項目背景
Background
隨著中國經(jīng)濟的快速發(fā)展，汽車已經(jīng)成為國民經(jīng)濟的支柱性企業(yè)，產(chǎn)業(yè)鏈長，涉及面廣、帶動性強，國際化程度高，在國家產(chǎn)業(yè)體系中一直占據(jù)著重要地位，汽車改變了我們生活，為出行提供了便利。近年來，汽車行業(yè)在技術(shù)和市場方面取得了重大突破和進展，汽車技術(shù)水平提高和汽車產(chǎn)業(yè)集群效應顯現(xiàn)。海南省提出2030年全域禁售燃油車，2035年生態(tài)環(huán)境做到全世界領(lǐng)先。在自由貿(mào)易港建設背景下，海南建設國家生態(tài)文明試驗區(qū)和國際旅游消費中心離不開汽車的推廣應用。
三亞南丁汽車小鎮(zhèn)致力于建設成為三亞“人·車·生活”綜合體驗區(qū)，未來將引進知名汽車產(chǎn)業(yè)上下游企業(yè)和旅游服務企業(yè)，匯聚汽車貿(mào)易展銷和汽車貿(mào)易、運營維保、智慧能源、創(chuàng)新體驗等領(lǐng)域市場主體，形成帶動三亞市汽車應用和汽車發(fā)展的新引擎。
With the rapid development of China's economy,automobiles have become a pillar enterprise of the national economy,with a long industrial chain,wide coverage,strong driving force,and high degree of internationalization.They have always occupied an important position in the national industrial system.Automobiles have changed our lives and provided convenience for travel.In recent years,the automotive industry has made significant breakthroughs and progress in technology and market,with the improvement of automotive technology level and the emergence of automotive industry cluster effects.Hainan Province has proposed a nationwide ban on the sale of fuel vehicles by 2030,and the ecological environment will become world leading by 2035.In the context of the construction of a free trade port,the construction of a national ecological civilization pilot zone and an international tourism consumption center in Hainan cannot do without the promotion and application of automobiles.
Sanya Nanding Automobile Town is committed to building itself into a comprehensive experience zone of"people,cars,and life"in Sanya.In the future,it will introduce well-known upstream and downstream enterprises in the automobile industry and tourism service enterprises,gather market entities in the fields of automobile trade exhibition and sales,automobile trade,operation and maintenance,smart energy,and innovative experience,and form a new engine to drive the application and development of automobiles in Sanya.

競賽目標
Competition Objectives
三亞南丁汽車小鎮(zhèn)項目擬打造成以汽車貿(mào)易、創(chuàng)新體驗、智慧能源、運營維保為主要功能，匯聚文化、餐飲、購物、娛樂、等產(chǎn)業(yè)配套的三亞“人·車·生活”綜合體驗區(qū)。
整體設計應結(jié)合現(xiàn)狀條件、空間特征、城市關(guān)系和產(chǎn)業(yè)研究，研判提煉項目發(fā)展目標和愿景，制定具有前瞻性、創(chuàng)想性的整體城市設計理念和開發(fā)目標，提出項目的核心價值。
The Sanya Nanding Automobile Town project is planned to be built into a comprehensive experience area of"people,cars,and life"in Sanya,with the main functions of automobile trade,innovation experience,smart energy,and operation and maintenance,gathering supporting industries such as culture、catering、shopping,entertainment,and so on.
The overall design should combine current conditions,spatial characteristics,urban relationships,and industrial research,analyze and extract project development goals and visions,formulate forward-looking and innovative overall urban design concepts and development goals,and propose the core values of the project.

項目基本情況及區(qū)位
Basic information and location of the project
項目名稱：三亞南丁汽車小鎮(zhèn)城市設計暨建筑概念方案設計征集
項目區(qū)位：項目位于吉陽區(qū)南丁北片區(qū)，亞龍灣互通西北側(cè)，南面為G98環(huán)島高速，北面為馬點嶺，依山而建，自然資源和地理位置突出。
區(qū)域交通：項目緊鄰亞龍灣互通，距離三亞鳳凰國際機場17km，距離三亞站9km，距離亞龍灣站3km，到達三亞市中心約15分鐘車程，交通十分便捷。（詳見圖01）

Project Name:Collection of Urban Design and Architectural Conceptual Scheme Design for Nanding Automobile Town in Sanya
Project Location:The project is located in the Nanding North Area of Jiyang District,northwest of Yalong Bay Interchange.To the south is the G98 Island Expressway,and to the north is the Madian Ridge.It is built along the mountain,with outstanding natural resources and geographical location.
Regional transportation:The project is adjacent to the Yalong Bay Interchange,17 kilometers away from Sanya Phoenix International Airport,9 kilometers away from Sanya High Speed Railway Station,3 kilometers away from Yalong Bay High Speed Railway Station,and about 15 minutes'drive to the city center of Sanya.The transportation is very convenient.(See Figure 01 for details)

