平谷農(nóng)業(yè)中關(guān)村科技園區(qū)城市設(shè)計方案國際征集資格預(yù)審公告
北京市平谷區(qū)人民政府、北京市規(guī)劃和自然資源委員會作為主辦單位，北京市規(guī)劃和自然資源委員會平谷分局、北京平谷國家農(nóng)業(yè)科技園區(qū)管理委員會作為承辦單位現(xiàn)舉辦“中國·平谷農(nóng)業(yè)中關(guān)村科技園區(qū)城市設(shè)計方案國際征集”活動。本次方案征集活動將公開邀請具有相關(guān)規(guī)劃設(shè)計經(jīng)驗(yàn)的設(shè)計機(jī)構(gòu)前來申請應(yīng)征，提交資格預(yù)審申請文件（以下簡稱“申請文件”）。通過資格預(yù)審選取4個應(yīng)征人參加征集活動，并提交應(yīng)征設(shè)計成果。
Pinggu District People's Government of Beijing Municipality and Beijing Municipal Commission of Planning and Natural Resources as the Sponsors,together with Pinggu Sub-Bureau of the Beijing Municipal Commission of Planning and Natural Resources and the Beijing Pinggu National Agricultural Science and Technology Park Management Committee as the Organizers,are currently holding the"International Solicitation of Urban Design Proposals for Zhongguancun Agricultural Science and Technology Park in Pinggu,China.”Design entities worldwide with related planning and design experience are publicly invited to participate and submit the Application Documents for Prequalification(hereinafter referred to as“Application Documents”).The Sponsors will select four final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.
1.應(yīng)征申請人的資格
1.Eligibility and Qualifications of Applicants
1.1應(yīng)征申請人（以下簡稱“申請人”）應(yīng)為合法注冊的法人實(shí)體或由合法注冊的法人實(shí)體組成的項(xiàng)目聯(lián)合體。
1.1 Any prequalification Applicant(hereinafter referred to as"Applicant")shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.
1.2應(yīng)征申請人應(yīng)具有承擔(dān)本征集項(xiàng)目規(guī)劃設(shè)計的專業(yè)技術(shù)能力。
1.2 Applicants should possess the professional technical capacity to undertake the planning and design of this solicitation project.
1.2.1中華人民共和國境內(nèi)的設(shè)計機(jī)構(gòu)應(yīng)具有政府有關(guān)行政主管部門核發(fā)的：城鄉(xiāng)規(guī)劃編制甲級資質(zhì)或建筑行業(yè)（建筑工程）設(shè)計甲級及以上資質(zhì)；
1.2.1 Design entities within the People's Republic of China should have the following qualification issued by the relevant government administrative department:a qualification certificate of Grade A for urban and rural planning or a qualification certificate of Grade A for architectural design(architectural engineering)or above;
1.2.2中華人民共和國境外的設(shè)計機(jī)構(gòu)應(yīng)依其所屬國或所屬地區(qū)的管理規(guī)定具有城市規(guī)劃或建筑設(shè)計的執(zhí)業(yè)許可或經(jīng)營許可。
1.2.2 Design entities outside the People's Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations.
1.3香港、澳門特別行政區(qū)和臺灣地區(qū)的規(guī)劃設(shè)計機(jī)構(gòu)的資格要求參照境外設(shè)計機(jī)構(gòu)資格要求的規(guī)定。
1.3 The qualifications for planning and design entities from Hong Kong and Macau Special Administrative Regions as well as Taiwan shall refer to the requirements of qualifications for design entities outside the People’s Republic of China.
1.4本項(xiàng)目接受聯(lián)合體應(yīng)征。
1.4 This Project accepts applications from Consortia.
1.4.1聯(lián)合體的各成員應(yīng)共同簽署一份聯(lián)合體協(xié)議。
1.4.1 Members of a Consortium shall jointly sign a consortium agreement.
1.4.2組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請資格預(yù)審，也不得同時加入本項(xiàng)目其它聯(lián)合體申請資格預(yù)審。
1.4.2 Any partner of the Consortium shall neither individually apply for the prequalification in its own capacity,nor concurrently apply for the prequalification as a partner of another Consortium.
1.5除聯(lián)合體內(nèi)部的成員外，參加征集的應(yīng)征人之間不應(yīng)存在關(guān)聯(lián)關(guān)系。
1.5 Except for partners of a Consortium,the Participants in the solicitation shall not constitute or bear any affiliations.
2.征集方式：公開征集。

