊如南橋老鎮(zhèn)區(qū)、工業(yè)綜合開發(fā)區(qū)等與江海園區(qū)的相互關系，可根據(jù)需要將研究范圍適當擴展至南上海以及杭州灣地區(qū)。
The Research Scope is focusing on the 31.61 km2 within the west development boundary of Hu-Jin Expressway in Nanqiao Town,considering the relationship between the surrounding important functional plates such as Nanqiao Old Town Area,Industrial Comprehensive Development Zone and Jianghai Park.It could be extended to South Shanghai and Hangzhou Bay Area according to needs.

設計范圍Design Scope
設計范圍北至東方美谷大道－環(huán)城西路－程普路，東至南橋路，南至航南公路，西至南竹港，設計范圍面積約315.75公頃。
The Design Scope is about 315.75 hectares which extends to East Meigu Avenue-West Huancheng Road-Chengpu Road in the North,Nanqiao Road in the East,Hangnan Road in the South,and Nanzhu Port in the West.

Requirements of Eligible Applicants
合格申請人資格條件
3.1
申請人須具有獨立承擔民事責任的能力，不接受自然人參與應征。
An Applicant must have the ability to bear civil liability independently,and the participation of natural person is not accepted.
3.2
申請人須在其所在國家或地區(qū)合法注冊，并具有開展城市設計的經(jīng)驗及能力。
An Applicant must be legally registered in its country or region and have the experience and ability to engage in urban design.
3.3
申請人須具有與本次征集內容類似的城市設計項目業(yè)績。
Applicants must have relevant experiences in urban design similar to this Project.
3.4
本項目接受聯(lián)合體，聯(lián)合體成員數(shù)量（含牽頭人）不得超過3家。聯(lián)合體的所有成員均須滿足本公告第3.1條和第3.2條的要求，聯(lián)合體綜合業(yè)績滿足本公告第3.3條的要求即可。聯(lián)合體的組成以提交的資格預審《申請文件》為準。聯(lián)合體各方不得再以自己名義單獨參與本次征集，也不得同時加入?yún)⑴c本次征集的其他聯(lián)合體，否則，相關《申請文件》均被否決。
The Consortium is accepted in this Project.The number of all members of the Consortium shall not exceed 3.All members of the consortium must meet the requirements of Article 3.1 and Article 3.2 of this Announcement,and the comprehensive performance of the Consortium must meet the project experience requirements of Article 3.3.The composition of the consortium shall be based on the Application Document submitted.Each member to the Consortium shall not participate in this Solicitation alone in their own name,nor shall they join other Consortia participating in this Solicitation at the same time.Otherwise,the relevant Application Document shall be rejected.

Acquisition of Prequalification Document
《資格預審文件》的獲取
4.1
凡有意參加本次方案征集活動的潛在申請人，請于2023年7月30日11:00時至2023年8月6日16:00時（北京時間，下同），在上海國際招標有限公司網(wǎng)站（www.shabidding.com，下同）在線領取《資格預審文件》。
All potential Applicants who are interested in participating in this Project can download the Prequalification Document through SITC Website(www.shabidding.com)from 11:00 Jul.30th to 16:00 Aug.6th,2023(Beijing Time,same hereinafter).
4.2
申請人首次使用上海國際招標有限公司網(wǎng)站需完成注冊程序。已注冊的申請人可使用已獲取的供應商登錄名和密碼登錄并從網(wǎng)站采購公告欄的相應公告中進入，點擊右上角“領購”按鈕下載《資格預審文件》。征集代理不接受沒有在上海國際招標有限公司網(wǎng)站上注冊和沒有《資格預審文件》下載記錄的申請人提交的《申請文件》。如申請人為聯(lián)合體，無需在《資格預審文件》的獲取階段明確聯(lián)合體組成。聯(lián)合體組成以提交的資格預審《申請文件》為準。
Applicants who have never used SITC Website before shall finish the registration process first.Registered Applicants can download the Prequalification Document by clicking the“purchase”button in the corresponding announcement webpage on the purchase bulletin board of SITC Website after logging in.SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website.There is no need to clarify the composition of the Consortium at the stage of Prequalification Document Acquisition.The composition of the Consortium shall be specified in its submitted Application Document.
4.3
申請人成功領取《資格預審文件》并不意味著其資格條件符合要求。申請人是否符合本公告第3條“合格申請人資格條件”由資格預審評審委員會判定。
An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project.Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the Prequalification Jury.