設計范圍
Design scope
本次征集設計范圍為三亞南丁北片區(qū)，東臨落牙嶺，西至南丁村，北臨馬點嶺，南至G98環(huán)島高速，規(guī)劃總用地面積約48.44公頃。（詳見圖02）

The scope of this solicitation design is the Nanding North Area in Sanya,bordering Luoya Ridge to the east,Nanding Village to the west,Madian Ridge to the north,and G98 Island Expressway to the south.The total planned land area is approximately 48.44 hectares.(See Figure 02 for details)

競賽規(guī)則
Competition Rules
1、組織方式：本次競賽采用公開報名方式。
2、工作階段：本次競賽工作分為“資格預審”、“方案競賽”二個工作階段。
?。?）第一階段：資格預審階段
主辦單位公開發(fā)布公告，面向國內(nèi)外專業(yè)設計機構(gòu)公開征集，設計機構(gòu)提交相應的報名文件和概念提案，主辦單位組織召開資格預審會擇優(yōu)選取3家入圍單位進入“方案競賽”階段。選出2家（有排序）備選單位。
（2）第二階段：方案競賽階段
組織單位向入圍的3家申請人發(fā)送第二階段項目設計資料，組織現(xiàn)場踏勘和答疑，并提供方案設計階段設計任務書和設計基礎資料。
3、報名要求
?。?）境內(nèi)外獨立法人企業(yè)或機構(gòu)均可報名參加。不接受個人或個人組合的報名。
?。?）申請人須同時具備建設主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級、建筑工程甲級或工程設計綜合甲級資質(zhì)。
?。?）參賽單位可單獨作為參賽申請人，或與其他參賽單位組成聯(lián)合體參賽申請人(以下簡稱“聯(lián)合體”)報名，聯(lián)合體成員(含牽頭單位)數(shù)量不超過3家。聯(lián)合體成員至少1家同時具備建設主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級建筑工程甲級或工程設計綜合甲級資質(zhì)。聯(lián)合體各成員需簽署具有法律效力的《聯(lián)合體協(xié)議》，明確牽頭單位、分工、權(quán)益份額比例等。聯(lián)合體各方不得再單獨以自己名義，或者與另外的設計團隊組成聯(lián)合體參加本次競賽。
?。?）參賽申請人(聯(lián)合體)須在報名材料中指定1至2名主創(chuàng)設計師。
?。?）參與本次競賽的設計人員應為其所屬設計單位的在冊人員。主創(chuàng)設計師須在本次競賽全過程及后續(xù)工作中真正負責主導本項目設計工作，包括但不限于出席踏勘答疑會等。在本次競賽過程中，如發(fā)現(xiàn)主創(chuàng)設計師與遞交材料中的人員不符，主辦單位/承辦單位有權(quán)取消其參賽資格。
（6）法定代表人為同一個人的兩個及兩個以上法人企業(yè)或機構(gòu)，母公司及其全資子公司，有控股關(guān)系的公司，視為同一參賽單位，不得同時以多個參賽申請人名義提交2份或2份以上報名。
?。?）為保證設計人員對本次競賽背景和相關(guān)要求有準確理解，主要設計人員中應至少有一名以漢語為母語的成員。
1.Organization method:This competition adopts an open registration method.
2.Work stage:The competition work is divided into three stages:"pre qualification","scheme competition",and"scheme deepening".
(1)Phase 1:Prequalification stage
The organizer publicly releases an announcement,soliciting bids from professional design institutions both domestically and internationally.The design institutions submit corresponding registration documents and concept proposals,and the organizer organizes a pre qualification meeting to select three shortlisted units to enter the"Scheme Competition"stage.,Select 2(sorted)alternative units.
(2)Phase 2:Scheme Competition Phase
The organizational unit sends the second stage project design materials to the three shortlisted applicants,organizes on-site surveys and Q&A,and provides the design task book and basic design data for the scheme design stage.
3.Registration requirements
(1)Independent legal entities or institutions both domestically and internationally can apply to participate.Registration for individuals or combinations of individuals is not accepted.
(2)The applicant must have a Class A qualification for urban and rural planning,a Class A qualification for construction engineering,or a Class A qualification for comprehensive engineering design issued by the competent construction department.
(3)Participating units can register as individual applicants or form a consortium with other participating units(hereinafter referred to as the"consortium").The number of consortium members(including leading units)shall not exceed 3.Each member of the consortium shall sign a legally binding"Consortium Agreement",specifying the leading unit,division of labor,and proportion of equity shares.Each party to the consortium shall not participate in this competition solely in their own name or in a consortium with another design team.
(4)The participating applicant(consortium)must specify 1 to 2 main creative designers in the registration materials.
(5)The designers participating in this competition should be registered personnel from their affiliated design units.The lead designer must be truly responsible for leading the design work of this project throughout the entire competition process and subsequent work,including but not limited to attending survey Q&A meetings.In the process of this competition,if it is found that the main creative designer does not match the personnel in the submitted materials,the organizer/organizer has the right to cancel their participation qualification.
(6)Two or more legal entities or institutions with the same legal representative,parent company and its wholly-owned subsidiaries,or companies with controlling relationships,shall be considered as the same participating entity and shall not submit two or more applications in the name of multiple participating applicants at the same time.
(7)To ensure that the designers have an accurate understanding of the background and relevant requirements of this competition,at least one member of the main design team should be native to Chinese.
06.
競賽獎金
Competition bonus
1、獎金設置
一等獎1名：獲得獎金人民幣150萬元整。
二等級1名：獲得獎金人民幣100萬元整。
優(yōu)秀獎1名：獲得獎金人民幣50萬元整。
2、支付方式
獎金在本次國際競賽結(jié)果公示結(jié)束（且沒有異議）后開始辦理支付手續(xù)。獎金費用均以人民幣支付。以聯(lián)合體形式參賽并獲得獎金的設計機構(gòu)，獎金將統(tǒng)一發(fā)放至聯(lián)合體指定的賬戶。設計機構(gòu)所獲獎金產(chǎn)生的任何稅金由設計機構(gòu)自理。
設計機構(gòu)應按照要求提供國內(nèi)合法增值稅發(fā)票等付款資料，并按照要求配合完成費用結(jié)算各項手續(xù)。
國外設計機構(gòu)若無法使用本機構(gòu)帳戶收取人民幣的，可授權(quán)國內(nèi)合法獨立法人代收款項及開具發(fā)票。
1.Bonus settings
First Prize:Received a prize of RMB 1.5 million.
First place in the second level:Get a bonus of RMB 1 million.
1 Outstanding Award:Received a prize of RMB 500000.
2.Payment method
The payment procedures for the bonus will begin after the announcement of the results of this international competition is completed(and there are no objections).The bonus fees are all paid in RMB.Design institutions that participate in the form of a consortium and receive bonuses will be uniformly distributed to the account designated by the consortium.Any taxes generated from the bonus received by the design agency shall be borne by the design agency itself.
The design agency shall provide domestic legal value-added tax invoices and other payment materials as required,and cooperate in completing various procedures for cost settlement as required.
If foreign design institutions are unable to use their own accounts to collect RMB,they may authorize domestic legal and independent legal persons to collect funds and issue invoices on their behalf.