3.征集設(shè)計周期：約80天。

The Prequalification Documents for this Project can be downloaded from the website of Beijing Science Park Auction&Tender Co.,Ltd.
獲取資格預(yù)審文件的時間為2023年8月7日至2023年8月16日17:00（中國北京時間，下同）。北京科技園拍賣招標(biāo)有限公司網(wǎng)站將于2023年8月7日開通。
The date for obtaining Prequalification Documents is from August 7,2023 to 17:00 on August 16,2023(Beijing Time,the same below).The website of Beijing Science Park Auction&Tender Co.,Ltd.will be accessible on August 7,2023.
有意向參加應(yīng)征的申請人需先在北京科技園拍賣招標(biāo)有限公司網(wǎng)站（www.bkpmzb.com）下載資格預(yù)審文件領(lǐng)取登記表，填寫完成后以Word版本發(fā)送電子郵件至征集指定郵箱kjysanbu 163.com或遞交至征集組織機(jī)構(gòu)，征集組織機(jī)構(gòu)收到登記表后，再將資格預(yù)審文件的下載密碼發(fā)送給申請人。
Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science Park Auction&Tender Co.,Ltd.(www.bkpmzb.com).After completing the registration form,Applicants should email the Word version to kjysanbu 163.com or submit it to the Organizer of Solicitation.After receiving the registration form,the Organizer of Solicitation will send the download password of the Prequalification Documents to the Applicants.

申請文件遞交的截止時間為2023年8月22日中午12時00分，申請人應(yīng)在遞交截止時間之前將申請文件遞交至征集組織機(jī)構(gòu)。主辦單位、承辦單位和征集組織機(jī)構(gòu)將拒絕接收逾期送達(dá)的申請文件。
The deadline for submission of Application Documents is 12:00 noon on August 22,2023.Applicants shall submit such documents to the Organizer of Solicitation before the deadline.The Sponsors,Organizers and the Organizer of Solicitation will reject any application documents that arrive after the specified deadline.

6.1項(xiàng)目名稱：中國·平谷農(nóng)業(yè)中關(guān)村科技園區(qū)城市設(shè)計方案國際征集。
6.1 Project name:International Solicitation of Urban Design Proposals for Zhongguancun Agricultural Science and Technology Park in Pinggu,China.
6.2項(xiàng)目位置：位于北京市平谷區(qū)峪口鎮(zhèn)中心區(qū)南部（PG04-0102街區(qū)），南至峪達(dá)路，西至規(guī)劃峪豐路，東至蔡興路，北至冠宇前街及規(guī)劃農(nóng)創(chuàng)街。
6.2 Project location:Located in the south of the central area of Yukou Town,Pinggu District,Beijing(Block PG04-0102),it is bordered by Yuda Road to the south,planned Yufeng Road to the west,Caixing Road to the east,and Guanyu Front Street and planned Nongchuang Street to the north.

6.3項(xiàng)目規(guī)模：區(qū)域統(tǒng)籌研究范圍：峪口鎮(zhèn)中心區(qū)集中建設(shè)區(qū)及周邊國際化社區(qū)地塊，約359公頃；核心區(qū)詳細(xì)設(shè)計范圍：中國·平谷農(nóng)業(yè)中關(guān)村科技園區(qū)及農(nóng)業(yè)中關(guān)村會客廳，約115公頃。
6.3 Project scale:The scope of regional integrated research:the concentrated construction zone of the central area of Yukou Town and the surrounding plots designated for internationalized communities,spanning an approximate area of 359 hectares.The detailed design scope of the core area:the Zhongguancun Agricultural Science and Technology Park in Pinggu,China,as well as the Agriculture Zhongguancun Reception Hall plots,spanning approximately 115 hectares.