Submission of Application Document
資格預審申請文件的提交
5.1
資格預審《申請文件》應以電子文件和紙質文件的形式提交。提交截止時間為2023年8月7日11:00時，提交的時間以電子文件上傳成功的時間為準。除了在截止時間前成功上傳的《申請文件》外，未在截止時間前上傳或以其他形式提交的《申請文件》一律不被受理。
The Application Document shall be submitted in Electronic Documents as well as Paper Documents.The submission deadline of Application Document is 11:00 Aug.7th,2023.The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted.Any late submission or submission in any other form will not be accepted.
5.2
電子文件包括全套正本《申請文件》的PDF掃描件和PPT文件。申請人應在上海國際招標有限公司網(wǎng)站本項目的領購頁面下，點擊“投標文件”按鈕后上傳資格預審《申請文件》的電子文件（以rar.或zip.形式壓縮后上傳，請注意無需加密）。
The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file.Applicants shall submit Electronic Documents by clicking the“tender document”button on the this Project’s webpage and uploading via on SITC website.(Please do not encrypt the uploaded compressed file in rar.or zip.form.)
5.3
申請人應將紙質《申請文件》2套（正本1套、副本1套），以專人送達或郵寄形式提交至征集代理，接收地址和聯(lián)系人詳見本公告第12條。
Applicants shall also submit 2 sets of Paper Documents of its Applicant Document(clearly mark one as“ORIGINAL”,and the another as“COPY”)by hand or by post to the address as list in Article 12 of the Prequalification Announcement.
5.4
申請人應當確保其提交的資格預審《申請文件》的電子文件和紙質文件內容一致。當資格預審《申請文件》的電子文件與紙質文件內容不一致時，以電子文件為準。
Applicants shall ensure that the contents of their Electronic and Paper Application Document submitted are consistent.In the event of any discrepancy between the Electronic Documents and the Paper Documents,the Electronic Documents shall prevail.

Prequalification
入圍方式
申請人提交了資格預審《申請文件》后，資格預審評審委員會將對申請人進行綜合評審和比較，選擇三（3）名申請人作為入圍的應征人。如申請人數(shù)量正好為三（3）名，資格預審評審委員會將對申請人的身份和資質、綜合實力、主創(chuàng)設計師的資歷、設計團隊的人員配置等進行是否符合項目要求的判定。如判定符合項目要求，三（3）名申請人直接入圍；如判定符合要求的申請人不足三（3）名，主辦單位保留重新組織資格預審的權利。如申請人少于三（3）名，主辦單位同樣保留重新組織資格預審的權利。
After the submission deadline of Application Document,the Prequalification Jury will conduct a comprehensive review of all Applicants and select 3 Applicants as Shortlisted Applicants.If there are exactly 3 Applicants,the Prequalification Jury will determine whether these Applicants meet the requirements of this Project by reviewing their identity and qualification,comprehensive ability,the qualifications of the chief designers,and the staffing of the design teams,etc.If it is determined that all 3 Applicants have met the requirements,all 3 applicants will be directly shortlisted;if less than 3 Applicants are determined to have met the requirements,the Organizer reserves the right to reorganize the Prequalification.If there are fewer than 3 Applicants,the Organizer also reserves the right to reorganize the Prequalification.

Solicitation Fee
方案征集費及深化設計費
7.1
入圍應征人在方案評審會結束，并經(jīng)方案評審委員會評定其方案符合《設計任務書》要求的，將各獲得方案征集費人民幣55萬元（含稅）。
Among Shortlisted Applicants,those whose deliverables of this Project are evaluated to have met the requirements set in the Design Program by the Scheme Review Committee will receive a Scheme Solicitation Fee of CNY 550,000.00(tax included)after the Scheme Review Meeting.
7.2
如經(jīng)方案評審委員會評定，應征人的方案沒有達到《設計任務書》要求的，應由方案評審委員會單獨出具書面意見且有半數(shù)以上評委簽字，具體闡明不符合要求的設計內容以及扣款標準，主辦單位將根據(jù)該書面意見扣減直至不支付該應征人的方案征集費。
If the Scheme Review Committee of the Scheme Review Meeting makes the decision that any Applicant’s deliverables of this Project failed to meet the requirements set in the Design Program,the Scheme Review Committee shall provide a written opinion with the signature of more than half of the committee to specify the unqualified contents and the deduction standard.The Organizer is entitled to deduct a portion or all amount of the Applicant’s Scheme Solicitation Fee according to this opinion.
7.3
主辦單位將委托優(yōu)勝的應征人承擔深化設計工作且深化設計成果須達到可指導控制性詳細規(guī)劃編制深度，深化設計費為人民幣180萬元（含稅）。
The Organizer will entrust the winning Shortlisted Applicant to undertake the deepening design work with the Deepening Design Fee of CNY 1,800,000.00(tax included).The deliverables of deepening design shall reach the depth that can be used to guide the controlled detailed planning.