時間安排

一、第一階段：資格預審階段（2023年8月26日～2023年9月12日）
2023年8月26日發(fā)布正式公告。
2023年8月30日資料下載申請截止。
2023年9月1日應征申請人通過郵件方式遞交提交《競賽報名表》,主辦方發(fā)送相關(guān)設計資料，報名截止。
2023年9月8日應征申請人遞交資格預審文件和概念提案文件。
2023年9月9日召開資格預審會。
2023年9月11日公布資格預審結(jié)果。
2023年9月12日入圍申請人提交參賽確認函。
二、第二階段：競賽階段（2023年9月13日～2023年10月25日）
2023年9月13日正式發(fā)布第二階段設計資料。
2023年9月14日現(xiàn)場踏勘及答疑會。
2023年9月28日中期匯報。
2023年10月19日應征人遞交方案成果。
2023年10月21日召開方案評審會。
2023年10月25公布方案評審結(jié)果。
注意：以上時間以北京時間為準，主、承辦單位可根據(jù)工作需要調(diào)整上述日程安排。
1、Phase 1:Pre qualification stage(August 26,2023 to September 12,2023)
An official announcement will be issued on August 30,2023.
Deadline for Q&A on August 30,2023.
On September 1,2023,the applicant submitted the"Competition Registration Form"by email,and the organizer sent relevant design materials.The registration deadline was reached.
On September 8,2023,the applicant submitted the pre qualification documents and concept proposal documents.
A pre qualification meeting will be held on September 9,2023.
The pre qualification results will be announced on September 11,2023.
On September 12,2023,the shortlisted applicant submitted a competition confirmation letter.
2、Phase 2:Competition Phase(September 13,2023 to October 25,2023)
The second phase design materials will be released on September 13,2023.
On September 14,2023,on-site survey and Q&A.
Interim report on September 28,2023.
The applicant will submit the results on October 19,2023.
A plan review meeting will be held in late October 2023.
The results of the plan review will be announced in late October 2023.
Note:The above timetable(Beijing Time)is tentative and subject to adjustment by the Hosts and the Organizer.