6.4 Design Specifications:
（1）區(qū)域統(tǒng)籌研究。建設(shè)中國·平谷農(nóng)業(yè)中關(guān)村高新技術(shù)產(chǎn)業(yè)示范區(qū)，聚焦農(nóng)業(yè)科技創(chuàng)新產(chǎn)業(yè)的核心區(qū)域，依據(jù)峪口鎮(zhèn)現(xiàn)狀條件和周邊農(nóng)業(yè)資源情況，統(tǒng)籌研究鎮(zhèn)中心區(qū)及周邊地塊功能布局安排，突出宜居宜業(yè)、綠色低碳、智慧農(nóng)業(yè)、國際交往、生態(tài)韌性等特征，打造服務(wù)高科技人才、優(yōu)質(zhì)均衡的公共服務(wù)體系和平衡合理的職住關(guān)系，優(yōu)化農(nóng)業(yè)創(chuàng)新創(chuàng)業(yè)環(huán)境，建設(shè)綠色便捷的交通系統(tǒng)與智能低碳的基礎(chǔ)保障體系，并對農(nóng)業(yè)中關(guān)村學(xué)校、國際化社區(qū)等重要節(jié)點(diǎn)進(jìn)行研究，提出設(shè)計引導(dǎo)要求。
（1）Regional Integrated Research.The objective is to establish the China Pinggu Agricultural Zhongguancun High-Tech Industrial Demonstration Zone,with a primary focus on advancing the agricultural science and technology innovation industries.Considering the present conditions of Yukou Town and the surrounding agricultural resources,a comprehensive study is undertaken to plan the functional layout of the town center and the surrounding areas.The development places emphasis on key aspects such as enhancing livability and business-friendliness,promoting green and low-carbon initiatives,fostering smart agriculture,facilitating international interactions,and ensuring ecological resilience.The goal is to cultivate a public service system that caters to high-tech talents and promotes high-quality balanced services,and establish a balanced and reasonable work-life relationship for residents.In pursuit of this,efforts are being made to optimize the agricultural innovation and entrepreneurship environment,develop a green and convenient transportation system as well as intelligent and low-carbon infrastructure,carry out research on important nodes such as the Zhongguancun School of Agriculture and internationalized communities,and propose design guidance requirements.

?。?）Detailed design requirements for the core area(The level of details meets the requirement of urban design at the site plan stage).By comprehensively considering the functional orientation and development goals of the Park,the objective is to lead high-quality agricultural development through the utilization of cutting-edge technologies,clarify the industrial positioning,study industrial forms and functional composition that encourage the aggregation of innovative resources,and promote the in-depth integration of science and technology industries;benchmark world-class science and technology parks,create an appealing and distinctive image for high-tech agriculture,establish a spatial layout that integrates industry with urban areas,provide exceptional innovation spaces and supporting facilities for diverse innovative entities,formulate detailed design proposals,determine the architectural functions and planning indicators of each plot,foster green vibrant public spaces,enhance energy circulation,construct an intelligent and environmentally friendly science and technology park;conduct analysis on agricultural science and technology innovation scenarios,coordinate unique resource elements within and outside the Park,establish an agricultural landscape ecological system,achieve a harmonious balance between research and innovation production elements and non-construction space control,and materialize a green,low-carbon,and resilient agricultural town with a distinctive and captivating character.