Intellectual Property Rights
知識產(chǎn)權
申請人提交資格預審《申請文件》即視為接受以下知識產(chǎn)權條款。
Once submitting the Application Document,Applicants shall be deemed to have accepted the following terms of the intellectual property rights.
10.1
應征人承諾其擁有其提供服務時編制的所有圖紙、說明、電子文檔和其它相關文件（以下總稱“成果文件”）的合法權利和知識產(chǎn)權。
The Shortlisted Applicant shall guarantee that it has the legal rights and intellectual property rights of all drawings,descriptions,electronic files and other relevant documents(hereinafter referred to as"Deliverables")prepared when it provides services.
10.2
應征人為本項目編制的成果文件系專用于本項目，各方均不得超過此范圍使用。
The Deliverables prepared by the Shortlisted Applicant are exclusively for this Project and shall not be used by any party beyond this scope.
10.3
所有由應征人編制的成果文件，其著作權歸應征人所有。在主辦單位向應征人付清本公告第7條定義的方案征集費及深化設計費之后，除署名權等人身權利以外，該部分成果文件的所有權和著作權歸主辦單位所有，主辦單位有權使用、復制、修改及宣傳成果文件，應征人僅享有將成果文件用于自身宣傳、評獎、論文撰寫、員工職稱評定等的權利。
The Shortlisted Applicant has the copyright of all its Deliverables.Except for the moral rights such as right of paternity,the ownership and copyright of the Deliverables belongs to the Organizer upon full payment for the Solicitation Fee defined in Article 7 of the Prequalification Announcement.The Organizer has the right to use,copy,revise and publicize the Deliverables.The Shortlisted Applicant only has the right to use the Deliverables for self-promotion,award evaluation,paper writing and employee title evaluation.
10.4
應征人應保證提交的成果文件在中國境內或境外沒有且不會侵犯任何其他人的知識產(chǎn)權（包括但不限于著作權、專利權）或專有技術或商業(yè)秘密。應征人應保證，如其成果文件使用或包含任何其他人的知識產(chǎn)權或專有技術或商業(yè)秘密，應征人已經(jīng)獲得權利人的合法、有效、充分的授權。應征人因侵犯他人知識產(chǎn)權或專有技術或商業(yè)秘密所引起的全部法律責任應由應征人承擔。
The Shortlisted Applicant shall ensure that its Deliverables does not and will not infringe the intellectual property rights(including but not limited to copyright and patent right)or proprietary technology or trade secrets of any other person within or outside China.The Shortlisted Applicant shall guarantee that if its Deliverables uses or contains the intellectual property rights,proprietary technology or trade secrets of any other person,the Shortlisted Applicant has obtained the legal,effective and sufficient authorization of the owner.The Shortlisted Applicant shall be liable for all legal responsibilities arising from its infringement of others'intellectual property rights,proprietary technology or trade secrets.

11.1
資格預審公告使用中文和英文書寫。當中、英文兩種語言的意思表達不一致時，以中文為準。
The Prequalification Announcement is written both in Chinese and English.In case of inconsistency between Chinese and English,Chinese shall prevail.
11.2
凡參加本次資格預審的申請人均被視為同意并接受《資格預審文件》的全部內容及條款。
All Applicants participating in this prequalification are deemed to agree and accept all the contents and terms of the Prequalification Document.
11.3
申請人在資格預審《申請文件》中所列出的主創(chuàng)設計師須親自開展本項目的設計工作，須參加項目啟動會與現(xiàn)場踏勘，須進行成果方案匯報。因此，請所列出的主創(chuàng)設計師根據(jù)征集活動時間安排提前預留時間、做好準備。如因旅行限制原因，例如全球或區(qū)域流行病疫情等，主創(chuàng)設計師確實無法赴現(xiàn)場參會的，須在資格預審《申請文件》中進行說明，并承諾將通過視頻或電話會議的方式參會。所述情況將在資格預審評審時予以綜合考慮。
The chief designer listed in the Application Document must carry out the design work,attend the Kick-off Meeting,participate in Site Visit and present the Deliverables IN PERSON.Therefore,please make well preparation in advance according to the Schedule of Solicitation.If the chief designer is indeed unable to attend the meetings on site in the event of travel restrictions such as global or regional epidemics,he or she should make an explanation in the Application Document and promise to attend meetings by video or telephone.It will be taken into consideration by the Prequalification Jury.
11.4
本次征集活動及相關文件的最終解釋權歸主辦單位。
The Organizer reserves the right of final interpretation of this Project and related documents.