8.1知識產(chǎn)權(quán)
8.1 Intellectual Property Rights(IPRs)
8.1.1本次方案征集中接收的所有有效的應(yīng)征文件（包括A3版面設(shè)計文冊、A0標(biāo)準(zhǔn)輕質(zhì)展板、電子文件和應(yīng)征設(shè)計方案著作權(quán)聲明等）均不退回。
8.1.1 All valid response proposals(including the A3 sized design book,A0 standard lightweight exhibition panel,electronic documents,and the Copyright Statement of Design Proposals)received in this solicitation will not be returned.
8.1.2應(yīng)征設(shè)計文件和設(shè)計成果的知識產(chǎn)權(quán)由主辦單位/承辦單位與應(yīng)征人共同享有。
8.1.2 The intellectual property rights(IPRs)of the Design Proposals and design results shall be commonly owned by the Sponsors/Organizers and the Participants.
8.1.3應(yīng)征人對其應(yīng)征設(shè)計文件享有署名權(quán)，在征得主辦單位/承辦單位書面同意后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示其應(yīng)征設(shè)計文件的相關(guān)內(nèi)容。除應(yīng)征人的設(shè)計標(biāo)準(zhǔn)、設(shè)計導(dǎo)則和繪圖元素以外，應(yīng)征人不得將應(yīng)征設(shè)計文件及設(shè)計成果用于其他的設(shè)計項(xiàng)目。
8.1.3 Participants hold the right of authorship for their Design Proposals and can comment on and display such Design Proposals in the forms of media communications,trade magazines,publications among others after granted with the Sponsors’/Organizers’consent in writing.The Participants shall not use the Design Proposals and design results on other design projects,except the Participants’design standards,design guides and principles,and drawing elements.
8.1.4應(yīng)征人應(yīng)保證提交的應(yīng)征設(shè)計文件及設(shè)計成果在中華人民共和國境內(nèi)或境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，如果其應(yīng)征設(shè)計文件使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人應(yīng)已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征人承擔(dān)。
8.1.4 Participants shall ensure that all the submitted Design Proposals and design results have not infringed upon and will not infringe upon IPRs(including but not limited to copyright and patent right)or proprietary technologies or trade secrets of others within or outside the People’s Republic of China.The Participants shall guarantee that if their Design Proposals use or include IPRs or proprietary technologies or trade secrets of others,the Participants shall have already obtained legitimate,valid and sufficient authorization from the right holders.The Participants shall take all liabilities for any compensations arising from infringement upon IPRs or know-how or trade secrets of others.
8.1.5主辦單位/承辦單位有權(quán)在本項(xiàng)目的規(guī)劃設(shè)計中使用應(yīng)征人提交的規(guī)劃設(shè)計成果，主辦單位/承辦單位在項(xiàng)目的規(guī)劃設(shè)計中或在規(guī)劃設(shè)計方案調(diào)整綜合時可以全部或部分使用應(yīng)征規(guī)劃設(shè)計成果的內(nèi)容，也可以對其進(jìn)行修改。主辦單位/承辦單位不得將應(yīng)征設(shè)計文件及設(shè)計成果用于本項(xiàng)目以外的其他項(xiàng)目。
8.1.5 The Sponsors/Organizers have the right to use the planning and design results submitted by the Participants in the planning and design of this Project.The Sponsors/Organizers are allowed to use the Design Proposals in whole or in part in the planning and design of this Project or the adjustment and integration of the planning and design proposals,and have the right to modify them.The Sponsors/Organizers shall not use the Design Proposals and design results for a purpose other than this Project.
8.1.6主辦單位/承辦單位可以對所有應(yīng)征設(shè)計文件及設(shè)計成果印刷、出版和展覽，并可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示、宣傳應(yīng)征設(shè)計文件及設(shè)計成果，但應(yīng)注明設(shè)計機(jī)構(gòu)的名稱。
8.1.6 The Sponsors/Organizers can print,publish and exhibit all the Design Proposals and design results,or comment on,display and publicize the Design Proposals and design results via media communications,trade magazines,publications or by other means.The precondition is indication of the names of design entities for such design.
8.1.7應(yīng)征建筑設(shè)計方案（如果有）的著作權(quán)歸屬于應(yīng)征人，但景觀小品及其建構(gòu)筑物除外。
8.1.7 The copyright of architectural design proposals(if any)shall belong to the Participants,except for landscape embellishments and their structures.
8.2應(yīng)征設(shè)計補(bǔ)償金
8.2 Compensations for Designs Proposals
承辦單位將向按征集文件的要求在規(guī)定的時間內(nèi)提交了有效應(yīng)征文件的應(yīng)征人支付應(yīng)征設(shè)計補(bǔ)償金（以下簡稱“補(bǔ)償金”），金額為人民幣60萬元（含稅）。當(dāng)應(yīng)征人出現(xiàn)下列情況時，承辦單位將不予支付補(bǔ)償金：
The Organizers will pay compensations for design proposals(hereinafter referred to as“compensations”)in the amount of RMB 0.6 million(including tax)for any Participant that has submitted valid response documents within specified time frame as required per Solicitation Documents.The Organizers will not pay any compensation when Participants are under any of the following circumstances:
?。?）應(yīng)征人未能在征集文件規(guī)定的時間內(nèi)提交應(yīng)征文件；
?。?）Participants fail to submit their response proposals within the time specified in the Solicitation Documents;
?。?）應(yīng)征人提交的應(yīng)征文件被應(yīng)征設(shè)計方案評審委員會認(rèn)定為未對征集文件的要求作出實(shí)質(zhì)性響應(yīng)；
?。?）The response proposals submitted by Participants are judged,upon the Jury review,as not substantially responding to the requirements of the Solicitation Documents;
（3）應(yīng)征人被取消應(yīng)征資格。
（3）Participants are disqualified.
8.3獎項(xiàng)的設(shè)置和征集后續(xù)工作
8.3 Awards settings and follow-up work for the solicitation
（1）獎項(xiàng)的設(shè)置：本次方案征集將評選出2個優(yōu)勝設(shè)計方案。
（1）Awards settings:There will be two winning design proposals selected in this solicitation.
?。?）征集后續(xù)工作：主辦單位/承辦單位將從其方案被選為優(yōu)勝設(shè)計方案的應(yīng)征人中選擇1個應(yīng)征人進(jìn)行方案綜合、深化，完成規(guī)劃區(qū)修建性詳細(xì)規(guī)劃階段的城市設(shè)計及導(dǎo)則編制，并另行簽訂咨詢服務(wù)合同，費(fèi)用為人民幣80萬元（含稅）。
?。?）Follow-up work for the solicitation:The Sponsors/Organizers will select one Participant whose design proposal is selected as one of the winning design proposals to complete the integration and optimization of the Design Proposal.This chosen Participant will be responsible for conducting the urban design and guideline formulation for the site plan stage of the planned area.Moreover,a separate consulting service contract will be granted,with a value of RMB 0.8 million(including tax).
?。?）其方案被選為優(yōu)勝方案但未獲得后續(xù)咨詢服務(wù)合同的應(yīng)征人，根據(jù)主辦單位/承辦單位的意見完成方案優(yōu)化工作后，承辦單位將向其支付方案優(yōu)化費(fèi)用人民幣10萬元（含稅）。
?。?）Participants whose design proposal is selected as one of the winning design proposals but do not secure the subsequent consulting service contract will receive an optimization fee of RMB 0.1 million(including tax)from the Organizers upon completion of the optimization work based on the opinions of the Sponsors/Organizers.
8.4補(bǔ)償金和優(yōu)化費(fèi)用的支付
8.4 Payment of compensations and optimization fee
應(yīng)征人的補(bǔ)償金及優(yōu)化費(fèi)用以人民幣支付。如境外應(yīng)征人在中華人民共和國境內(nèi)沒有常設(shè)機(jī)構(gòu)，也沒有可以接受人民幣的中華人民共和國境內(nèi)賬戶，可委托中華人民共和國境內(nèi)的收款人全權(quán)處理收付款事宜，并為其代繳各種中華人民共和國境內(nèi)稅費(fèi)，由此而產(chǎn)生的相關(guān)費(fèi)用由應(yīng)征人自行承擔(dān)。
Payment of compensations and optimization fee will be made in RMB.In the case where an overseas Participant has neither permanent institution nor domestic account within the People’s Republic of China to accept RMB,a domestic payee within the People’s Republic of China may be authorized to handle payment matters in full powers and be entrusted to withhold/pay various taxes within the People’s Republic of China.The relevant expenses incurred shall be borne by the Participant.
8.5適用法律

本次征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。
The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

資格預(yù)審文件以及與資格預(yù)審文件相關(guān)的補(bǔ)充文件和澄清文件均使用中文和英文書寫。申請文件應(yīng)使用中文書寫，申請人隨申請文件提供的證明文件和印刷品可以使用另一種語言，但應(yīng)附中文譯本。在中文與其他語言的意思表達(dá)不一致時，以中文為準(zhǔn)。
The language used in the Prequalification Documents and any supplement and clarification documents thereto shall be Chinese and English.Application Documents for Prequalification shall be drafted in Chinese.Another language can be used for the proof documents and printed materials that Applicants provide along with the Application Documents,but the version with Chinese translation shall be attached thereto.In the case of inconsistent expressions in both Chinese and another language,the Chinese version shall prevail.
